00:00Europe may not be the world's biggest tech innovator, but it's definitely its biggest regulator,
00:05rolling out a raft of laws in recent years designed to limit big tech's powers.
00:09The Digital Markets Act, or DMA, aims to level the playing field,
00:14so online businesses of all sizes can compete fairly.
00:17It joins the Digital Services Act, which targets illegal or harmful content
00:22while protecting freedom of expression.
00:24The laws that were put in place, DMA, DSA, are not there for protectionist reasons,
00:31but more it was that the company, these online platforms have become so crucial
00:36to the basic life of all Europeans that it's necessary to make sure that they operate within a certain defined framework.
00:44If the major platforms don't comply, they can face stiff penalties.
00:48EU regulators can find them with up to 20% of their annual global turnover,
00:52or even force them to break up parts of their business.
00:56So how effective has it been so far?
00:58Under the DMA, Google can no longer prioritize its own services, like Google Flights, at the top of search results.
01:06It now has to give competitors equal visibility.
01:09And under the DSA, platforms like X have added tools for users to report illegal content.
01:15But with transatlantic trade tensions heating up,
01:17there's talk of the EU's measure of last resort, the anti-coercion instrument.
01:23The ACI is designed to deter economic threats from outside the bloc.
01:26They could allow Brussels to tax or restrict American services,
01:30potentially going as far as blocking platforms like Netflix in case of a trade war.
01:34The Trump administration says it is against what it sees as over-regulation of U.S. big tech companies.
01:41But the EU insists its rules are not political.
