00:00Assalam-o-Alaikum, dear viewers, welcome to the program.
00:15Today we have with us from Lahore, Chaudhry Ghulam Singh, and from Islamabad, Hassan Ayyub.
00:19I am your host, Khabar Ghumman.
00:21A very happy Ramadan to all of you.
00:24We will meet you after the last show on Eid.
00:30When the program ends today, we will also wish you an advanced Eid.
00:34The stories that we will talk about in our program today,
00:37today, after a total of 17 days,
00:42as you may remember, Jaffar Express was hijacked.
00:46The train service was cancelled. It is a joyous occasion.
00:49The situation in Balochistan during the last two weeks,
00:52the actions taken by the government there,
00:54we will talk about that in the program.
00:56In Islamabad High Court, a strange situation has developed.
01:02The acting Chief Justice filed a case on behalf of a judge.
01:08He said, I cannot listen to this.
01:10You do not have the power to make me a bench.
01:13What is the matter with that?
01:15We will talk to our associate representative.
01:18The story that we are going to talk about today,
01:22in Islamabad, there is a big meeting in the federal capital,
01:27which has been chaired by Prime Minister Shahbaz Sharif.
01:30In this meeting, all the government officials,
01:35their representatives from Azad, Jammu and Kashmir,
01:38and from GB were also present.
01:40The basic purpose of this meeting is to revive the National Action Plan
01:46and to make a new narrative against the increasing terrorism in the country.
01:52And to use the enemy forces outside the country,
01:56through social media and other propaganda tools,
02:01against the state of Pakistan.
02:04They have started a campaign.
02:06How do we counter that?
02:08What are the means that the government can use and will use?
02:15Azad Farooq, our Deputy Bureau Chief,
02:17let's go to him.
02:19Let's ask him who was present in this meeting
02:22and what big decisions were made in this meeting.
02:26Azad Farooq, thank you very much.
02:27Tell us, was this meeting held today or yesterday?
02:31Because there is news that it was held yesterday.
02:33The news came today.
02:35What was the discussion there?
02:37Mr. Khawar, this meeting was held last night,
02:40which was chaired by Prime Minister Shahbaz Sharif.
02:42There were civil and military orders in it.
02:44There was also a four-party delegation.
02:46The attack on Jaffar Express
02:48and the way a campaign is going on on digital media,
02:52against the state and against Pakistan,
02:54to break it,
02:56to respond in an organized manner,
02:58a meeting has also been held.
03:00It has been clearly stated that
03:02the country-enemy campaign on traditional and digital media
03:06which is currently going on,
03:08its response will be given.
03:10It has also been decided that
03:12under the National Action Plan,
03:14a national statement will be strengthened.
03:16This has also been agreed upon.
03:18In addition to this,
03:20it has also been instructed to make effective statements
03:22against terrorists and terrorists.
03:24It has been made clear against national statements
03:26and national security
03:28that any kind of material will be destroyed.
03:30In addition to this,
03:32it has also been decided that
03:34for national security,
03:36cooperation and mutual cooperation
03:38In addition to this,
03:40it has also been said that
03:42the national statements will be conveyed to the youth
03:44through film and drama.
03:46The effective confrontation of the statements of the terrorists
03:48will also be carried out.
03:50And for this,
03:52all four parties will cooperate with each other.
03:54As you remember,
03:56a week ago,
03:58there was a meeting of the National Security Committee.
04:00After that, we had some disagreements.
04:02As you can see,
04:04my JOF and ANP expressed some disagreements.
04:06In this meeting,
04:08all the representatives
04:10of all the provinces
04:12were present.
04:14Is there a build-on
04:16from the decision of the National Security Committee
04:18to the meeting?
04:20Or is this a new thing
04:22that the government is going to do?
04:24A new thing
04:26in this is that
04:28the statements about terrorism,
04:30especially the terrorist organizations
04:32or enemies of the country,
04:34are being carried out through social media
04:36in Pakistan.
04:38To break this,
04:40this meeting has been called
04:42for the preparation of a national list.
04:44This is also a continuation of that.
