00:11A valid ballot is one that has been scanned and counted once, but then there are occasions when ballots get scanned multiple times before the machine took it and came out the other end successfully.
00:26Hence, this was the reason why the number in the role of registered voters did not sync or match with the number of votes actually counted.
00:37The latter being the number that is likely higher than the real number of registered voters in the poll body's role.
