00:00The National Anti-Poverty Commission's Action Against Poverty
00:02became the 2025 season 2.
00:05We'll be with you every Tuesday and Thursday
00:08on Rise and Shine Pilipinas,
00:10the various fun activities of government agencies and governments
00:14to talk about the government's interventions
00:17on opening up to poverty.

00:28In our new season, we'll focus on convergence,
00:32which is the collaboration and cooperation
00:35of programs and stakeholders
00:36in the continued revitalization of communities and communities.
00:40We'll talk about this today on our program
00:44with Assistant Secretary James Layug,
00:46Assistant Secretary for the Implementation of EO70 Series of 2018
00:50and National Task Force for West Philippine Sea
00:52in the Department of Agriculture
00:54to discuss how government agencies and partners

01:09Let's talk about the anti-poverty efforts of the DA,
01:13particularly the programs you're holding.
01:15Tell us more about these programs.
01:17Yes, ma'am.
01:17I'm the head of the Poverty Reduction Livelihood Employment Cluster of the NTF-ELCA.
01:24The Department of Agriculture is the chair now.
01:28Our interventions for the poor
01:32are to help the poor
01:37in what we call geographically isolated and disadvantaged areas in our country.
01:44Those affected by the conflict, the conflict-affected areas.
01:48The former guerrilla fronts were cleared by the security forces.
01:55Now, we're here to bring about sustainable development,
02:00peace and sustainable development.
02:02Speaking about convergence, Mr. Layug,
02:05who are the government agencies
02:08that you support in these programs and initiatives?
02:11Within the Department of Agriculture,
02:14we work together to converge different agencies and bureaus.
02:19And then from the department,
02:22we also partner and collaborate
02:24to converge programs with other agencies
02:26like TESDA, DTI, DOST, DOLE, DSWD.
02:32We help the target barangays.
02:37When it comes to providing a source of livelihood for our countrymen,
02:42especially the former guerrilla fronts that you mentioned,
02:46what are the livelihood programs that we provide to them?
02:50We do different programs and interventions.
02:54But for DA, the programs and interventions
02:58to have a high production of agriculture,
03:05we have rice, corn, livestock, and aquaculture.
03:10Those are the programs that we introduce.
03:13TESDA also helps in training and capacity building.
03:18DTI also helps in value-adding
03:23and helps in market linkage
03:26where the products are marketed.
03:29So, there's training and also a source of livelihood
03:35for them.
03:36It's great that you help different government agencies.
03:40And it's important that they have a high yield and production
03:44because it follows that their income will increase.
03:46Now, you have a concept called Peace Farms.
03:49So, tell us more about that.
03:50Peace Farms is a concept of communal farming
03:54that we're trying to introduce in conflict-affected areas.
04:00Farm workers help different sectors and stakeholders
04:06to sustain peace and development.
04:10So, the farm workers here are the former rebels
04:15and then the CAFGU.
04:17They are also part of the community.
04:20The place or area that they farm
04:24is sometimes a military reservation
04:28and sometimes a private sector.
04:30Even the church is also helping out.
04:32And then, the technical aspect
04:36and the farm inputs are from the DA.
04:39The training is from TESDA and other agencies.
04:44That's a great concept.
04:46And also, this is a platform for the former rebels
04:49to really reintegrate in society.
04:51Yes, that's also our concept.
04:54It's also a halfway house.
04:57For mainstreaming, more than integration,
05:01it's to bring back to the mainstream
05:04the former comrades that came from the other side.
05:10Well, talking about peace and poverty,
05:13how do these two concepts work?
05:17So that we can ensure that their livelihood is sustainable
05:24and reduce the incidence of poverty.
05:27Yes, because the important thing is
05:29hand-in-hand, chicken and egg.
05:31Peace or development.
05:33So, I think they are together.
05:35Without peace, there is no progress.
05:38So, we have to invest on peace.
05:41That's why we need to add,
05:43as we said, the GIDA barangays.
05:45The farthest, the poorest, and the smallest barangay.
05:48That's where the government should invest.
05:52That's where the state should bring programs
05:56for development.
06:00At the end of the day,
06:02there will be sustainable peace and development.
06:05Right.
06:06To our farmers,
06:08as a Department of Agriculture,
06:10what is our monitoring
06:12when it comes to poverty incidence
06:14in this sector?
06:16And what are the challenges
06:18that you are facing and fighting
06:21to help our farmers, sir?
06:23The latest data from the PSA
06:25shows that there is around 27%
06:27of poverty incidence
06:29in the agri-fishery sector.
06:33Which is translated into
06:35around 2.1 million farmers
06:37and fisherfolks.
06:39So, with that,
06:41there are a lot of programs
06:43that the DA is working on
06:45to help raise
06:47the standard of living
06:49in the agri-fishery sector.
06:51That's why we have programs
06:53like the Special Area
06:55for Agricultural Development
06:57where it helps
06:59the lowest,
07:01poorest barangays.
07:03There is also
07:05the 4K program
07:07for our fellow countrymen
07:09and continuous interventions
07:11to raise
07:13our production.
07:15Because when
07:18our President assumed
07:20as the Secretary of the Department
07:22of Agriculture,
07:24his marching orders are two things.
07:26First, he said to raise production
07:28so that our fellow countrymen
07:30can have enough food.
07:32Second, to help
07:34our poorest countrymen
07:36in rural areas.
07:38Now, the convergence,
07:40how important is it
07:42that agencies under DA
07:44and even outside DA
07:46particularly in the agri-fishery sector?
07:48It's a big thing
07:50because we can see
07:52in the convergence
07:54the so-called whole-of-government
07:56approach,
07:58whole-of-nation participation,
08:00and good governance.
08:02If these are combined,
08:04we can overcome poverty.
08:06What can local government
08:08units do
08:10to help and be a partner
08:12of DA to help the sector of agriculture?
08:15Actually, we are already partners.
08:17What we are doing here
08:19is to strengthen
08:21the existing institutions
08:23of our local government,
08:25especially on the barangay level.
08:27That's what we are capacitating
08:29because we believe that
08:31development starts in the community.
