00:00The owners of three ships anchored in the Manila Anchorage area have explained their irregularities.
00:07In one of the ships, eight Chinese crews are missing.
00:12Oscar Oida has the first news.
00:17How many irregularities were discovered by the Philippine Coast Guard,
00:22Bureau of Immigration, Maritime Industry Authority,
00:26and National Intelligence Coordinating Agency
00:29in the three ships anchored in the Manila Anchorage area on March 20.
00:34In one of the ships, eight Chinese crew members,
00:38based on the vessel calendar as of March 19,
00:41were on board.
00:42But the ship's inspection said none of them were on board.
00:57and operating in reclamation operation point in Manila Bay.
01:02This is what we are checking and finding out.
01:05We are always helping the agencies involved here.
01:08It was also discovered that the ship's domestic shipping operation certificate is not valid
01:13and its CCTVs are not working.
01:16In another ship, a Chinese national,
01:20the one believed to be working as a crew,
01:23was not allowed to comply with the regulations of the marina.
01:26If the vessel is a Philippine-registered vessel,
01:30or a bare-boat charter, which is a temporary registered in the Philippines,
01:35it is required that it is strictly a Filipino crew.
01:40In another ship,
01:42there were 12 Chinese nationals who did not meet their alien employment permit.
01:47They said they will explain to the owners of the ship.
01:51If we found out that there are violations to marina rules and regulations,
01:56definitely we will call the owners and we will issue appropriate chokas orders to them.
02:02And they have to explain.
02:04Because if this is a Philippine flag, they have to explain to us
02:06why are you employing those foreign nationals.
02:10Where in fact you are not allowed to.
02:12So that's the basic premise that we will do.
02:15We still have to wait for the final report.
02:17We tried to get permission from DOLE about this,
02:20but they said they will not comment while the investigation is underway.
