00:00We are building an intelligence operation center in Pulau Pinang
00:12and we are able to see how we have digital transformation in Pulau Pinang.
00:19We have access to many pages that we can see through CCTV
00:28and the data that we can see through the equipment
00:35can be analyzed and used for the development of Pulau Pinang.
00:41So, here we can see that there are some important things.
00:45The first thing is that we need to use hardware from the camera and so on
00:52that can be able to get data-data that is used in the pusat.
00:57The second thing is that we can see the data that can be found from the different sources.
01:06The second thing is that we can see the data that can be found out
01:11and then we use for analytics to find the information that we have faced
01:18from the traffic, the security and so on.
01:25So, we see that there is a whole list of solutions or problems for which solutions have been found using technology.
01:34and this is very important.
01:37We, the Kementerian Digital, really support all the initiatives from all countries
01:43to be able to enhance or enhance the pusat that can be known as a smart city.
01:54So, I see that the initiative in Pulau Pinang has really started since 2019.
02:05So, it has been going on for a long time and we can see how it is already up and running.
02:10So, today, we have a country that has been able to implement the process of making progress
02:16with the same efforts around the country.
02:19The Data Sharing Act comes into force today.
02:49It is aimed to enable data to be shared between federal ministries and of course agencies under those ministries as well.
03:02Now what this does is that it provides a mechanism by which data can be applied for, a request is made, it's considered, the criteria is set and of course if they are going to be approved, it is going to be approved quickly and that data will then be shared.
03:18We understand that the next step is to show that digital is not easy.
03:25It is going to be able to provide all agencies and the sector swasta and all the parties to ensure that we have a facility-facility that needs to be able to be called smart cities.
03:45I am going to give a commitment to my Secretary of State to bring back the cabinet to the cabinet, including the Kerajaan-Kerajaan Negeri and Kerajaan Tempatan.
03:57There are many things that need to be done. Hardware is only one of the problems. Data, how it's stored, how it's used, mechanisms by which it's shared, safety, privacy.
04:10These are all things that we need to look at and there are probably the two things that need to be done.
04:19Are you sure that this is, you said it's about surveillance and safety, right?
04:23That these are not being misused?
04:25Under the Data Sharing Act?
04:27Not just the Data Sharing Act, but also in today's event.
04:32Well, as far as Data Sharing Act is concerned, as I said earlier, the process is that, in other words, when you apply for data,
04:40you are going to state what the data is going to be used for, and if it is used outside of the purpose of which it is given,
04:47then there are repercussions under the Act itself.
04:49So I think that is something that we're looking at.
04:51And as I said, I think moving ahead, we have to think about how it is we can ensure that we have mechanisms that allow us a process to share data,
05:01because when data is shared and it's used, then, of course, you see the benefit of it.
05:06But at the same time, we want to make sure that what we call it is secure.
05:10Privacy, for example, those are aspects that we need to take care of.
05:14So it depends on the nature of the data, what it needs to be used for.
05:17And the other thing you must remember is this, data is usually shared across ministries, across agencies,
05:24and that's how it works.
05:27So this is, as I said, a first step moving ahead.
05:30I can see, I can foresee that, what you call, there will be even more areas that we will have to look at
05:39and we'll deal with that when we go along.
