00:00The Department of Migrant Workers, or DMW, confirmed that no Filipino seafarer has fallen victim to ship abandonment worldwide.
00:08The agency also reported that nearly all repatriated seafarers have safely returned to the Philippines this year
00:15and ensured that they receive medical care, financial aid, and legal assistance.
00:20Noel Talacay has the report.
00:23No Filipino seafarer is currently a victim of ship abandonment worldwide.
00:30This was stated by Department of Migrant Workers, or DMW, Secretary Hans-Leo Kakdak.
00:37According to Kakdak, almost all seafarers have been repatriated to the country this year,
00:43except three who are currently staying in a hotel in Germany and are just waiting to return to the country.
00:50Kakdak also assured that all of them have received medical, financial, and legal assistance from the agency's Action Fund.
00:59Recently, an online news portal published cases of Filipino seafarers who were victims of ship abandonment.
01:07But Kakdak insists this is not new to them because they have been monitoring it for a long time.
01:14In fact, he said the Philippines is part of the amendment of the Maritime Labor Convention,
01:20which includes addressing the cases of ship abandonment.
01:24There was even a Magna Carta for seafarers signed by President Ferdinand Marquez, Jr.,
01:30which the IRR was drafted by the DMW and Marina.
01:35So we are not strangers to pushing for protecting seafarers caught in abandonment situations.
01:42Based on DMW records, there are four cases of ship abandonment that have been resolved this year.
01:50Kakdak also said that one of the most common causes of ship abandonment involves fishing vessels,
01:58like the case of the manning agency named Buwan ng Tala.
02:02According to DMW, its permit has been canceled after administrative cases were filed against it.
02:10And 246 Filipino victims have already received assistance amounting to a total of P10.3 million from the agency's Action Fund.
02:21And it doesn't end there.
02:23So we have brought them to justice before the DOJ so that they will face the human trafficking charges
02:30for the poor living standards and conditions of seafarers, of the fishers on board,
02:38and that their benefits and salaries are not yet claimed.
02:47Because of this, the DMW plans to strengthen policies that will protect the welfare of seafarers working in the fishing industry.
02:56We are developing standards for fishers' protection.
03:00We plan to have that most likely in the second quarter of this year.
03:05We will have enhanced or upgraded fishers' protection standards in the DMW,
03:13including the drafting of a standard employment contract for fishers
03:18and a more specialized free departure orientation seminar tailored for fishers.
03:23Based on the DMW records, from 2018 to 2024,
03:29they have been recorded several cases of ship abandonment involving Filipino seafarers.