04:46Because it has been made clear in the meeting
04:48that after Jaffar Express,
04:50the speed at which a social media campaign
04:52is going on in the country,
04:54it should be broken.
04:56So for this,
04:58onboarding all four parties
05:00and making these agreements more effective
05:02Azar Farooq, stay with us.
05:04Hassan Ayub,
05:06this is an issue that has been raised a lot.
05:08Now the government
05:10has a lot of tools available
05:12to counter.
05:14What do you think is the reason
05:16that on ground
05:18this is a reality
05:20that the government's media wing
05:22should be countered
05:24in a forceful way.
05:26All these tools should be used.
05:28They are not being used in that way.
05:30There is a weakness of the minister,
05:32there is a weakness of the ministry.
05:34What is the reason that the government
05:36or the state's media
05:38is not being used in a forceful way
05:40as it should be used?
05:42Look, there is a difference.
05:44The media is your priority.
05:46Their priority was not the media.
05:48The government's priority was not the media.
05:50Their priority was development
05:52or performance.
05:54Prime Minister has also focused on that
05:56and there is still a preference for that.
05:58They have become so independent
06:00that they will have to
06:02come to Bianiya
06:04because they are terrorists
06:06and they are enemies of the country.
06:08They are not sitting in Pakistan.
06:10They are even sitting in India.
06:12They sit there and mislead
06:14the people of Pakistan.
06:16In this regard,
06:18in the next two to three weeks
06:20you will see
06:22that Pakistan
06:24is no longer a soft state.
06:26Whatever the law will be,
06:28whoever violates it,
06:30will be held accountable.
06:32Whether he commits a crime,
06:34he will be held accountable.
06:36Whether he commits terrorism,
06:38he will be held accountable.
06:40Whatever kind of offence he commits,
06:42he will be held accountable.
06:44Mr. Chaudhary Ghulam,
06:46this meeting, which Azhar Farooq
06:48has told us about,
06:50the facts are in front of you.
06:52Basically, the political division
06:54is on one side,
06:56but on the international level,
06:58there are many attacks
07:00on Pakistan.
07:02Especially through social media
07:04and all that.
07:06Such an atmosphere is being created
07:08as if Pakistan, God forbid,
07:10is a failed state.
07:12Pakistan cannot protect
07:14its principles.
07:16There is no control
07:18of anyone in Pakistan.
07:20To counter this,
07:22the government is responsible.
07:24The Ministry of Information
07:26and Broadcasting
07:28has to strengthen it.
07:30What do you think?
07:32Hassan has said
07:34that the government
07:36did not pay much attention
07:38to this before.
07:40Now the government is coming here.
07:42What will you say, Mr. Chaudhary Ghulam?
07:44It should come.
07:46You know,
07:48yesterday, in two days,
07:50many incidents have happened
07:52in one province.
07:54This narrative will only be
07:56formed when you are
07:58active.
08:00When we say that
08:02we are ready to give our lives
08:04for our country.
08:06But,
08:08their grip
08:10on the situation
08:12is not visible to me.
08:14Whether you like it or not.
08:16Azhar Farooq,
08:18I heard that
08:20some changes
08:22have been made
08:24in the Ministry of Information.
08:26Do you have any information
08:28about this?
08:30Do you think there will be
08:32any changes in the Ministry
08:34in the coming days?
08:36Mr. Khawar,
08:38there are a few people
08:40in the cabinet
08:42who want to be
08:44in the Ministry of Information.
08:46But,
08:48it is not possible.
08:50At the moment,
08:52the Prime Minister
08:54is closed.
08:56This change will not happen
08:58until the Prime Minister
09:00is approved.
09:02But, some people
09:04are trying to reach
09:06the Ministry of Information.
09:08I think the performance
09:10of the government
09:12is not bad.
09:14The Prime Minister
09:16was there
09:18when the PTI came.
09:20He was there
09:22and interacted with
09:24the international media.
09:26When Mr. Imran Khan
09:28used to wake up in the morning,
09:30he used to hold
09:32his first meeting
09:34as a Prime Minister
09:36in Bani Gala.
