00:13The incident occurred shortly after 8 p.m. near East 41st Avenue and Fraser Street, where
00:18the Lapu-Lapu Day block party was taking place.
00:22Police said on X that the driver has been taken into custody.
00:25Local councillor Pete Fry was visibly emotional as he spoke about the incident.
00:30I was here earlier, this was a fantastic day here in South Hill.
00:35The Lapu-Lapu Day Festival was amazing and everybody's having such a great time.
00:39And so I heard the news and came here.
00:48Sounds like it's going to be a tragic day for the city.
