01:09Alright, so let's focus now on the sector of fishermen.
01:13Well, they are really a big help when it comes to food security.
01:17But then again, the sad news is that
01:19they are still one of the poorest in this sector.
01:22What is the reason for this, Sir Nazer?
01:24And what are the interventions that the government is doing,
01:26particularly BFAR?
01:28Yes, that's right, Dian, what you said,
01:30that despite the fact that our fishermen are a big help
01:35when it comes to food security.
01:37But on the other hand, it is a fact that
01:40the incidence of poverty in the sector of fishermen is still high.
01:43One of the reasons why there is still an incidence
01:46of poverty in the sector of fishermen
01:50is primarily, one of the reasons is the illegal
01:54and harmful nature of fishing.
01:57Because if illegal, unreported, and unregulated fishing continues,
02:02our production will decline,
02:05our environment will be destroyed,
02:07and this will result in the decrease in the number of fishermen.
02:11And of course, if their numbers decrease,
02:13this will really result in poverty.
02:16And then, of course, one of the reasons
02:19why there is still an incidence of poverty
02:22is what we call,
02:23they do not get the real value of their produce
02:27due to post-harvest losses.
02:29And these are the issues that should be addressed
02:32and are being addressed by the government,
02:34especially in illegal, unreported, and unregulated fishing.
02:37This is where the policy side comes in
02:40when it comes to the national government through the DAB FAR.
02:43We are assisting the police,
02:45for example, the Hulbot-Hulbot,
02:47this is a type of illegal method of fishing
02:51that was not prohibited before,
02:52but with the effort of the government,
02:56it is now prohibited,
02:57the Danish Seine, the Hulbot-Hulbot,
03:00and this is just one example of what we are doing.
03:04And of course, we need also to resort to technology
03:07when it comes to addressing illegal fishing.
03:09We are now calling it IFIT,
03:11the IOU Fishing Index and Threat Assessment Tool.
03:15This means that we consider it more scientific
03:19to assess the local governments
03:22who are really vulnerable to IOU fishing,
03:25and how it will be addressed by the government.
03:27Okay, what's the role of the local government unit
03:30when it comes to the interventions that you mentioned, sir?
03:33Yes, that's a very good question.
03:35First of all, the local government unit is the frontliner
03:38when it comes to addressing the issue of illegal and unreported fishing.
03:42We should remember that the municipal waters,
03:46according to the local government code,
03:49should really be managed by the local government.
03:51So, what is the role?
03:53The local government unit should have strong policies.
03:59They should have ordinances
04:00on how to address illegal, unreported, and unregulated fishing.
04:06And the efforts of the local government units
04:08are being supported by the national government.
04:11We are helping the local government units
04:14to strengthen their capacity
04:17to fight against illegal, unreported, and unregulated fishing.
04:20Sir, are there any examples of illegal fishing
04:24that really hurts the minds of our fishermen
04:27so that they will be able to raise their wages?
04:29So, what are the penalties and punishments?
04:31And are there any examples
04:33so that they will be afraid to do this illegal activity?
04:36Well, there are a lot.
04:38Our apprehension level has already increased.
04:42It means that more people have been arrested,
04:45more people have been proven guilty,
04:49and there have been penalties.
04:52The good thing now, Dian,
04:53is that our apprehension effort is faster,
04:56the litigation process against illegal, unreported, and unregulated fishing.
05:02Because with the Republic Act 654,
05:04this is our law now, the Fishing Law of the Philippines,
05:08we have what we call an adjudication board.
05:11This is a quasi-judicial body under the DEB FAR
05:16that is the one that is handling it faster.
05:19When it comes to the administrative side
05:21or administrative penalties of our fishermen
05:25under the Fishing Law of the Philippines,
05:28compared to before,
05:29we can say that the apprehension process is not that fast
05:33in resolving cases of illegal, unreported, and unregulated fishing.
