00:00Good afternoon, Cebu. Good afternoon, everyone. Welcome to SunStars Beyond the Ballot Series
00:212025. I'm Mildred Galarpe. And I'm DJ Moises. As we approach the midterm elections,
00:29this program offers an in-depth look at the candidates for mayoral seat in Cebu City
00:36through a series of one-on-one interviews. Each episode will feature an interview. The first 30
00:43minutes is allocated for us to get to know the candidates, their vision for Cebu, their
00:48advocacies. The remaining time will be allocated to the five core questions, which they will answer
00:54in two minutes and 30 seconds. To give you a better understanding of how these will unfold,
01:01let's take a look at the mechanics. Hello, viewers. Welcome to SunStars
01:08Cebu's Beyond the Ballot Series. This program is divided into two segments,
01:12the candidates' profile and the five core questions. Here are the mechanics.
01:18For candidate profile, each mayoral candidate will be interviewed for 30 minutes,
01:22during which they will discuss their past work, advocacies, and reasons for running.
01:27For five core questions, each candidate will have two minutes and 30 seconds to answer five
01:33key questions. This time limit ensures equal opportunity for all candidates while keeping
01:38responses concise and focused. Now, let's head back to the studio. To ensure fairness, we have
01:46provided the candidates the five core questions one day before the scheduled interview.
01:52For the past few days, we've been sharing interviews from the candidates we've reached
01:57out to last week. One candidate just got back to us today after we kicked off the show. That's why
02:03we're pushing through the interview. That being said, we're happy to announce that our mayoral
02:09candidates of Cebu City have accepted our invitation.
02:23Now, let's hear what he had to say. Good morning, Mr. Juliet Coe, our last candidate for this
02:30series. Good morning, sir. We really tried so that everybody will have the chance to
02:45share their platforms, offering themselves to the public. And it's good also because this is
02:55another opportunity for you to introduce yourself to the voting public. That being said,
03:04who is Juliet Coe? Okay, thank you very much, ma'am. Mr. Coe, Mr. Juliet Coe,
03:1359 years old, running 59 years old. Actually, my home province is Surigao del Sur.
03:22But from Cebu, I've been living in Guadalupe for 35 years. Now,
03:39actually, my grandfather is pure Chinese. So, I don't know.
03:51Now, I used to work as a marketing consultant at the Grollier International Encyclopedia.
04:03I was a former area manager at Pilam Plans. I was a former assistant publishing director at the
04:14Central Visayan Conference. Now,
04:19the first thing is, who are you? Who are you? Why did you decide to run for mayor of Cebu City?
04:30Now, our point is, the most important thing is that you are a good and visionary leader.
04:40Like former mayor Tami Osminia, you witnessed it yourself. Even before former mayor Tami Osminia was
04:48mayor, his IT Park, sir, was nothing. It was just an airport. But because of former mayor Tami Osminia,
04:57look at the IT Park now. Next to him was Ayala Sinter, who was the first person who
05:06took part in the Gold Course. Next to him was SRP. So, at that time, he was a good and visionary leader.
05:23If possible, he was even more visionary than our former mayor Tami Osminia. So,
05:29there is a reason why our former mayor Tami Osminia decided to run for mayor of Cebu City.
05:36Cebu City is a progressive city. Cebu City is a progressive city. Although Cebu City is in the
05:41top 10 most developed cities in the world, if you look at it, it is the number one. It is the number
05:47one most developed city in the world. It is the number one most developed city in the world.
05:51It is the number one most developed city in the world. It is the number one most developed city in the world.
05:52It is the number one most developed city in the world. It is the number one most developed city in the world.
05:55So, there is a reason why our former mayor decided to run for mayor of Cebu City.
06:00As I have seen, if you look at it, it is the number one most developed city in the world.
06:06It is the number one most developed city in the world.
06:08So, that is why our slogan is,
06:11Buhat ang Pasultion,
06:13Dili Pangurakot Ag Panulis sa Mga Subuano na Ngatong Pabuhaton.
06:18So, that is our slogan.
06:19And if you look at it,
06:21Ma'am Mildred, sir,
06:23if you look at it,
06:25it is the number one most developed city in the world.
06:27It is the number one most developed city in the world.
06:29It is the number one most developed city in the world.
06:31So, that is why our slogan is,
06:33Kahilas Gunimo Mister Kuh,
06:35Kinsamangkah,
06:37Wanganik na Mabuhat sa Mga Gamhanan ng Politiko,
06:39Wanganik na Mabuhat sa Mga Sikat ng Politiko,
06:41Ikaw na Hinoy Magarak-Garak.
06:43So, that is why our slogan is,
06:45Mahitabu,
06:47Ma'am Mildred.
06:49Mahitabu.
06:51Kun ang siyudad, kun ang nasod,
06:53walay korupsyon,
06:55makabuhat kita ugun sa'y gusto nato
06:57ng Mahitabu.
06:59Now,
07:01basig matandug ni ng mga pangutanan unia,