09:38Has the Prime Minister
09:40ever chaired
09:42the PTI meeting?
09:44No.
09:46The PTI government
09:48is very strong
09:50in the narrative building.
09:52The PTI government
09:54is very strong
09:56in the narrative building.
09:58The PTI government
10:00is very strong
10:02in the narrative building.
10:04The PTI government
10:06is very strong
10:08in the narrative building.
10:10So, is this the
10:12difference in performance
10:14between the Muslim Brotherhood
10:16and the good governance
10:18and the performance
10:20between the Muslim Brotherhood
10:22and the good governance
10:24of the PTI system?
10:26No.
10:28No.
10:34Until now,
10:36the PTI government
10:38The PTA has not been countered as much as it should have been, this is their complaint.
10:43But overall, as a minister, he has performed well.
10:45He is doing well in his time.
10:47Okay, Azhar Farooq, the news from the last few days is that Chief Minister KP has put
10:52holes in Islamabad.
10:54He is also meeting some of the people of the government.
10:58So, one news is that he has tried to narrow down a lot.
11:03There are some differences with the federal government.
11:05There are some demands from the federal government.
11:07You know that they say that they need money.
11:09Do you have any information as to what level of meetings are being held with the people
11:14of the federal government in Ali Amin, Gandapur?
11:17Yes, exactly.
11:18There have been meetings in Ali Amin, Gandapur, here in Wafaaq.
11:21And one of their demands has been that the funds of the province be given to Wafaaq.
11:26So, the government of Wafaaq has promised that the funds of the provincial government
11:32will be given to them.
11:35Along with this, the Prime Minister had sent Ahsan Iqbal Sahib to Peshawar.
11:39He also had a very good meeting there.
11:41The commissioners from Wafaaq have also been assured that Wafaaq will fully cooperate
11:47with the province.
11:49So, Ali Amin is having good meetings in Gandapur.
11:52And it has also been said that after Eid, there are two more meetings in Islamabad
11:57to improve coordination between the province and Wafaaq.
12:00And this is a matter of terrorism.
12:02So, it is being said that these meetings are being used to improve the situation.
12:08Okay, tell me one thing, Azhar Farooq Sahib.
12:10If Sher Afzal Marwat Mul meets a Muslim League Nawaz, then he is considered a traitor.
12:15Then there are talks against him in the party.
12:18Imran Khan complains about him.
12:19They kick him out.
12:20The poor guy does not even say why he was kicked out.
12:22Then, but Ali also should meet whoever he wants.
12:26You are trying to compare Apple with oranges.
12:29It does not matter to Ali Amin.
12:31Okay, even when Mohsin Naqvi is sitting next to him,
12:35he should welcome him with a smile,
12:37salute him and receive him from the car.
12:39He is the head of the province.
12:41No, the job of the head of the province is to receive the minister from the car,
12:45salute him and bring him here.
12:46No, he is a minister.
12:48He is a host.
12:49He is meeting as a minister.
12:54And the PTI had boycotted the meeting of the National Security Committee.
12:57But he was there.
12:59Azhar Farooq, do you know what?
13:01When Asif Ali Zardari goes to Lahore,
13:03Mr. Chand says that the Chief Minister does not even come to receive him.
13:06She does not even receive the President of Pakistan.
13:08This is a big complaint to the Pakistan People's Party.
13:12Azhar, another big story is under discussion these days.
13:15Is the government going to call a meeting of a new National Security Committee?
13:22Or is it going to call an all parties conference?
13:25Because we heard from Barrister Kheel that if the opposition is called by the APC,
13:31then there is no problem.
13:33We will go to the opposition APC.
13:35Because Pakistan is facing the challenge of terrorism.
13:40There are different challenges on the issue of national security.
13:44So there is no problem.
13:46Whether the forum is of the opposition APC or ours,
13:49it should go.
13:51So what are the chances?
13:53There will be another meeting of the National Security Committee,
13:55which will be pointed out more than once.
13:57Mr. Hanon, Mr. Rana, Mr. Rana Sanalo, and other people.
14:02Or it will be APC.
