Police: Canada car attack suspect had mental health issues, 11 dead

The suspect in a Canadian car-ramming attack that left 11 dead at a Filipino street party acted deliberately and had a history of mental health problems, police say, warning the toll could rise. No motive has been confirmed for the Saturday evening attack in the western city of Vancouver, though terrorism was ruled out by police. "This is the darkest day in our city's history," says Vancouver Police interim police chief Steve Rai.

00:00This is the darkest day in our city's history. Last night, as thousands of
00:05members of Vancouver's Filipino community gathered for an important
00:09cultural celebration, the actions of a single person shattered our collective
00:15sense of safety. It's impossible to overstate how many lives have been impacted
00:20forever by this lone individual. There are many unanswered questions about why
00:26this horrific crime happened, the motive of the person who did it, and whether
00:33anything could have been done to prevent it. There are many things we still don't
00:37know, but we are working hard to get all of the answers. Shortly after eight last
00:43night, Saturday April 26th, a man driving a black Audi SUV drove into a large crowd
00:51of people at the Lapu-Lapu Street Festival in South Vancouver. This festival, which is
00:58a celebration of Filipino community and culture, had been taking place all day in
01:03and around the grounds of a school located at 41st and Fraser Street. It was
01:10expected that tens of thousands of people would attend throughout the day. Although
01:15it was scheduled to wrap up at 8 p.m., there were still many people in the area
01:21when the incident occurred. The vehicle that struck festival goers approached the
01:26festival area from the west on East 43rd Avenue. It entered a small crowd and
01:33closed area and drove through the crowd. There were hundreds of festival goers still on
01:40the street and multiple people were struck by the vehicle. There are now 11
01:47confirmed fatalities. We believe dozens more are injured, some seriously, and the
01:57number of dead could rise in the coming days or weeks.
