00:00Good evening, I am delighted to welcome you to this new Carrefour d'Informations on Mediatv, and now, the headlines.
00:24And we start with the Ukrainian case, with the Saudi-Arabian coup d'etat, discussions between Americans and Ukrainians,
00:31on the agenda, proposals aimed at protecting energy and critical facilities.
00:40Israel continues its bombardments on Gaza, strikes of unprecedented magnitude that killed at least 30 people last night,
00:48including Salah al-Bardawil, a member of Hamas, who confirmed his death.
00:55No respite in the war in Sudan, FSR paramilitaries bombed the city of Omdurman today, killing three people, including two children.
01:06Good evening everyone.
01:10A coup d'envoi of indirect remarks in the Ukrainian-Russian war,
01:15the meeting between Ukrainians and Americans on a possible partial truce with Russia,
01:21began today in Riyadh.
01:23On the agenda, proposals aimed at protecting energy and critical facilities in Ukraine.
01:31Washington and Kiev are pushing for a strike against energy sites.
01:38Tomorrow, the American emissaries will discuss with the Russian delegation, still in Saudi Arabia.
01:43The Kremlin estimates that the discussions will be difficult.
01:48Donald Trump's emissary, Steve Whitkoff, is much more optimistic this Sunday,
01:54saying he expects real progress during these talks with the duo of negotiators sent by Vladimir Putin.
02:07And to talk about these discussions, American-Ukrainian and American-Russian in Riyadh,
02:13we are live from Rabat with Zakaria Abouddahab,
02:17Professor of International Relations and Political Science at the University of Rabat.
02:22Good evening, Mr. Abouddahab. Thank you for accepting our invitation.
02:26Good evening, Madam. Thank you with pleasure.
02:30So, this is to talk indirectly.
02:33Ukraine sent its Minister of Defense,
02:36while Russia chose to send a member of the FSB, the secret police, and a career diplomat.
02:44First of all, what does this composition of the delegations of the two protagonists reveal to us?
02:51It reveals, first of all, perhaps a more affirmed enthusiasm for Kiev than for Moscow,
02:57with regard to the conclusion of the truce.
03:00In fact, some time ago, Mr. Zelensky said that Kiev, that is, Ukraine,
03:04was ready to conclude a ceasefire without preconditions,
03:08while Mr. Putin said that the conclusion of a ceasefire had to be conditioned
03:13by the respect of a certain number of desiderata from Russia.
03:17So, we can see very well that we are in a kind of asymmetry even in terms of representation.
03:22Nevertheless, we must say that on the Ukrainian side, it is the Minister of Defense.
03:27On the Russian side, it is still an ex-diplomat who has done his job, as they say.
03:31At the same time, he is a senator, so he also partly represents the legislative power,
03:36which is therefore divided in two.
03:38There is also, we must not forget, Duma, which is also the lower chamber,
03:43and the upper chamber, from which comes the Emissary of Russia.
03:47Moreover, he is an ex-agent of the secret services of Russia.
03:51It is not the KGB, but rather the security service.
03:54Earlier, you talked about the police.
03:56Whatever the political semiology on the part of some,
04:01I believe that this first meeting is a meeting, as you said, which is difficult.
04:06There are a lot of points that have not yet been dissipated,
04:10but the main thing, and thanks to American mediation,
04:13is to save Ukrainian energy and vital facilities against Russian attacks.
04:19Nevertheless, we must still remember that this meeting at the level of Saudi Arabia
04:23intervenes at a time when there has been an intensification of strikes on both sides,
04:28but especially an advance, despite the losses observed on the Russian side,
04:33an advance in the offensive against Ukraine.
04:37And in particular, the issue today is at the level of Kursk.
04:40It is a city that is borderline between Russia and Ukraine,
04:43or a borderline region between the two parties.
04:46So, given all these issues, what are the real chances, in your opinion,
04:51of achieving a compromise or a decoupling during this meeting,
04:57given above all the profound divergences that you mentioned at the very beginning?
05:03What we have understood from the very terms of the exchanges that took place
05:08by American mediation is that it will be a kind of partial withdrawal.
05:12First of all, there is a kind of moratorium,
05:15and by the way, a moratorium, let's say, to respect, to stop the partial fire.
05:19And in particular, as I said earlier, to save energy and vital facilities
05:23on both sides, anyway.
05:25But it is more Ukraine that is vulnerable and exposed to massive attacks
05:30on the part of Russia when we take into consideration
05:33the parity in terms of armament in a context,
05:36it must be remembered, this is important,
05:38where the United States of Mr. Donald Trump decided to suspend,
05:41at least temporarily, military aid.
05:44And also in the face of a Europe that is divided,
05:47and perhaps even disarmed in the face of Russia,
05:50which is, let's say, coming back to force.