07:05mahitungod sa peace and order,
07:07ugun mahitungod ini ng mga drugas

07:11So, pag-abot nato di haakot lang ng tubagon,
07:13ugun sa'y mga pangutanan ninyo,
07:15regarding sa kana.
07:17So,
07:19kaya kung ikasulti,
07:21gano'ng nga decide ta,
07:23nga mo join ini,
07:25bognong logay nun,
07:27gano'ng nga naka decision ta,
07:29kaya kung itugot sa gino'o,

07:33mubuhat kita uganang,
07:35iya gud sa padyus gud ng serbisyo,
07:37dili'k pabulsahay, Ma'am Mildred.
07:39Sir, dili'k pabulsahay

07:43Ang atong tuyo serbisyohan nato,
07:4518 taun sa mga serbisyong tinudanay.

07:49So, siguro mong tanam mo nga

09:17Unyak na, ano may system
09:19sa pang-goberno? Bantayan nalang
09:21na nimo. Ang trabaho sa

09:25and ministerial. Kabalo naman ta
09:27kun sa managerial. Look out nimo na diha
09:29tanang departamento. Bantayan nimo

09:55Dagan-dagan, ugwan, unyak

10:01ah, Mildred,
10:03unsa'y na asa independent.
10:05Ang independent dili ka pwede
10:07ingnon nga.
10:09Mayor, ayaw nagsimintuhan ng ilang barangay
10:11diha kaya napil di ka.
10:13Mayor, ayaw nagbuhati silang tulay
10:15diha kaya hapit kasi ruhi
10:17diha ng barangay. Dili na pwede.
10:19Kung unsa'y kaayuhan sa publiko,
10:21unsa'y kaayuhan para sa syudad,
10:23buhatan na, muna'y trabaho sa
10:25mayor. Dili pwede nga ingnon nimo
10:27ayaw nagtagae diha ng mga bugas. Panahos
10:29ulit, ayaw nagtagae kaya waanang buta.
10:31Ayaw! Kung gibutang
10:33ka sa katawan, as mayor of Cebu City,
10:35buhata ug unsa'y makaayo
10:37para anang syudad nga imong
10:39gidumala, gibutang kasi mga tao diha.
10:41Linibong nga mga tao
10:43nga nagbutang nimo diha. Unang
10:45anong dikman nimo servisyuhan, imong
10:47naminuang servisyuhan, binuang kaya
10:49mga commission-commission, mga SOP-SOP.
10:51So kung itugot sa ginawong
10:53ma'am Mildred, napapaya ura, sir?
10:55Kung itugot sa ginawong nga kita
10:57mo'y ibutang or buligan ta sa ginawong
10:59is tap SOP.
11:01Unsa pa ng SOP? Kabalo naman ta.
11:03Standard operating
11:05procedure, di ba? 20%.
11:07Ako ay mayor, di ka nakupirmahan,
11:09di kupirmaan ang imong transaction.
11:11Panalitan ang syudad, dunay
11:13project ng P1B.
11:15Pila may 20% sa P1B.
11:17P200 or P200M.
11:19Gila liman ka anak, purting
11:21dako ang mawala sa P1B
11:23kung dunay project. So, kung
11:25itugot sa ginawong mo lampusta, is tap na siya.
11:27Di ba? One time,
11:29dito ko sa, anak ko
11:31yung amigo dito sa Bantayan Island.
11:33So, na-elict siya as
11:35municipal councillor. Third
11:37class municipal councillor.
11:39Third class municipality.
11:41So, di kayo pobre,
11:43di po dato. Pila
11:45siyildo? Nanguntan ako.
11:4780,000. 80,000
11:49siyildo rako nuna. How much more
11:51there is sa Cebu City? Ang atong
11:53mga city councillor, hug ang
11:55mayor mismo.
11:57Pur dios, pur santo.
11:59Kung itugot sa ginawong nga mahimot
12:01ang mayor, bisan pag
12:03gabayin tita mamahaw kami si misis,
12:05bisan pag gabayin timi maniod