05:38But with this adjudication board committee
05:41that is in charge of the litigation
05:45of the fishermen in the Fishing Law of the Philippines
05:48on the administrative side,
05:50we were able to speed up our apprehension efforts.
05:52Okay. When it comes to increasing the income of our fishermen,
05:55how can we help them
05:57to increase their production
05:59and ensure that their harvest
06:01can be sent to their families
06:04and they will earn from their work, sir?
06:07Yes. The efforts of the DEB FAR are holistic
06:11so that we can address the so-called low income
06:16of our fishermen.
06:18First of all, as we mentioned earlier,
06:23most of our fishing grounds
06:26that is being supported by science
06:29are showing signs of overfishing.
06:32And we need to do something about it.
06:34And one of the ways that we are doing it
06:38is the alternative
06:39that our fishermen can get.
06:42Where will we bring them?
06:43This is where aquaculture comes in.
06:46The government is now adding
06:48our mariculture parks through DEFAR.
06:51So it means that these are fishing grounds in the sea.
06:55So for the time being,
06:58we are giving them a way
07:01to avoid capture fishing
07:03and they are here in aquaculture.
07:06So that's why we're really pushing
07:08for the increase of mariculture parks.
07:12Our fish cages in our seas.
07:15Second, on the marketing side,
07:18as you said earlier,
07:20how can we help them
07:21to really get the importance of their production?
07:25So that's where post-harvest comes in.
07:28So DEFAR is working with
07:31the Philippine Fisheries Development Authority
07:33so that we can add more fish ports
07:36so that we can add more ice plants
07:38because ice is very important
07:40in maintaining the freshness of the fish
07:43and ice is very important
07:45so that the actual importance
07:48of catching our fish is not lost.
07:50Because if you know the fish,
07:52if it's not fresh anymore,
07:55it will go bad.
07:57So post-harvest intervention is needed there.
08:00And maybe another primary consideration
08:04so that we can earn more
08:06our fishermen,
08:07is the market linkage.
08:09We need to directly link them to the market
08:12so that the middlemen are gone.
08:14For example, if I earn Php 100,
08:19I'm directly linked to the market.
08:21But because there are middlemen,
08:24maybe I'll only earn Php 50
08:26for a kilo of fish, for example.
08:28So what will the government do?
08:30And what the government is doing there
08:32is the direct market linkage.
08:33That's why we have Kadiwa ng Pangulo.
08:35This is a very important program
08:37because here in Kadiwa ng Pangulo,
08:40we will directly link our farmers
08:43and fisherfolks to the market.
08:44So in such a way that the middlemen are gone.
08:46So the total income of our farmers and fishermen.
08:51They get the real value of their harvest.

08:54Let's talk about convergence.
08:55Who are the other agencies
08:57and other sectors that can help you
09:00so that we can increase the harvest of our fishermen, Sir?
09:03Convergence.
09:04What you said is very important, right?
09:05The convergence of government agencies.
09:08Because every government agency
09:10has distinct mandates
09:12that if we are really serious,
09:15it can help to improve the livelihood of our fishermen.
09:19For example, when we talk about the value
09:21of the produce of our fishermen,
09:23there needs to be a value-adding
09:25in the produce of our farmers and fisherfolks.
09:27That's where the DTI comes in, right?
09:29So the improvement of the quality of the product
09:32of our fishermen.
09:35Fish processing.
09:36That's where the branding comes in.
09:39That's where the DTI comes in.
09:40And of course, there's also the DSWD.
09:44When it comes to the frontline services,
09:47social services for our fishermen.
09:50And then there are many other agencies
09:52that can help.
09:53Like the Cooperative Development Authority of the Philippines, the CDA.
09:57It's also DOST, right?
09:58DOST, yes.
09:59There are many government agencies that can help.
10:02As a result, I learned a lot from this conversation.
10:05There are still efforts
10:07to improve the livelihood of our fishermen.