14:04What is the news?
14:06The news is that Bilawal Bhutto Zardari has also demanded
14:09that the National Security Conference should be held.
14:11Or the National Security Committee meeting should be held.
14:13But the other day, a federal minister, when we spoke to him,
14:16he said that after Eid-ul-Fitr,
14:18there is a good chance that the National Security Conference should be held.
14:22Because the basic reason for this is that
14:24the meeting of the National Security Committee,
14:26there are many parties outside the parliament,
14:29they were not their representatives.
14:31So it is being demanded that their opinion should also be taken.
14:34They should also be taken on board.
14:36Will the government host this APC or the opposition?
14:39Because Mr. Salman has also talked about hosting his own APC.
14:43And secondly, if the government does not do it,
14:45if the opposition does it, hosts it,
14:48then will the military leadership have to come in it or not?
14:51APC is different.
14:52Let me tell you that the opposition has called,
14:57there is a clear position of the opposition
14:59that the parties involved in the government will not be hosted in it.
15:03It is only the opposition's APC.
15:05The government will call,
15:06the government will call all the parties in it,
15:09whether they are in the parliament or outside the parliament,
15:11once again they will be hosted by the government.
15:13And there is a possibility that after Eid-ul-Fitr,
15:15this APC will be called.
15:17Mr. Chaudhary Ghulam Singh,
15:19this issue of calling an all-parties conference,
15:23Bilawal Bhutto Zardari's suggestion is being welcomed from both sides.
15:28So what do you think is the best way forward?
15:31The government should call the APC,
15:33call all the people,
15:35the National Islamic Committee meeting,
15:37and within that, with a special invitation,
15:39you can call.
15:40It is not that you cannot call an outsider.
15:43The speaker, the government,
15:45has the power to invite a non-member.
15:50In the rules,
15:54the convict can also be invited.
15:58You said it yourself,
15:59the parole can also be called.
16:01There are many such incidents in the past.
16:03Mr. Farooq,
16:04first I will talk to Mr. Chaudhary,
16:05then I will come to you.
16:06Yes, Mr. Chaudhary Ghulam Singh.
16:08No, Mr. Chaudhary can also ask a question,
16:10Mr. Farooq.
16:11Yes, yes, please, please.
16:12If he has not fasted.
16:13No, no, he has not fasted.
16:15I am saying that
16:17the wave of terrorism,
16:20if we look at the international propaganda,
16:23local propaganda,
16:25it is very disturbing.
16:28What is happening to counter it?
16:31You have gone on the narrative,
16:33you are not even on the middle path,
16:34you are going together.
16:36Mr. Chaudhary,
16:37We have no nation, no house.
16:40Yes, Mr. Chaudhary,
16:41the narrative is also being made.
16:43Listen to me, listen to me first.
16:45Listen to me first, Mr. Farooq,
16:47complete the question first.
16:48Yes.
16:49Firstly, I do not know
16:51what is the motive behind
16:53this wave of terrorism.
16:56Pakistan is the same,
16:57the state is the same,
16:58the geography is the same.
17:00Why Pakistan has become a target?
17:03There is no terrorism in Afghanistan,
17:05not even in Iran.
17:06India is also like that,
17:08and China,
17:09that is, all the surrounding countries.
17:12Why we are the target of this terrorism?
17:17I have not been able to get any answer
17:19from Khawar Gumar,
17:21or Azhar Farooq,
17:22or anybody.
17:23Mr. Chaudhary,
17:24please answer the question.
17:25Azhar Farooq,
17:26you first.
17:28Look, Mr. Chaudhary,
17:29the thing is that
17:30there is no terrorism in Afghanistan
17:31because they are doing
17:32all kinds of activities in Pakistan.
17:34As you know,
17:35there are a lot of evidence
17:36with the security forces.
17:37The proof of India's intervention
17:39was the national security committee
17:41meeting,
17:42where it was presented
17:43that Afghanistan is also being intervened,
17:45in Balochistan,
17:46and in KPK,
17:47and India is also being intervened.
