00:00When a new pope is elected here in the coming days, survivors of sexual abuse by members of the clergy demand that whoever is chosen take more action to stamp out sex abuse in the church.
00:11It's so widespread, it's so accommodated to, it's so integrated into just how things are.
00:18They are hoping that the upcoming conclave, the gathering of cardinals set to elect the new pope, will choose someone who will introduce a zero tolerance law.
00:26First of all, a permanent removal from ministry for any person who's been proven to have abused a child or an adult.
00:36So that would include priests, it includes nuns, it includes deacons, it includes religious orders.
00:42They also want an external independent panel to oversee the management of abuse cases by authority figures within the church.
00:49The church has faced a growing crisis over sex abuse for decades.
00:53In one of the most notorious cases, an investigation over 25 years ago by the Boston Globe revealed the massive scale of sexual abuse in the Boston Diocese and the efforts to cover it up.
01:04And since then, independent inquiries have found that hundreds of thousands of children and adults may have been abused by priests or members of the clergy.
01:13Cases have emerged all around the world, from Ireland to Chile to Australia.
01:17So, how did Pope Francis deal with it?
01:20He set out to tackle the problem by creating a commission on sexual abuse to provide advice to the church on prevention and best practices.
01:27He also introduced a law requiring all church staff to report suspected cases to their superiors.
01:33And he abolished the use of the Vatican's highest level of secrecy, also known as the Pontifical Secret, for cases of sexual abuse.
01:40But critics say these measures didn't deliver any tangible results.
01:43His commission quickly lost influence and its most impactful recommendation, a tribunal to judge bishops who covered up sexual abuse cases, was never implemented.
