Karnataka has introduced a new garbage tax for Bengaluru residents. The Bruhat Bengaluru Mahanagara Palike (BBMP) has decided to charge property owners based on plot size, with a 1200 square feet plot paying around 400 rupees per year.

02:38And now the garbage tax is also being imposed on the people of Bengaluru.
02:43The middle class and the poor are seriously hit by this Congress government governance.

04:22This is a move that is started by now the BBMP, which is a civic body in Bengaluru.
04:26Mind you, other cities do have a garbage tax.
04:29But the timing of this announcement, considering a series of hikes in water and milk prices and what not,
04:36the fact that this has also now been announced by the BBMP,
04:39has led to a lot of people questioning what exactly the priority is of the Sidramayya government.
04:44These charges are being fixed essentially based on the building area.
04:48So essentially what you're going to see is, based on the size of the building, that much of garbage tax.
04:54So we won't pinch the people of Karnataka, but it's the messaging really involved here,
04:58that the Karnataka authorities, that the civic authorities, the government,
05:02all one after another are announcing one hike in rates after another.
05:07And together, you will see that essentially all of this money is being charged from the people of Bengaluru,
05:12from the people of Karnataka.

05:20We just in fact spoke to the Bharatiya Janata Party spokesperson S. Prakash,
05:23who says that tomorrow they're going to have an extensive campaign
05:27against price hike of essential commodities and services now, like garbage collection.
05:32Absolutely. BJP is going to protest against the price hikes in the state of Karnataka,
05:37talking about water, talking about electricity and milk,
05:41where the government is contemplating to increase the water prices also.
05:45But the electricity price as well as the milk price will be increased from today.
05:49And what you also get to learn is even the garbage tax will be implemented from today on the property tax.
05:55Compared to milk and electricity, garbage tax is very minuscule.
05:59The people are more pinched and more worried about the prices,
06:02which have been increased on electricity as well as milk,
06:06where they have to pay four rupees more per litre for milk in Bengaluru.
06:12What is the Congress government saying? How are they justifying all of this?
06:16These are essential services. And at a time when pay hikes are being given to MLAs,
06:20this kind of a tax is being imposed on people.
06:23The government has justified stating that it has been a long time that they have not increased the prices
06:29of these basic amenities to the people of Karnataka.
06:34Talking about the milk, they are claiming that the surcharges,
06:39the four rupees increase which has been done, it will directly go to the farmers.
06:43Not even one rupee will reach to the government.
06:47Whereas the Karnataka Electricity Board had given a clarification saying that it is an autonomous body.
06:53Across the country, you have an autonomous body.
06:55That particular autonomous body takes the decision that when they have to increase
06:59and how they are going to implement.
07:01And subsequently, the increase of prices will be done by the autonomous body.
07:06And that's how it has been decided.
07:08And they have washed their hands stating that they have no decision in increasing the prices.
07:15Whereas when it comes to garbage taxes, if you notice that it has been implemented across the country,
07:21including BMC, even in Maharashtra.
07:23So when you are talking about milk and electricity,
07:26the garbage tax which has been implemented in the property tax is very minuscule.
07:31Essentially, it's going to be a user fee.
07:34Take us to the details of how much are they going to be charging.
07:38And in totality, the last few weeks or so, I have seen an increase in prices of so many essential commodities.
07:45Take us to the details of the kind of hikes that essential commodities and services have seen.
07:52So if you notice, the prices of bus fare has already been increased.
07:56Electric prices will be increased from today where they will be charging 3 paise per unit.
08:02There will be increasing 3 paise per unit.
08:05And whereas when it comes to milk, people have to shell out a fourth piece more.
08:10And this was a promise which was made by Karnataka Congress in their manifesto.
08:14And they had stated that they will increase the prices and they will give the prices directly to the farmers.
08:19Even now the government claims that the prices which will be increased will go to the farmers directly.
08:24It is not going to the government or government's treasury.
08:27It is to the farmers where the farmers will receive the funds.
08:31And they have also justified saying that it is a cooperative society which handles the prices
08:35and handles the milk production in the state of Karnataka.
08:39So the farmers are struggling.
08:41Everything including the fodder to the cows and other things have been increased.
08:46Whereas the income which has been generated through selling milk has been reduced.
08:52So that is the reason they have justified stating that they are increasing.
08:55And that is the reason why the prices will go to the farmers.

11:38Most likely tomorrow this bill will be brought for passing and discussion.
11:42Remember that Yogi Adityanath has also gone on to say that Waqf has become a den of loot.
11:49Through this, many government properties are being usurped.
11:53And it's very important to bring reforms.
11:56He's also saying that whenever anything good happens, the opposition parties oppose this.