17:50So, to hunt down Pakistan
17:52is India's desire
17:54from day one.
17:56And they are trying to fulfill this desire.
17:59And in Pakistan too,
18:00there are such helpers.
18:02India also has them,
18:04Afghanistan also has them.
18:07So, this is unfortunate.
18:08But now,
18:09the time demands
18:10that there should be
18:11a national alliance,
18:12that there should be
18:13a national unity.
18:14All political parties
18:15should sit on a platform,
18:16and this terrorism
18:17should be suppressed
18:18in the same way.
18:19It should be ended.
18:20Like, after 2009,
18:21till 2013,
18:22terrorism had ended
18:23from Pakistan,
18:24and after that,
18:25till 2018,
18:26terrorism had been
18:27minimized.
18:28So, now,
18:29the time demands
18:30that we have to think
18:31seriously,
18:32and all political parties,
18:33forces,
18:34have to sit together
18:35so that
18:36this rape,
18:37so that this rape,
18:38can be eradicated.
18:39Mr. Farooq,
18:40thank you very much.
18:41Viewers,
18:42on this topic,
18:43especially in Balochistan,
18:44the circumstances
18:45that are developing,
18:46after the break,
18:47we will continue
18:48the discussion.
18:49Stay with us.
18:50Welcome back,

19:08obviously,
19:09this is a great facility.
19:10And,
19:11the citizens of Pakistan,
19:12especially,
19:13the residents of Peshawar
19:14and Quetta,
19:15have expressed
19:16their happiness.
19:17With us is
19:18Musawat Reen,
19:19our Bureau Chief,
19:20is present.
19:21Today,
19:22a very small
19:23press conference
19:24has also been organized
19:25by the government
19:26of Balochistan.
19:27His spokesperson
19:28is Mr. Shahid Reen.
19:29We tried a lot
19:30to contact him.
19:31We spoke to him
19:32the day after.
19:33He had promised
19:34that he would come
19:35but for some odd reason
19:36he seems to have
19:37gotten busy somewhere.
19:38So,
19:39please tell us
19:40what steps
19:41the government
19:42of Balochistan
19:43has taken
19:44in between
19:45these 17 days
19:46when this incident
19:47happened.
19:48The recovery
19:49of the service
19:50is a great success.
19:51Obviously,
19:52it was a big
19:53incident.
19:54To recover it,
19:55to remove the
19:56trap,
19:57people's trust
19:58is the most important
19:59thing.
20:00To remove it,
20:01that this
20:02mode of transportation
20:03is safe.
20:04What would you
20:05like to say?
20:06Look,
20:07after this incident
20:08took place,
20:09the government
20:10started taking
20:11action.
20:12But,
20:13obviously,
20:14as you said,
20:15to remove the
20:16trust of people
20:17and to remove
20:18the trap,
20:19it was obviously
20:20a big step.
20:21But,
20:22I think
20:23there is
20:24a lot of
20:25doubt in this.
20:26Because,
20:27the situation
20:28was such that
20:29there was a lot
20:30of talk
20:31about people
20:32leaving.
20:33So,
20:34it was
20:35necessary
20:36to remove
20:37the trust.
20:38But,
20:39there was
20:40a lot of
20:41doubt.
20:42But,
20:43in this
20:44case,
20:45as you said,
20:46there was
20:47a press conference
20:48in which
20:49terrorism was
20:50made a special
20:51topic.
20:52And,
20:53this press
20:54conference
20:55was from
20:56the provincial
20:57officials and
20:58the translator
20:59of the provincial
21:00government.
21:01In this,
21:02there was
21:03a lot
21:04of
21:05doubt.
21:06But,
21:07I think
21:08there is
21:09a lot
21:10of
21:11doubt.
21:12But,
21:13I think
21:14there is
21:15a lot
21:16of
21:17doubt.
21:18But,
21:19I think
21:20there is
21:21a lot
21:22of
21:23doubt.
21:24But,
21:25I think
21:26there is
21:27a lot
21:28of
21:29doubt.
21:30But,
21:31I think
21:32there is
21:33a lot
21:34of
21:35doubt.
