00:00To those who have confiscated vape products and motor parts and to the Bureau of Customs and the Department of Agriculture for stopping the entry of illegal agri-products in the country,

00:10we will discuss this with Atty. Vincent Philip Maronilla, Assistant Commissioner and Spokesperson of the Bureau of Customs.

00:18Atty. Maronilla, good afternoon.

00:20Good afternoon, ma'am and good afternoon to all the viewers and listeners of the program.

00:26Sir, in your arrest and confiscation of vape products, how much is it altogether?

00:33How much is the vape products and how much is the motor parts?

00:39Ma'am, we are still estimating the vape products.

00:42But for this year, from January to August, we have confiscated more than P1 billion worth of tobacco and vape products.

00:56Okay. As for the motor parts, we don't have an update on that, sir?

01:03The motor parts are included in the items that we have confiscated.

01:10From January to August this year, in totality, all of our smuggled products, including motor parts, reached more than P50 billion.

01:24Wow. Okay.

01:25Where did these confiscated products come from?

01:31Do you have any information on where these products came from and how did they enter our country?

01:38I'm talking about the vape products and tobacco.

01:42The vape products usually came from China.

01:50So that's our concentration when it comes to profiling.

01:55At the same time, we are monitoring the activities of our importers regarding that.

02:03But what we noticed is that what they usually do here is outright smuggling.

02:11This means that we have shorelines that we cannot monitor because there are no customs offices there and our shoreline is wide.

02:22They take advantage of these shorelines to bring in illegal items such as vape, illegal motor parts, even some agricultural products.

02:31So in coordination with the Philippine Navy and the Philippine Coast Guard, we are now speeding up our operations here in our shorelines.

02:39Because we are close to our shorelines and our peers, this is where they switch to open-seas, what we call open-sea smuggling or outright smuggling.

02:52Sir if the owners want to prove the legalities of their products, what are the requirements that they need to submit and how many days are required to submit these?

03:08Ma'am the requirement to import is usually an accreditation coming from the Bureau of Customs.

03:16In other products, there are agencies where they issue permits, let's say for vape products, for legitimate parts that need to comply with the Philippine standards.

03:30There are parts that need permit coming from the Philippine Bureau of Standards. That's with the DTI.

03:39And for others, let's say if it's an engine already, sometimes the DNR needs to secure a permit to check the emission of the engine that will create this.

03:52So we have a list on our website, www.customs.gov.ph of the various permits that are required for the specific products that need to be imported.

04:06And that can be seen and used as a reference point by our transacting public.

04:14Yesterday, the Customs Bureau and the Department of Agriculture were stopped from importing illegal imported oranges to the country.

04:24Where did the information about this originate and where did this country come from?

04:31Ma'am we are using profiling.

04:35We would prefer to identify the country where it came from since there's an ongoing investigation when it comes to this.

04:44So while there is an identified source in the documents, a deeper investigation will reveal where this came from.

04:54That's what we will inform you once we conclude the investigation.

04:59But when it comes to the information, the Department of Agriculture and the Bureau of Customs is working together.

05:08It is a joint effort of the intelligence of the DA and the Bureau of Customs, as well as the profiling of our people to stop the importation of illegal agricultural products,

05:22according to the strict directive of our President.
