00:37Talagang bumaba yung text scam during that time.
00:41And like most other laws naman,
00:44as you implement it,
00:46there will be areas of improvement that we'll be looking into it.

02:19For now, I won't get ahead of si ICC and Cyber Bureau
02:24on the details that they will implement.
02:27Pero babalansin po natin yan. Kailangan yan.
02:31Nabanggit nyo po yung teknolohiya. Naglipa na po kasi,
02:33hindi ba yung mga text blasters, yung mga nag-gather ng mga numero sa ere,
02:38madali nang gawin ito sa pamamagitan ng teknolohiya.
02:41Meron ho bang pang-ontra rito?
02:44Meron. Meron. Kung may technology na ginagamit pang scam,
02:47meron din technology pang habol ng mga yan.
02:51Kaya ito yung gusto kong sabihin, sa mga gumagamit niyan,
02:54bawal po yan.
02:55And meron na po kaming ginagawa to evaluate more technology to go after yung mga nagsisimscan.
03:04Maraming yan eh.
03:05So, may legitimate na mga paggamit niya, mga ganyan,
03:10especially for law enforcement.
03:12Pero pagka ginagamit mo pang scam yan, bawal yan.
03:15So, meron po. And we're continuously studying it.
03:18Ang CICC kasi, ang nakasentro sa 4106.
03:24So, kapag may umabuso sa internet,
03:27sila yung mga gumagamit ng mga tools para mahanap kung sino yung mga gumagawa nun.
03:32Abangan po natin yan.
03:34Tungkol naman po sa konektadong Pinoy Bill,
03:36ano ba yung layunin at paano makikinabang yung ating mga kababayan dito?
03:40O, yung konektadong Pinoy Bill naman,
03:42ang legislative intent niyan is to broaden as much as possible access to the internet by all Filipinos.
03:51Ang mensahe po dyan is no Filipino left behind para rin gumanda yung competition in the telecom space.
04:01Yan po yung layunin niyan.
04:02Tsaka, alam nyo, pagka dumami yung connectivity, dadami din po yung trabaho eh.
04:07Opo. Pero may ilang grupo pong pinapavito eh.
04:09Yung panukalang batas na ito dahil umano sa unaddressed concerns.
04:14O hindi nakonsulta yung lahat ng stakeholders.
04:16Ano pong masasabi nyo dyan?
04:18Ah, yun. Patuloy po tayo sa consultation.
04:20And alam ko last week, bago pa lang ako,
04:24nagkaroon ng public consultation din.
04:27Dito mismo, kung saan nyo ako in-interview sa CICC.
04:31And patuloy po ako makikipag-uusap dun sa both sides of the fence.
04:34Ang trabaho ko po, bilang kalihim ng BICT, i-harmonize ba yung mga stakeholders?
04:42Tapos, gagawa po kami ng recommendation sa Kongreso.
04:46On, ano yung pinakamagandang ma-harmonize lahat?
04:48Siyempre, hindi lahat mapagbibigyan in terms of their issues and concern.
04:55Pero ang importante dyan is, lahat mag-agree kung ano yung tama,
04:58tapos kung ano yung isusulong sa legislature.
05:01Okay, well, abangan po natin natututukan ng issue ito dahil napakahalaga.
05:06Dahil marami nakikinabang pero marami din yung nananamantala.
