00:28interim elections, this program offers voters an in-depth look at the candidates vying for
00:34the mayoral seat in Cebu City through a series of one-on-one interviews. Each episode will
00:40feature an interview. The first 30 minutes will be allocated for us to get to know the
00:45candidates and their vision for the city. And then the remaining time, they will answer
00:50the five core questions in two minutes and 30 seconds. To give you a better understanding
00:55of how these will unfold, let's take a look at the mechanics.
01:01Hello, viewers. Welcome to Sunstar Cebu's Beyond the Ballot series. This program is
01:08divided into two segments, the candidates' profile and the five core questions. Here
01:14are the mechanics. For candidate profile, each mayoral candidate will be interviewed
01:18for 30 minutes, during which they will discuss their past work, advocacies, and reasons for
01:24running. For five core questions, each candidate will have two minutes and 30 seconds to answer
01:29five key questions. This time limit ensures equal opportunity for all candidates while
01:35keeping responses concise and focused. Now, let's head back to the studio.
01:41To ensure fairness, we have provided the candidates the five core questions one day before the
01:46scheduled interview.
01:48And we're excited to announce our mayoral candidates have accepted our invitation to
01:53join us today.

02:16Good afternoon, DJ. Thank you for referring me as DEM, duly elected mayor. Thank you
02:24very much.
02:25Okay, I think just as you said, you know, it's not that he's a malalas, he's the duly
02:30elected mayor. Okay, I agree that he's a malalas. But mayor, you were, you're in government
02:37for more than three decades. Counselor, vice mayor, mayor.

02:44What do you consider your milestones in these years in government?
02:50Bringing dignity. And this is about the BBRC. I was able to bring 2,500 inmates being put
03:05in a 200 occupancy to a place that I work and put the building during my mentor's time.
03:16And that is something that I can really feel being fulfilled. Imagine congestion. They're
03:27spending their time. And that alone you could imagine a 200 occupancy, 2,500 ramp. So that
03:47I always look at it as very fulfilling. Every time I'm being asked, that's it. That is indeed
03:54gratifying.
03:57How big is the existing Cebu City Jail compared to the...
04:00Very huge. But still now I was told it's 7,000, 8,000 again. I do not know how this whole
04:11congestion of the jail will be attended to. And this is not Cebu. This is the whole country.
04:21And if the country's jail management is so, then this country really much is to be desired.
04:28The jail must be desired. And that is the picture of our country.
04:36You have served Cebu for over three decades, no?
04:41Exactly 30 years.

