00:00Are cash incentives the answer to America's baby bust?
00:03Trump thinks so, but critics don't think it's enough.
00:07ABC News reports that the White House is reviewing proposal from outside groups
00:10urging the government to encourage marriage and childbearing
00:13as a part of a broader effort to boost the nation's falling birth rate.
00:17The Trump administration's consideration of a $5,000 baby bonus
00:20was initially reported by the New York Times on Monday.
00:23And on Tuesday, the New York Post asked the president
00:26if the White House was considering handing out up to $5,000 per delivery
00:29to which President Trump stated,
00:31sounds like a good idea to me.
00:33But not everyone thinks it's a great idea.
00:35Art Kaplan, a medical ethics professor at NYU,
00:39told News Nation's Cuomo he opposes paying women to have babies
00:43and argued that if the goal is truly to support children,
00:46the U.S. should focus on immigrant families and those seeking citizenship.
00:50While conservative strategist Reena Shaw, who also spoke with Cuomo,
00:54stated the move shows the Trump team is trying to confront economic realities
00:57but added a one-time $5,000 check likely isn't enough
01:01to offset the sky-high cost of parenting.
01:03Online, opinions are split.
01:06One commenter wrote,
01:07the people excited about the $5,000 baby bonus
01:10are not the people who should be having children.
01:12And elaborated with,
01:14they don't realize the true cost of having and raising a child.
01:17$5,000 will disappear very quickly.
01:20While others feel there should be restrictions,
01:22such as a bonus only going to those who have been married
01:25for more than five years and are not currently on any assistance.
01:29Other ideas to help the declining U.S. birth rate
01:31include giving preference to married or parenting applicants
01:34for the Fulbright Scholarships
01:36and launching fertility education programs
01:38so women can properly track their menstrual cycles.
