02:58que le contexte mondial

03:01est inquiétant.
03:04Les conflits meurtriers,
03:07le terrorisme
03:08et l'extrémisme violent
03:10persistent.
03:12Le réchauffement climatique
03:15s'aggrave
03:16avec une crise économique,
03:20sociale
03:21inédite.
03:24La pauvreté
03:25s'accroît
03:26et les inégalités
03:27se creusent.
03:30Nous vivons
03:31des bouleversements
03:32géopolitiques
03:33majeurs
03:35dont les conséquences
03:37restent imprévisibles.
03:38Malgré ces défis multiples
03:42et complexes,
03:44nous voulons garder
03:45foi
03:46en la paix
03:48et à un avenir
03:50meilleur
03:51pour tous.
03:54La paix,
03:54nous le savons,
03:56ne se limite pas
03:57à l'absence de conflits.
04:01Elle se construit

04:03dans les dialogues,
04:05dans la tolérance
04:07et le respect mutuel,

04:26ou ouverts.

04:30j'ai toujours considéré

04:33aux menaces
04:34sécuritaires
04:34globales,
04:36le Conseil
04:36de sécurité
04:37des Nations Unies,
04:41qui est
04:41le mécanisme
04:42de sécurité
04:44collective
04:45selon la charte
04:46de notre organisation,
04:49ce Conseil
04:49donc de sécurité
04:50devrait jouer
04:52un rôle
04:53plus décisif.
04:55Cela implique
04:56des mandats
04:57plus robustes
04:59là où
04:59c'est nécessaire.

05:49the realities of the 21st century.
05:54This is why we
05:56continue to advocate
05:58for reform
06:00of the UN Security Council
06:02and fairer
06:04representation
06:06within global economic
06:08and financial institutions.
06:11In this regard,
06:12two important milestones
06:16have been achieved.
06:19Africa's admission
06:20as a permanent member
06:22of the G20,
06:25an outcome
06:26championed by Senegal
06:29during our tenure
06:30as a chair of the
06:32African Union
06:33and the allocation
06:34of a third African seat
06:36on the executive board
06:38of the International Monetary Fund,
06:41IMF.
06:43Reforming the multilateral system
06:46is not merely desirable.
06:49It is essential.
06:52Without it,
06:53we risk weakening
06:54or even fragmenting
06:57the system
06:58in the face
06:59of emerging alternative
07:00framework,
07:01such as Briggs Plus
07:03and the rise
07:04of Global South.
07:06It is equally urgent
07:09to reform
07:10international financial architecture,
07:13including the mythologies
07:14used by credit rating agencies.
07:17to reflect the reality
07:25of the economies
07:26of the countries
07:27in development.
07:29Many studies
07:30have demonstrated
07:32that the agencies
07:34have tended to
07:36overestimate
07:36the perception
07:38of the risk
07:39in these countries,
07:42which leads
07:42to an excessive
07:44of the cost
07:47of credit
07:47for these countries
07:49and that limit
07:50their capacity
07:52to invest
07:53and that
07:55alourdit
07:56injustement
07:57the fardot
07:58of their debt.
08:01That's why,
08:02under the leadership
08:07of President
08:09Olusagun
08:12Ovasanjo,
08:13a group
08:14of former
08:16African head
08:17of state
08:18and government,
08:20including myself,
08:22recently launched
08:23the African
08:24Debt Relief Initiative.
08:28Another major challenge
08:30is the climate
08:31crisis.
08:32It demands
08:34an urgent
08:35and united
08:36and ambitious
08:38global response
08:39aimed at
08:41finding solutions
08:43that are
08:44inclusive,
08:45fair,
08:45and sustainable.
08:47We will revisit
08:48this topic
08:48during tomorrow's session.
08:52In closing,
08:54I wish to express
08:55the full readiness
08:57of my foundation
08:58to collaborate
08:59with all those
09:01of goodwill.