05:52So, we can say, roughly, that there are some places of hope,
05:56but we will say that realism must be rigorous and must be at the rendezvous.
06:02We could say that there are chances of success,
06:05at least of these first meetings,
06:07they will not be the last, of course.
06:10We must then, I think, mark the ground,
06:12to discuss basic questions,
06:14and this is probably where we will see,
06:17in the next delegations, especially Russian,
06:19the participation, for example, of Sergey Lavrov,
06:22and it is tomorrow that, precisely, the Russian delegation
06:25will meet the American delegation
06:28to establish a kind of ad minima dialogue
06:32between the two parties to attack,
06:34subsequently, the basic questions.
06:36Another meeting is also planned in Saudi Arabia.
06:40So, precisely, let's go back to the choice of Riyadh to shelter these talks.
06:45What role can Saudi Arabia play in this context,
06:48in facilitating the dialogue,
06:50especially between the two American and Russian powers,
06:54since their positions are diametrically opposed?
06:59It has always been customary,
07:01when there are hostilities of this nature,
07:04that we choose a kind of neutral country,
07:06in order to maintain contact between the parties,
07:09even though they are at war.
07:11And so, we will say, it is a very old practice.
07:13Moreover, we have seen it, for example, for Qatar,
07:16regarding the war between Israel and Hamas.
07:19Now, in Saudi Arabia, the choice is not a one-sided one.
07:22I believe that, first of all, it is a neutral country.
07:25Secondly, it has all the advantages,
07:27so that it can use its ascendant,
07:29given its very good relations with Russia.
07:32We remind you that Saudi Arabia has joined the EBRICS group
07:35since January 1, 2024.
07:37It also has good relations with Ukraine.
07:40It is an oil country.
07:41It is a country that is very rich.
07:43And there, we could even say,
07:45that probably, later,
07:47when the truce will be established
07:49and a sustainable peace agreement will be found,
07:52at that moment,
07:53Saudi Arabia could be called for help
07:56to contribute financially,
07:58with other countries, perhaps Arabs and other Europeans,
08:00to the reconstruction of Ukraine.
08:02Because, subsequently,
08:04billions of dollars will have to be mobilized,
08:06which will not be easy at all
08:08in this international crisis.
08:11So, there is another key player in this war,
08:15and he, in any case, is not neutral.
08:17We are talking about Europe.
08:19Macron has just announced,
08:21next Thursday,
08:23a summit of the Coalition of Volunteers,
08:25the volunteers in favor of Ukraine,
08:28in the presence of President Zelensky.
08:30What is the objective, in your opinion,
08:32of this summit,
08:33which intervenes just after,
08:35which is planned just after,
08:36it is to talk?
08:39Well, Europe is trying to save the mise,
08:42because, first of all,
08:43it was incapable during the three years of war,
08:45and more,
08:46we are at three years plus a few weeks.
08:49First, a divided Europe,
08:51which is not at all convergent
08:54in relation to the objectives
08:56to fight or to face a Russia,
08:58once again,
08:59which is dissuasive.
09:01Secondly, when we see today
09:03those who shake things up a bit,
09:05in particular,
09:06it is the British Prime Minister,
09:08Starmer,
09:09and President Macron,
09:11while the other leaders,
09:13if you will, Europeans,
09:14I am not talking about the European Union,
09:15I am talking about the States as such,
09:17do not have a very shared vision.
09:19You take, for example, Bulgaria,
09:21you will also see
09:23that there are divisions of this kind.
09:25Therefore, Europe is trying
09:27to find a place,
09:28probably in an agreement
09:30to put out the fire between the two parties.
09:32Let's not forget that Ukraine
09:34is a European country,
09:36is a European country,
09:37and so it is at the border,
09:38the junction,
09:39between the so-called Western Europe
09:41and Eastern Europe,
09:42and in particular,
09:43embodied by Russia.
09:44And finally,
09:45I believe that this kind of situation
09:47pushes Europe in general,
09:49and the European Union in particular,
09:51thanks to the leadership
09:53of certain presidents,
09:54including Mr Macron,
09:56who we have seen very active
09:57in relation to this issue,
09:59to rethink the operational mode
10:01in terms of defense,
10:02in order to create, probably,
10:04a certain strategic autonomy
10:06in the eyes of the United States,
10:07when we know today
10:08that even the question of NATO
10:10is not a sure thing for Europeans,
10:12given the threats
10:14offered by Mr Trump
10:15to probably withdraw
10:17from his organization.
10:19So, Mr Abou-Dahab,
10:21beyond the direct objective
10:23displayed in these talks,
10:26some analysts suggest
10:28that this meeting
10:29could mark,
10:30especially the one tomorrow,
10:31a turn in the relations
10:33between Moscow and Washington.