17:41he is not representing the Muslim community.
17:43And at the extent that Imran Masood says,
17:45that he gets two crore rupees from the government
17:47and he is a BJP agent, he is a BJP Dalal.
17:49That kind of war of words on this particular issue.
17:52So clearly looks like the battle that is being drawn
17:55between the government and the opposition
17:57as far as the Bakht Amendment Bill is concerned.
17:59Subsequently, we have seen the Vishu Council from Kerala
18:01also supporting.
18:02That is also being questioned by certain politicians,
18:05including Imran Masood, who says that today it has happened
18:07with the Muslim community where the government is eyeing
18:09actually on the properties belonging to the religious bodies.

19:41against implementing the new law retrospectively
19:43stressing that existing mosques, dargahs
19:46and other Muslim religion sites should not be interfered with.
19:50Not just NDA, many MPs of Indi Ghatbandhan
19:57are asking me to bring the Bakht Bill soon.
20:00They have created a narrative.
20:02Some MPs are afraid of their leaders,
20:04so they are not saying anything.
20:06So, if mafia and some influential leaders
20:09have occupied the Bakht property,
20:12then everyone opposes it.

36:25tax, everything given they were, they had the title of it and for the last three years
36:32they are no more able to exercise their revenue rights and they are suffering a lot. 610
36:42families are suffering just because of the claim made by the WACF board based on the WACF Act.
36:55For certain the land is theirs but you see in 2009 the WACF board ordered it to be the land of
37:10WACF and in 2019 it was taken into the registry of the WACF and in 2022
37:21they were deprived of their revenue rights without giving them any notice,
37:29without any prior information, without asking their opinion, without asking
37:38them to show their documents. They all have perfect documents which the government has provided
37:45and they are being paying taxes. This situation is disgusting, this situation is really pitiful
37:56and that too based on a legislation done in 1995 and the amendment added to it, I mean done to it
38:06in 2013. What do you have to say father? I want to ask you, you spoke about the fact that how even
38:13people in Kerala not belonging to the Islam religion, you know Christians essentially or
38:19Catholics are also suffering in this fashion given that land is taken away and claimed as
38:25part of the WACF property. But there are political parties, for example just now the Samajwadi party
38:31has said there will be bloodshed, there will be murders, there is so much disgruntlement
38:35that Muslims will be coming out on the streets. You know there is fear-mongering though the
38:40government has said that this is a democracy. We will discuss the bill threadbare, opposition will
38:45be allowed to speak as well. How do you look at these statements coming in, inflammatory in nature?
38:52See madam, actually here the issue is basically the issue of constitution. You see we have a
39:00constitution, Indian constitution. When anti-constitutional or non-constitutional
39:06legislations are passed in the parliament, how can the people live here in this country?
39:12What can we do? So what should the politicians do? First of all they should recognize the issues,
39:19the constitutional issues involved in the matter. You see it is very easy to actually, you see
39:27though I am represented here, I am representing the people in Monambam, actually 610 families
39:34are not just Christians. You know there are only 400 families, Christian families. Then almost 200
39:41families are of various groups, the SNDP, DIVERA, then Kudumbichema. So actually we are here not
39:53simply to speak about Christian rights. No, we are speaking about the rights of the Indian
40:01citizens. Please do not misunderstand the involvement of the KCBC or CBCI as if their
40:10plan is to speak for the Christians. I understand that you say you are representing
40:15a people of an area and they are not necessarily Christians. They are people from all religions.
40:20But talk to us, you know in the past also, the kind of disadvantage that people had to face,
40:25the problems that people had to face because of land grabbing essentially.
40:32Yes, the issue is this is a kind of legalized land grabbing. This is the issue. You see how can
40:42that happen in a country where there is a constitution, in a secularist country.
40:53Suppose you see Christians have also the custom of offering their property to the church for
41:02example. And a lot of properties have been taken over by a lot of people. If we are asking for
41:13the taking back of all these lands and we ask for a law, a legislation, the parliament,
41:24can that be done there? Which goes above, you see the Wakaf act numbers, 40 is really
41:37detrimental to the peaceful move of the society. 83, the Wakaf Tribunal, 107 which waives the
41:51the limitation act, 108A which makes it above all the other existing laws in the country.
42:01So, all these are to be amended. We are not asking that the whole laws or the amendments
42:10which the government, the BJP government has brought should be passed. That's not what we
42:14are asking. At least let us be just and impartial in finding out which are real issues and which
42:28process are problematic and find solution to that. This is what the BBC and KCBC have
42:37asked. And of course, that is quite logical. Quite okay, that is what I say. And the political
42:45parties should be willing to take up those issues. Just turning a blind eye on these issues will
42:56accelerate the issues actually. So, better have a right politics now, not a politics of appeasement
43:10or politics of blindness. That is not. Understood. Thank you. Thank you so much for joining in.
