Pangilinan warns climate change threat to PH food security

Senatorial aspirant Francis Pangilinan tells The Manila Times in a chance interview at the Legazpi City Boulevard on April 1, 2025 that climate change is a threat to the Philippines food security. He said that the government should allocate more funds to help and strengthen the farmers affected by the immense impact of climate change and provide infrastructure and technology. Pangilinan said that Thailand and Vietnam, with lesser population, allocate a bigger budget on agriculture compared to the Philippines, which has a bigger population.

00:00And the damage to our agriculture is immense. It's actually 10, 15, 20-fold greater damage than maybe 20 years ago.
00:10And that is a threat to our food security.
00:14And therefore, there must be climate change resilient interventions budgeted and incorporated in our agriculture intervention programs
00:26such as more research on climate resilient, weather resilient technology that will make our farming methods climate change proof
00:42or at least provide infrastructure, provide equipment that will help us be able to get ahead of the weather.
00:52We must have climate change resilient interventions such as, it must be integrated.
00:58For example, if our farmers are affected by climate change, their crops are exhausted.
01:05There has to be immediate intervention like rehabilitation and repair of the damages to our irrigation canals.
01:14At least, the priority should be to give jobs to those who are exhausted and affected by their crops so that they can earn a living.
01:21So, we must increase our government spending on agriculture.
01:27Thailand is spending more than double what we're spending, but they only have a population of 70 million.
01:34Vietnam has a population of 90 million, but they're spending three times more government spending compared to us.
01:42Why? Our prioritization in budgetary support is lacking.
01:47And that support must, the funding should be, maybe in the next 6, 7, 8 years, the agri-budget should be multiplied by 4 or 5.
01:59And the increases should be utilized to strengthen our farmers' capacity, productivity.
02:08Climate change proved them. Future proved them with interventions.
02:14You cannot secure your food unless you secure your farmers.
02:19And climate change is a threat to food security, so we must be active in our interventions.