10:35According to you,
10:36are there immediate consequences,
10:38in the medium term,
10:39for bilateral relations
10:41between Russia and the United States,
10:43given these recent developments?
10:46You know,
10:47you have to be realistic
10:48in international relations
10:49and foreign policy.
10:51You have to try to determine
10:53and decode a little,
10:55decrypt the geopolitical calculation
10:57behind every action.
10:58If we start from the fact
10:59that the national interest
11:01is the major determinant
11:02of all foreign policy,
11:04what is the interest of the United States
11:05in relation to this approach
11:06and the interest of Russia
11:07in relation to this approach?
11:09It is quite simply
11:10to pull the carpet
11:11under the feet of Europeans.
11:13You know that Mr Putin
11:15was subject to sanctions,
11:17even to an arrest warrant
11:19issued by the International Penal Court,
11:21and that Mr Trump,
11:22subsequently,
11:23had even sanctioned
11:24the Attorney General.
11:26So, sometimes,
11:27the two countries meet
11:28in relation to operational modes,
11:30in order to gain strategic points
11:32in relation to competitors,
11:34including commercial ones.
11:35I am talking about Europe,
11:36I am also talking about China,
11:37we must not forget that.
11:38And so,
11:39when it comes to
11:40forming conjunctions,
11:41how many alliances,
11:42sorry,
11:43how many of them
11:44are conjunctural,
11:45well, all of this
11:46responds, first of all,
11:47to a clear objective
11:48of Mr Trump,
11:49which is
11:50Make America Great Again.
11:52So, the issue
11:53of the territories in Ukraine,
11:55and also neutralize,
11:56perhaps,
11:57not the Russian threat
11:58as such,
11:59but the subversive
12:00or harmful action
12:01of Russia
12:02in the context
12:03of Mr Donald Trump.
12:04And for Russia,
12:05of course,
12:06it is to show itself
12:07as a winner,
12:08and especially
12:09for Vladimir Putin,
12:10who will appear
12:11as a hero.
12:12And so,
12:13all of this
12:14is not free,
12:15all of this
12:16depends on
12:17geopolitical calculations
12:18skillfully orchestrated,
12:19and in the end,
12:20the two super greats,
12:21if I may use
12:22this term,
12:23will meet
12:24today,
12:25and at least
12:26during the next
12:27four years,
12:28facing objectives
12:29that are converging
12:30on the strategic level.
12:32Zakaria Aboudahab,
12:33I remind you
12:34that you are a professor
12:35of international relations
12:36and political science
12:37at the University
12:38of Rabat.
12:39Thank you
12:40for this clarification.
12:42With pleasure, Madam.
12:43Goodbye.
12:44Good evening.
12:46And we continue
12:47with the Ukrainian case,
12:48and Kiev,
12:49under the pressure
12:50of the American administration,
12:52claims,
12:53on its part,
12:54to be ready
12:55for a complete ceasefire,
12:56an option,
12:57for the moment,
12:58hardly conceivable
12:59for Vladimir Putin,
13:00I propose
13:01this story
13:02by Raja Ingo.
13:04Russia is waiting
13:05for some additional progress
13:06during the negotiations
13:07planned on Monday
13:08in Saudi Arabia.
13:09During these
13:10Americano-Ukrainian
13:11discussions on one side
13:12and Americano-Russian
13:13on the other,
13:14it will be a matter
13:15of trying to agree
13:16on a truce
13:17between the two sides.
13:18At this stage
13:19of the negotiations,
13:20Moscow has only agreed
13:21with the United States
13:22on a 30-day
13:23break
13:24on energy
13:25infrastructures.
13:26Russia is waiting
13:27for a complete
13:28ceasefire
13:29of 30 days.
13:31The last details
13:32are being settled
13:33now,
13:34but we are talking
13:35about the days to come.
13:36All this must be discussed
13:37in detail,
13:38as well as other aspects
13:39that the parties
13:40consider necessary.
13:42On its part,
13:43Ukraine is always
13:44ready
13:45for a complete ceasefire.
13:47Ukraine was already
13:48ready to sign
13:49the agreement
13:50with Jeddah.
13:51In any case,
13:52I can confirm
13:53that the Ukrainian
13:54and American
13:55teams are working
13:56on the agreement
13:57and continue
13:58to work on it.
13:59At the moment,
14:00it is difficult
14:01to consider Russia
14:02as long as
14:03the Ukrainian forces
14:04do not completely
14:05drop their weapons.
14:06To speak in
14:07Saudi Arabic,
14:08it is necessary
14:09to focus
14:10on the technical
14:11aspects
14:12of a temporary
14:13ceasefire.
