00:00The President of the National Assembly of Venezuela, Jorge Rodriguez, detailed the costly
00:15operation financed by USAID for the extreme right-wing of Venezuela.
00:25Palestinian prisoners are being freed after the release of three Israeli captives in Gaza
00:28on the ceasefire agreement.
00:33And Russian Foreign Ministry spokeswoman denied that Russia was responsible for the drone
00:37attack on the Chernobyl nuclear power plant.
00:45Hello and welcome to From the South, I'm Luis Alberto Matos from Televisa Studios in Havana,
00:49Cuba.
00:50We begin with the news.
00:51This Friday, the President of the National Assembly of Venezuela, Jorge Rodriguez, detailed
00:55the costly operation financed by USAID for the extreme right-wing of Venezuela with the
01:01aim of plundering national resources, but cancelizing the nation and contributing to
01:06the exodus of numerous citizens.
01:08The congressman affirmed that former President Joe Biden had given funds from the U.S. Agency
01:14to Maria Corina Machado, leader of the extreme right-wing opposition, to promote fascist
01:18actions in the context of the July 28 elections.
01:22He pointed out that this was not a recent operation, but one that had been going on
01:26for years, financing assassinations, human trafficking, and the payment of media and
01:31journalists to distort the image of the country.
01:39So that this operation would have taken place where any Spanish citizen knew the name of
01:42the president of Venezuela and said Nicolas Maduro, but had no idea who the president
01:47of Portugal was, nor had any idea of the name of the Italian prime minister.
01:52She often did not know the name of the president of her community, but she did know about Nicolas
01:56Maduro.
01:57So that all this psychological operation of hatred against the process of change that
02:01has taken place in Venezuela has been generated.
02:03So that all this psychological warfare has been generated, which led together with the
02:07economic sanctions, which is, let's say, a real substrate, and the issue of the psychological
02:11warfare was what generated the issue of Venezuelan migration.
02:18And the Venezuelan government has dismantled a network of internal smugglers known as coyotes
02:22and arrested three members of the gang who were trying to destabilize the country.
02:26During the program Sin Truco ni Mañas, without tricks or gimmicks, the Minister of the Interior,
02:31Justice and Peace, Diosdado Cabello, said that the extreme right wing is trying to sow
02:35a campaign of fear and insecurity among young people.
02:39Cabello pointed out that part of the funding for this operation came from the United States
02:43Agency for International Development.
02:46He also reaffirmed the dismantling of the Oro operation and indicated that the third
02:50aspect was the kidnapping of Magistrate Michael Moreno.
03:01We dismantled this operation, which had a third side, which was the kidnapping of Magistrate
03:07Michael Moreno, kidnapping him and selling him.
03:12That is the term they used to sell him, as a kidnapper does, a kidnapper who sells merchandise.
03:19And they offered $300,000 to each one of those who participated in the operation.
03:28And the Seminar del Discurso de Angostura Libre Azul was held in Caracas on the occasion
03:32of the commemoration of the 206th anniversary of the installation of the Angostura Congress
03:37in 1819, promoted by the Liberator Simon Bolivar.
03:41Our colleague Leonardo Rieta with the details.
03:46The headquarters of the Venezuelan Foreign Ministry was the epicenter of the meeting
03:50of historians, journalists, and political leaders, in which they discussed the influence
03:54of the independence vision of the Liberator Simon Bolivar and Commander Hugo Chavez for
03:59the construction of a social model of justice and equality, principles that will guide the
04:03next constitutional reform to be promoted by the Venezuelan government.
04:12This is a very important forum, especially at a time when the President of the Republic,
04:15Nicolas Maduro, has announced a proposal for constitutional reform, first because in an
04:29analysis of the founding documents of precisely the Republic of the year 19 with Bolivar,
04:34and this Bolivarian Republic of Venezuela with Commander Hugo Chavez.
04:44We are seeing in this year 2025 how the communal power has become precisely that tool of equality,
04:51of direct democracy, that in the future will transform the country.
04:55And with the constitutional reform, we will see precisely that equality practiced, that
05:00we already live it, but that more and more will be seen with this reform.
05:06And it is indeed something very important in our country that equality is a constitutional
05:10letter.
