Vancouver police ruled out terrorism in a car ramming attack that killed 11 people between the ages of 5 and 65 at a Filipino heritage festival in the Canadian city, saying the suspect has a history of mental health issues.

Dozens of others were injured, some critically, as the tragedy shook the country before a federal election. Some of the injured were not immediately identified. (Video courtesy of CTV via AP)

00:00Yesterday, Vancouver and the Filipino community suffered its darkest day here in the city
00:10of Vancouver.
00:12And I've spent the morning speaking with families and community leaders.
00:19Let me just tell you, their strength, even through this unimaginable pain, exemplifies
00:27Vancouver's resiliency.
00:31Like all of you, I'm completely heartbroken, I'm shocked, and I'm angry.
00:42And I'm devastated by the lives that have been lost and the pain that's been inflicted
00:47on our community.
00:49The individual in question has a significant history of mental health issues.
00:55And fourthly, he is known to police for a multitude of mental health interactions.
01:01Now it would appear that mental health appears to be the underlying issue here.
01:06Eleven people have now died.
01:10Their ages range from 5 to 65.
01:16Dozens more are injured, some critically, and some have not yet been identified.
01:23While there are many details I cannot share at this point, I am able to say that the person
01:27we have in custody does have a significant history of interactions with police related
01:34to mental health.
01:36I can also say with confidence that we do not believe this was an act of terrorism, nor do
01:42we believe there are any ongoing threats to our community.
01:46More than 100 police officers, Vancouver police officers are currently working on this case,
01:52and we will continue to dedicate every available resource at our disposal to complete this
01:56investigation and to provide the answers everybody wants.