14:14And while
14:15diplomacy
14:16is active
14:17in Riyadh,
14:18on the ground,
14:19there is no
14:20cessation
14:21of hostilities.
14:22The Ukrainian army
14:23announces this Sunday
14:24that it has taken
14:25the small village
14:26of Nadia
14:27of Lugansk.
14:28A rare success
14:29on the ground
14:30for the forces of Kiev
14:31in this area
14:32almost controlled
14:33by Russia.
14:34On the other hand,
14:35the Russian army
14:36attacked Kiev
14:37last night
14:38with drones,
14:39killing three
14:40and injuring ten.
14:41In the crowd,
14:42Volodymyr Zelensky
14:43calls on his allies
14:44to put pressure
14:45on Moscow
14:46to put an end
14:47to the conflict.
14:48His Foreign Minister
14:49denounces
14:50the Russian
14:51systematic terror
14:52that saps
14:53the efforts
14:54of peace.
14:55International news
14:56is always marked
14:57by Gaza
14:58where Israel
14:59continues
15:00its bombings
15:01last night
15:02with at least
15:0330 deaths.
15:04Among them,
15:05Salah al-Bardawil,
15:06a high-ranking member
15:07of Hamas,
15:08the Hamas
15:09that confirmed
15:10his death.
15:11The high-ranking
15:12official
15:13of the Political Bureau
15:14of the movement
15:15was killed
15:16with his wife
15:17in a Masawi camp
15:18near Khan Younes
15:19in an Israeli
15:20aerial strike
15:21yesterday.
15:22The Israeli army
15:23also confirmed
15:24the death
15:25of Salah al-Bardawil
15:26a high-ranking member
15:27of Hamas
15:28who led
15:29the strategic
15:30and military
15:31planning
15:32of the movement.
15:36The Israeli army
15:37calls again
15:38this Sunday
15:39the inhabitants
15:40of a district
15:41of Rafah
15:42in southern Gaza
15:43to evacuate
15:44the area
15:45in which
15:46it launched
15:47an offensive.
15:48The army
15:49asked the population
15:50to avoid
15:51moving in this area
15:52considered
15:53as a dangerous
15:54area
15:55and to move
15:56to the north
15:57of the territory.
15:58In recent hours
15:59the Israeli troops
16:00also encircled
16:01the area
16:02of Tel As-Soltan.
16:07In Israel
16:08the head
16:09of the opposition
16:10Yair Lapid
16:11calls for
16:12a general strike
16:13if Prime Minister
16:14Benjamin Netanyahu
16:15refuses
16:16to take into account
16:17the Supreme Court's
16:18opinion
16:19about the return
16:20of the head
16:21of the Interior
16:22Security Agency.
16:23The Supreme Court
16:24has frozen
16:25the government's
16:26decision
16:27to send him back.
16:28The head
16:29of the opposition
16:30expressed himself
16:31during an anti-government
16:32meeting
16:33in Tel Aviv.
16:34According to him
16:35if the government
16:36decides not to
16:37obey the court's
16:38decision
16:39it will become
16:40a government
16:41qualified
16:42as outlawed.
16:46In Turkey
16:47the mobilization
16:48continues
16:49massively
16:50while the justice
16:51has ordered
16:52the incarceration
16:53of the mayor
16:54of Istanbul
16:55Akram
16:56Imamoglu
16:57who has also
16:58been dismissed
16:59from his post.
17:00His arrest
17:01has triggered
17:02a wave of
17:03uncontested protests
17:04in Turkey
17:05for more than
17:06a decade.
17:07Here are the details
17:08with Raja Engo.
17:10Akram Imamoglu
17:11the main rival
17:12of President
17:13Recep Tayyip
17:14Erdogan
17:15was incarcerated
17:16on Sunday.
17:17He was taken
17:18to the prison
17:19of Silivri
17:20in the west of Istanbul
17:21where he was
17:22held for nearly
17:2390 days.
17:24The mayor
17:25is prosecuted
17:26for corruption
17:27and supports
17:28a terrorist organization
17:29because of an
17:30electoral agreement
17:31between his party
17:32and a pro-Kurdish
17:33formation.
17:34This armed group
17:35is classified
17:36as terrorist
17:37by Ankara.
17:38This incarceration
17:39is classified
17:40as political
17:41coup
17:42by the Republican
17:43People's Party
17:44the first
17:45opposition force
17:46to which
17:47the mayor
17:48of Istanbul
17:49belongs.
17:50In the case
17:51of terrorism
17:52the request
17:53for arrest
17:54has been rejected.
17:55There is not even
17:56a judicial control
17:57imposed on Imamoglu
17:58but in the other case
17:59the one they describe