21:36But,
21:37I think
21:38there is
21:39a lot
21:40of
21:41doubt.
21:42But,
21:43I think
21:44there is
21:45a lot
21:46of
21:47doubt.
21:48But,
21:49I think
21:50there is
21:51a lot
21:52of
21:53doubt.
21:54But,
21:55I think
21:56there is
21:57a lot
21:58of
21:59doubt.
22:00But,
22:01I think
22:02there is
22:03a lot
22:04of
22:05doubt.
22:06But,
22:07I think
22:08there is
22:09a lot
22:10of
22:11doubt.
22:12But,
22:13I think
22:14there is
22:15a lot
22:16of
22:17doubt.
22:18But,
22:19I think
22:20there is
22:21a lot
22:22of
22:23doubt.
22:24But,
22:25I think
22:26there is
22:27a lot
22:28of
22:29doubt.
22:30But,
22:31I think
22:32there is
22:33a lot
22:34of
22:35doubt.
22:36But,
22:37I think
22:38there is
22:39a lot
22:40of
22:41doubt.
22:42But,
22:43I think
22:44there is
22:45a lot
22:46of
22:47doubt.
22:48But,
22:49I think
22:50there is
22:51a lot
22:52of
22:53doubt.
22:54But,
22:55I think
22:56there is
22:57a lot
22:58of
22:59doubt.
23:00But,
23:01I think
23:02there is
23:03a lot
23:04of
23:05doubt.
23:06But,
23:07I think
23:08there is
23:09a lot
23:10of
23:11doubt.
23:12But,
23:13I think
23:14there is
23:15a lot
23:16of
23:17doubt.
23:18But,
23:19I think
23:20there is
23:21a lot
23:22of
23:23doubt.
23:24But,
23:25I think
23:26there is
23:27a lot
23:28of
23:29doubt.
23:30But,
23:31I think
23:32there is
23:33a lot
23:34of
23:35doubt.
23:36But,
23:37I think
23:38there is
23:39a lot
23:40of
23:41doubt.
23:42But,
23:43I think
23:44there is
23:45a lot
23:46of
23:47doubt.
23:48But,
23:49I think
23:50there is
23:51a lot
23:52of
23:53doubt.
23:54But,
23:55I think
23:56there
23:57is
23:58a
23:59lot
24:00of
24:01doubt.
24:02But,
24:03I
24:04think
24:05there
24:06is
24:07a
24:08lot
24:09of
24:10doubt.
24:11But,
24:12I
24:13think
24:14there
24:15is
24:16a
24:17lot
24:18of
24:19doubt.
24:20But,
24:21I
24:22think
24:23there
24:24is
24:25a
24:26lot
24:27of
24:28doubt.
24:29But,
24:30I
24:31think
24:32there
24:33is
24:34a
24:35lot
24:36of
24:37doubt.
24:38But,
24:39I
24:40think
24:41there
24:42is
24:43a
24:44lot
24:45of
24:46doubt.
24:47But,
24:48I
24:49think
24:50there
24:51is
24:52a
24:53lot
24:54of
24:55doubt.
24:56But,
24:57I
24:58think
24:59there
25:00is
25:01a
25:02lot
25:03of
25:04doubt.
25:05But,
25:06I
25:07think
25:08there
25:09is
25:10a
25:11lot
25:12of
25:13doubt.
25:14But,
25:15I
25:16think
25:17there
25:18is
25:19a
25:20lot
25:21of
25:22doubt.
25:23But,
25:24I
25:25think
25:26there
25:27is
25:28a
25:29lot
25:30of
25:31doubt.
25:32But,
25:33I

36:58But,
36:59I
37:00Is there a story behind this?
37:02Hussain Chaudhry, our Special Rapporteur, covers Islamabad High Court.
37:06Let's go to him.
37:08What is this issue and how will it be solved?
37:11Hussain Chaudhry, thank you very much.
37:13Since when has this case been going on, Hussain Chaudhry?