12:07to kami si misis, bisan pag gabayin
12:09timi manihapon si misis, di
12:11pa na matandog
12:13ang syildos pag ka mayor.
12:15Remember, ha? Bisan
12:17pag puno ko nato ng mga banko din
12:19siyudad pag deposit o binilyon,
12:21minilyon. But remember,
12:23ayaw mo kalimut inig kamatay ni
12:25sister ko, di na madalhan
12:27ng binilyon, minilyon nga naas
12:29kwartas banko. Remember tataran
12:31sa pangitabo ni former
12:33President Marcos. Ako tunggun sa
12:35akong trabaho, nga bisang asang
12:37suoka ining Pilipinas, tuyog-tuyog,
12:39kadaghang nga bisis nga makalik-likun
12:41ito sa iyang katong iyang
12:43haya, dias batak, sa Wapailubong.
12:45Wak yudkoy nakita
12:47bisang cinco centavos
12:49or mga jamanti or mga bulawan
12:51nga nasiyang kamot. Buti pasabot
12:53ang kinabuhi nato ining kalibutan
12:55na temporary rat. Atong
12:57pahimuslan sa tinaro nga paagi,
12:59sa dinyus nga paagi, dili sa
13:01pagpangawat sa kwartas sa siyudad.
13:03You've mentioned the advantage
13:05of running independent,
13:07but along with it
13:09also are certain
13:11drawbacks. Like
13:13ang example ano is, who do you
13:15trust? Who
13:17do you work with?
13:19So how do you intend
13:21to see the downside
13:23of being an independent
13:25and a mayor of Cebu City?
13:51Mga engineer, mga lawyer, mga
13:53onsa padihak, no. Walak ta dihat.
13:55Positive ta. Nga kong
13:57itugot sa ginawong mamildred
13:59nga mulampus ta musunod rakyat
14:01na ang atong koan bisan
14:03o independentita. Dunay oban
14:05nga murag observation mo
14:07dunay oban mo ingon nga, ay wak may
14:09koan, wak may kandidatong
14:11nga independente nilampus. Hayop.
14:13Nga ay mga independente, oy,
14:15nga nilampus. So, again,
14:17sa ako nang ingon, nga
14:19nga kong itugot sa ginawong
14:21mulampus ta, wak ko mabalaka
14:23bisang wak ko'y city
14:25councilor. Line up, although
14:27dunay oban, nga mutawag nato
14:29nga magpasilong. Nga napo mga
14:31independent. So
14:33akong ginaw nga, padayon lang ta sa
14:35atong paga-independent, no?
14:37So wak lang tayo kuanay, wak lang tayo linyahay.
14:39Tutal, ug ihatan yon sa
14:41ginawong, why impossibly
14:43mamildred? Maura ginaw yon akong
14:45pagtuot, sir. Maura ginaw, isalig lang
14:47ako sa ginaw. Kaya dili garantea
14:49nga billionario ka,
14:51sikat ka nga pamilya, talahuron
14:53ka nga pamilya. Dili na garantea
14:55nga mudawag yon ka. Actually, kami
14:57lima. Ako naman nang iingnan
14:59ko sila. Ako naman nang sila nang iingnan
15:01nga, kanang ugunsa na
15:03aninyo tanan, kanang tanan nga na aninyo
15:05wak na ko.
15:07Dungog na aninyo.
15:09Warta na aninyo.
15:11Ugunsa nang naasa aninyo tanan,
15:13kanang tanan wak na ko.
15:15Kanang,
15:17I believe ko
15:19sa inyong optimism, sir.
15:21It's not easy to run
15:23as independent considering the resources
15:25needed, and you only have
15:2745 days to go over
15:29Cebu City,
15:31the mountain barangays and everything.