04:45I was in a... but still serving for three years.
04:51And how has your vision for the city evolved throughout your political career?
04:57It all started simply until it reaches Singapore-like with Melbourne pictures. Of course, bringing
05:07a focus of quality of life to all. Quality of life. And that brings employment, housing,
05:19the flooding, the matters of environment. And it's encompassing. It's encompassing.
05:32And that is the way we would like to address. And we have our own platform for that. Barug Cebu City.
05:42Barug. And that letter B stands for business. U, urban planning. Then R, resettlement.
05:53U, universal health. Then there is Barug, Cebu. Then C, children. Then E, education.
06:03B, business. Then the city, infrastructure, traffic. And the U. And that's Barug, Cebu City.
06:12It is the whole, what I call, the Sisi Lakes. We already have that. Sisi Lakes is there already.
06:20It's not even, as I said, gratifying for me because that is infrastructure.
06:28But I look back, that really was the one I really felt. And that was bringing dignity. And that was the jail.
06:43Okay. Sir, before joining politics, you were in private sector. So what motivated, I mean, you know, you're a lawyer.
06:51So life is good. So what was your main motivation in joining politics? Well, aside that you're a family.
06:58You're reading the truth. Yes. I really wanted to become a priest. You laugh. I laugh.
07:04Yeah. And until now, I put in my evangelization. Now, I just had a day retreat.
07:11And that matter about evangelization, I highlighted it in my interaction with my retreat father, June Boris.
07:25That would only mean that I really want to serve according to God's dictate. But a woman passed my sight.
07:33So I lost and I ended up lack of foresight and out of sight of priesthood.
07:41But the word service to others never perished. That's why this whole thing evolved.
07:50Then I want to become a doctor like my uncle, who was a governor, a doctor, and wanted to become a lawyer.
07:58And there I came after four years, went into law. And that's where I further put myself to the world because I was invited.
08:12I mean, I was in the corporation, I was invited by my mentor. I do not have to mention the name because he is running.
08:20So that's how this whole thing. I'm not a square pig in a round hole. I really, really wish to serve from the bottom of my heart. So help me God.
08:33So when you're not on, because you have a very public life now. So when you're not on the public spotlight, what do you normally do?
08:42Now, I'm becoming to be too private already. You know, when I got my MGA and my Langa Malo, I do not wish to be much on spending up.
08:59I would wish, excited to be at home, even lunchtime. Today I catch up. I have to get into the room with my son after the handshaking.
09:12I'm excited to be here too. So I have to feel that I should have to do that. So at the end of the day, I went there. I really went there.
09:23And not anymore. As Mildred was sharing with you earlier, the karaoke is not anymore that much. But don't make a mistake of giving me a microphone when there is fiesta.
09:41Because I'm going to have a grab and they will ask me to sing. I'll sing. If it's an oldest and the goodest, I can sing Matunila.
09:53When you talk about current, one in a million new.
10:05How did you know?
10:06Very colorful. Anyway, sir, through the years that you were serving in government, demanding magilug time, especially if you're the executive.
10:24So was it, you were mayor when you got married and you have a son. What changed?
10:33Aside sa imuhang, you want to spend more time with them. But when you're executive, magilug na. So how would you balance that? How did you balance?
10:41If you really love your family, you have to find time for your family. And if you also love serving the people, God will give you the time.
10:51I think that's a good piece of wisdom. But I'm just curious because you've been through several controversies lately.
11:00So what lessons have you learned from this and how do you think would help you? Should you be elected again as mayor of Cebu City?
11:10The word should not be controversies. Challenges.
11:13Challenges.
11:15I was being asked the question, if I'm going to be reborn and be born again, what choice do I have? When as it was written, it shall be done.
11:25So it will be the same whole thing. You cannot be telling yourself, lesson learned or whatnot, because no matter what, it's just looking forward.
11:38Now that I have my Langa Amalo and I have my MJ and in the house that Bilma been there, there's other children of my wife's relatives.
11:51It's a beautiful playing with them, especially playing with MJ and the mother, Langa. That's for me, a different ambience.
12:04Different, different than it used to be. And my age, don't mention it anymore. I have to see my son enjoying with me.
12:14And I wish videos will be replayed with Bilma so that one day the ending comes and we will all be cherishing what I have been with them.
12:25I hear that I have been with them. And that thing that I wish memories to be left to them.
12:33Kenny sir, what would you be doing if you were not in politics?
12:41If I were not in politics, I cannot think about it. Because I'm in politics. I belong to a political family since 1916.
12:51The Rama compound, I always look at it where I stayed 20 years. I came back for 25 years. Then I will be back.
13:00I will be back to where I used to be growing since 1964. So I cannot see what other things that I can do.
13:13When priesthood was not anymore a possibility, then I went into this and into that. Once into where you are, you will never be out of your so-called body mechanism.
13:28You will look for it. So it's still a service, service, service.

15:11Was there anything that you learned from your grandfather in politics that you still apply until today?
15:20So many. So many. So many. And you want to be number one, that honesty in government, that corruption should never be a cup of tea.
15:35Number two, that you must always look at the responsibility of a public servant, that you are a servant and you must not be served.
15:45You should be the one serving. That's my grandfather. Number three, standing in what you believe.
15:53Even when tough and tumbles will come, you've got to be standing with your conviction.
16:03No matter what, even if it takes your life. Because that's the only thing you can. That's the only thing you have.
16:11You're being truthful and being convicted on your ideas. That's what is needed for the country. And what is needed for the country is really fighting for the truth, especially the poor.
16:33If there's anything you regret that happened to you in the last 30 years, what is it?
16:40Nothing. I don't want to regret because I'm a Christian leader. I'm a Catholic leader. And I always have my strong faith in God.
16:53That's why that challenges. I think I do not have that strong faith.
16:59Where will it lead me to? Rancor, bitterness, vengeance, etc., etc.
