Julian Hutchison, 74, was kicked out of a recycling centre in Bude, Cornwall, for arriving on his bike to drop off litter.
The regular litter picker, who uses his bike to transport waste, was told he could only access the centre in a vehicle.
After filming the encounter and posting it online, the video garnered 60K views.
Cornwall Council confirmed cyclists are allowed at recycling centres, and the booking system will be updated to allow bike bookings.
Hutchison's video highlighted how public support led to a change in the rules, and he thanked Cornwall's community for helping resolve the issue.

00:00Oh, I might as well get rid of this bit as well, yeah.
00:14Just to let you know, since the rules are changed with the AMPR and everything like that,
00:18technically you're not allowed in here on your bike.
00:21You need to come in in a vehicle, I'm afraid.
00:24And you can't walk in a pedestrian either, I'm afraid.
00:27Oh, this is fucking crazy. I've been doing this for years.
00:39Well, can you get everybody to work off the same thing?
00:41This is the third visit here in three days.
00:43I won't come back in a car because I don't own one.
00:57Then you wouldn't be able to come in there, I'm afraid.
01:01Oh, the world's gone bloody mad.
01:03They're the rules, I'm afraid, so it's no pedestrian access.
01:05His boss must be part of the...
01:07Your boss must be part of the WEF.
01:09Wants everybody to lick somebody's arse somewhere.
01:11Crazy.
01:13Yep, you can't come in in a bike.
01:16It's the same rules as its car and no one else.
01:18That's...
01:19Yeah.
01:20Otherwise, with the new booking system being everyone would just do the same thing.
01:24You can't get him in a bike and drive in that way.
01:27Oh, I don't know.
01:28Most people won't cycle up that hill.
01:30That's up to them.
01:31That's the rules, I'm afraid.
01:32So, of course, from now on, we won't be able to come in besides,
01:35and we won't come in through the bike and train.
01:37We won't let you know.
01:38Rather than just take a step and come back next time,
01:40and then turn away with a full load of stuff, OK?
01:43Well, they'll only come in here when I'm coming past this place.
01:46Yeah.
01:47But you wouldn't be able to come in next time, I'm afraid.
01:50Yeah.
01:54What's your opinion of it all?
01:56Yeah.
01:57How old are you, mate?
01:59How old are you?
02:00She's ten year old.
02:02Ten? Oh, she's got time yet then.
02:04Yeah.
02:05She's a bit better, isn't she?
02:06So I can't visit these wonderful people here no more.
02:09What a shame.
02:10Who's it?
02:11It'll just go in a bloody council bin somewhere.
02:13Yeah.
02:14Simple as that.
02:15He just happened to be coming up this way.
