00:16powerful winds tore into takloban city on november 2013 leaving most structures in shambles on the

00:22ground and all around nearly obliterating the city from the map over 7 000 lost their lives

00:29as per government's official reckoning and thousands more left with nary a roof over their

00:34heads by december this year the nha announced it shall have completed all new housing projects

00:39in the post yolanda period or a little over a dozen years nha's eastern visayas regional director is

00:46crossing his fingers and no developer contractor suddenly pulls out or terminates their deal with

00:51the nha to eventually pause or delay completion of construction so says nha regional director for

00:58eastern visayas constancio antenero in a presser earlier today hoping the funds to bankroll all

01:05these post yolanda housing projects do not dry up or run out at any point in time this year

01:10lest the developer or contractor invokes or pushes for contract termination as of end march this year

01:17over 54 000 of 58 619 housing units are completely built and all set for occupancy a 92 and a half

01:25percent completion mark the club and city gets the lion's share of the new digs or dwellings

01:31with the rest of late a close second with belira and getting its dibs of nearly 8 000 units and eastern

01:37samar and the entire samar province rounding up the list of beneficiaries and in the meantime completed

01:45units under the additional beneficiaries list add up to 6 822 units then again there are roughly 4 300

01:53units more in takloban city either under construction or nearing completion all nha housing units are grant

02:00entitlements meaning all beneficiaries will pay nothing for these brand spanking new dwellings

02:05likewise each beneficiary has been vetted to have lived in hazard prone areas

02:10and lost his or her home when the super typhoon struck

02:14california is where diversity inclusivity and some of the most innovative minds on the planet reign

02:23case in point a startup in the state is developing a material that cools things by sending heat into deep

02:30space

02:30they look like solar panels but the system being installed on this department store roof will work

02:40quite differently by sending heat into deep space it will help cool the store below

02:46the technology takes advantage of radiative cooling a natural phenomenon that requires no additional energy

02:53input in daytime the sun's heat is mostly absorbed by objects on earth and the atmosphere

02:59but some heat in the infrared range still escapes as if through a narrow window to cold outer space

03:06the film covering these panels is engineered to channel heat through that window even on the hottest days

03:12it's focusing the infrared or thermal energy of an object and beaming it in this very specific wavelength

03:18to the upper atmosphere

03:20the panels contain a fluid which the film chills to nearly five degrees celsius says the california firm sky cool

03:27so it takes a relatively long uh long loop and the film is cooling that fluid as it travels

03:34the cold fluid is piped to the building's refrigeration system to give it an efficiency boost

03:39the only energy this process uses powers a small pump to circulate the fluid

03:44sky cool systems saves a typical grocery store owner fifteen to twenty percent of their refrigeration costs

03:51the cooling technology could have many applications a project in india installed the film on vendor carts

03:58lowering the ambient temperature below and helping to preserve fruit and vegetables longer

04:03the company is also working on a roofing material for buildings in the developing world that lack air conditioning

04:09if you could cool those buildings without electricity without water and get them to a comfortable temperature

04:15inside that has the potential to save lives dramatically increase productivity around the world

04:20taking advantage of the narrow window to cold outer space to cool a warming planet