05:16The Liberator Bolivar and Commander Chavez had the objective of ratifying the defense
05:20of sovereignty before any type of foreign interference.
05:27If there was a point that was non-negotiable for Bolivar within his perspective and his
05:31vision, it was independence.
05:37He could compromise on other things, but independence was sacred, independence or nothing said the
05:42Liberator.
05:43The same with Chavez, independence to be able to open everything else, so at the end he
05:46sometimes said goodbye to the Venezuelan people telling them that they had a country because
05:50they were independent.
05:56The role of women was vital in the struggle for independence and now in the construction
06:00of the Bolivarian revolution.
06:06It is important to take up again the socio-pedagogical thread of Simón RodrÃguez, who was the one
06:15who really laid the foundation stone of feminism in Venezuela, because his pedagogy, his socio-pedagogical
06:23architecture to re-found the state in decolonizing terms breaks the rationality of the notion
06:29of superior and inferior races imposed by Spanish colonialism.
06:34In the conclusions, the seminar's spokespersons agree on the importance of transforming the
06:45state through the proposal of a constitutional reform to strengthen popular power in its
06:50communal projects.
06:54This Congress is about the architecture of a new state, about a state where popular power
06:58is the epicenter and the form of development, where there is no difference between the state
07:01and a mediating civil society and a people far away, but where the people are the tool
07:05and the fundamental building in the construction of this state.
07:13The Congress of Angostura of 1819 was fundamental for the construction of the Republic and in
07:18the Blue Book of Commander Hugo Chávez, it is the continuation of the policies of social
07:23inclusion for the strengthening of the nation.
07:25We now have a short break coming up, but first remember you can join us on Tik Tok at Teles

07:38We'll be right back, stay with us.
07:43Welcome back.
07:50The Colombian government issues new taxes to address the humanitarian crisis in the
07:53Catatumbo region, northeast of the country.
07:56Our colleague Hernando Barr with the report.
08:04The Colombian government decreed a state of internal commotion following the humanitarian
08:09crisis in the Catatumbo region.
08:11In the last hours of this February 14th, it issued a decree enabling the creation of
08:16taxes on online games, oil companies and notary publics to address emergency measures to deal
08:22with this situation.
08:28When there are supervening events of manifest emergency calamities or events like these,
08:32the state must intervene and finance them from the general budget of the nation.
08:38Which in this opportunity is greatly compromised in a budgetary inflexibility because the amounts
08:45of the future that the governments have left us for 185, 3 million, 60% of which are attributable
08:51to Duque, means that there is no budgetary space to make changes within the budget.
09:00So it is very important that there is a source of funding in the decrees of commotion in
09:03order to alleviate the very serious situation in Catatumbo.
09:12For analysts, these options to economically address the situation in Catatumbo are generated
09:17by the majority of the opposition benches, which were against the approval of the financing
09:21law proposed by the government, an action considered as a boycott to the social policies
09:25promoted by President Gustavo Petro.
09:32With the tax on chance, hydrocarbons and notaries are highly technical taxes in that
09:36they are levied on montier sectors of the economy and not on productive sectors.
09:41Moreover, they have a clear component of progressivity in that they will be paid proportionally by
09:46those who have more resources, something that is a constitutional mandate that is generally
09:51not fulfilled in Colombia.
09:53This is expected to raise 1 billion pesos this year, which should be sufficient for
09:57the problems in Catatumbo.
10:04The decree of internal commotion was signed by the Colombian government in response to
10:07the humanitarian and security crisis in the Catatumbo region, Department of Norte de Santander,
10:13where clashes and attacks between National Liberation Army, guerrilla blocs and former
10:17revolutionary armed forces of Colombia dissidents have left more than 50,000 people displaced
10:22and 20,000 confined.
10:24In this context, these taxes will be implemented to guarantee public order and economic stability
10:29in the region, and to promote social and humanitarian assistance programs.
10:38Of course it is an injection of new resources to this zone because they are very important
10:42as long as they obey the action plan that must be agreed upon with the communities.
10:47If this is done outside the traditional organizations of the territory, outside the wishes of the
10:52people, then surely these resources will not have the impact we want in the construction
10:56of peace.
11:03According to the Minister of Finance and Public Credit of Colombia, Diego Guevara, these taxes
11:08will be extended until December and stated that a new tax reform containing the three
11:12taxes on a permanent basis will be presented.