37:18Look, Mr. Khawar, since Chief Justice Amir Farooq went to the Supreme Court,
37:23after that Justice Sarfaraz Dogar, when he was appointed as Chief Justice,
37:28we have seen differences between the judges of Islamabad High Court and their Chief Justice.
37:36We have also seen differences regarding the administrative committee.
37:42We have also seen differences regarding the rules of Islamabad High Court.
37:46In Islamabad High Court, the cases are decided by the Chief Justice.
37:52Some cases go to the senior judges.
37:55Some cases do not go to the senior judges.
37:59Some cases go to the additional judges on the fourth day,
38:05whereas the senior judges do not go to the high-profile cases.
38:10Similarly, Justice Babar Sattar has discovered that the practice of Islamabad High Court is contrary to the High Court rules.
38:17And in his order, which consists of three witnesses,
38:20he has written that the responsibility of the Chief Justice is to approve the roaster of the benches prepared by the Deputy Registrar.
38:28Once the roaster is approved, then the Chief Justice has no role in deciding the cases in the High Court.
38:37And if a judge sends to make a larger or special bench, then that matter will go to the Chief Justice.
38:43He has also said that if the case is to be sent back to the same court,
38:48then the Chief Justice or the staff of the Registrar Office should not be held accountable.
38:55He has also said that the Chief Justice has no right to decide that a court has to listen to the case.
39:03This was a service matter, which he sent back to the Chief Justice.
39:07And the Chief Justice has sent the file back to him and said that you will listen to the case.
39:12So, this is the order that has been issued.
39:14Hussain, please stay with us. I would like to go to Hassan.
39:18Hassan, why does the Chief Justice not approve the case?
39:22I mean, this is also an issue.
39:24A petition has also been filed in the Supreme Court against the Chief Justice.
39:29The Judicial Commission has already approved the case as the Chief Justice.
39:33Why doesn't the Chief Justice approve the case?
39:35This is his freedom. He may not approve it.
39:37He may approve it.
39:38It is possible that Mr. Gulhasan, who is the Additional Judge of the Supreme Court,
39:41may come back to the High Court from the Supreme Court.
39:43So, this is his freedom.
39:45But this issue, I feel, is more of a monopoly of some people.
39:53I don't think it is a hard word monopoly.
39:56I mean, what is a monopoly in the court?
39:59Rules and regulations.
40:00He is using his rights under the rules and regulations of the Chief Justice.
40:03Look, in Pakistan, the protection of the law, the interpretation of the law,
40:07which we see in the courts.
40:09So, if there is anything in the rules, it depends on whom it will be applied to.
40:14So, I just want to know.
40:16The question is that the Chief Justice does not have the rights that I have understood.
40:21No, he has the rights.
40:22He has the grievance that why good cases, the high profile cases,
40:25are not being applied to him.
40:26Why are they being applied to the Chief Justice?
40:27Why are they being applied to the new Chief Justice?
40:29That is the problem.
40:30It is a matter of fixing the cases.
40:33Which is the most important case?
40:34Which judge will listen?
40:35Which bench will listen?
40:36Okay, Hussain Chaudhary, in the normal past,
40:38because you have been covering for a long time,
40:40what is the practice?
40:42I mean, when a bench is formed,
40:44the common understanding is that
40:47the judge has an expertise,
40:49and that judge is told,
40:50or there is a discussion that this case should go here.
40:53Or only the Chief Justice has been given the total benefits,
40:56and the Chief Justice makes the bench on his own.
40:59Hussain Chaudhary?
41:00Look, Mr. Khawar, the problem is not with the bench.
41:04The problem that the Chief Justice has raised today,
41:07Mr. Babur Sattar,
41:08he has excused a case,
41:10and he has sent the file back,
41:12to send it to some other bench.
41:13So, in general, we see that when the file goes to the Chief Justice,
41:17he transfers the case to some other judge.
41:20But this was the only case that he gave the file,
41:23and sent it back to the same judge,
41:25and said that you will listen to this case.
41:27If the judge does recusal, then it is not done.
41:30Thank you very much, Mr. Khawar.
41:32Mr. Chaudhary Ghulam Sain,
41:34before Eid,
41:35we have a program,