11:37In Palestine, the town of Hanjoun is a large deployment of military fighters prepared for
11:42the prisoner exchange between Israel and Hamas.
11:44The military wing of Hamas and the military wing of the Palestinian Islamic Jihad deployed
11:48for the exchange in Hanjoun, where previous swaps have taken place.
11:52Palestinian prisoners are being freed after the release of three Israeli captives in Gaza
11:55under the ceasefire agreement.
11:57Appearing in good physical condition, Alexander Trufanov, Sagi Dekelchen and Yair Hon were
12:03handed over.
12:04A total of 369 Palestinians are expected to be released this Saturday.
12:08In addition, Hamas says it expects indirect negotiations with Israel on the second phase
12:12of the Gaza ceasefire agreement to begin next week.
12:20Amid escalating violence in the West Bank, Israeli settlers attacked Palestinians in
12:24Bethlehem, injuring at least 15.
12:28Palestinian news agencies reported that the settlers physically assaulted Palestinians
12:31in the Al-Maniyah Desert east of Bethlehem using sticks, rifles, butts and tear gas canisters.
12:37The attack injured 15 members of one family.
12:39The Israeli settlers also set fire to two vehicles, vandalized several others and destroyed
12:44solar panels, tents and barracks in the area.
12:48Clashes also broke out in Nablus between Israeli forces and local residents.
12:52Israeli forces raided the town and a young man was reportedly abducted during the clashes.
13:02In other news, Ethiopia hosts the 38th African Union Summit focusing on reparations for historical
13:07injustices.
13:08African leaders and international guests arrive in the capital city of Addis Ababa to discuss
13:13strategies to boost development and strengthen ties in the region.
13:17Among the bloc's main challenges is to find a solution to the insecurity crisis facing
13:21the Democratic Republic of the Congo.
13:22In this context, the Saudi and Golan president Yawar Lorenzo assumed the presidency of the
13:26alliance with the intention of solving the conflicts that the continent faces.
13:36Standing in the Democratic Republic of the Congo, residents flee Bukavu City due to the
13:40armed conflict in the east of the country.
13:43Local authorities report that the M23 rebel group and the Congo River Alliance took control
13:47of the Kabumu Airport, 45 kilometers away from Bukavu.
13:52Authorities also warned that the residents of the city were forced to move due to the
13:55armed aggression and the absence of military forces in the region.
13:59Local media registered looting by M23 troops as well as several regional political leaders
14:03missing.

14:35La Majestia polling stations opened as voters take part in the early presidential elections.
14:39The Central Electoral Commission reported that over 134,000 people are eligible to exercise
14:45their right to vote in some 152 polling stations.
14:49Electoral authorities said that preliminary results will be announced on February 16th.
14:53The elections take place after Parliament accepted President Aslan Zania's resignation
14:58in November.
15:04The Russian Foreign Ministry spokeswoman Maria Zaharova on Friday denied that Russia was
15:08responsible for the drone attack on the Chernobyl nuclear power plant.
15:12She made it clear that the accusation that was a provocation organized by Kiev to blackmail
15:16the West into providing it with more aid while the meeting was being held in Munich to discuss
15:21the war in Ukraine.
15:22Zaharova further stated that Kiev regime's attacks on nuclear facilities and their use
15:27as an element of blackmail in the international arena are exactly what should be a topic of
15:32discussion at the Munich conference, since it is devoted to security issues in Europe.
15:57And following a powerful storm in Southern California, most lights and flooding have
16:01affected areas along the Pacific Coast Highway in Topanga and Malibu.
16:06The storm, which brought the heaviest rainfall of the winter, prompted flash flooding warnings
16:10for areas including Malibu, Topanga State Park and Pacific Palisades.
16:15The storm season has moved out of Los Angeles area, but the risk of mudslides and rockslides
16:19remains.
16:20Provocation orders were in effect until Friday afternoon for areas near the palace, sunset
16:25and hearse fires.
16:26By early Friday morning, at least 16,000 customers were without power in Los Angeles, Ventura
16:32and Santa Barbara counties.
16:39And on Friday, a fire broke out at the Chiltern Firehouse, a luxury hotel and celebrity hotspot
16:46in London, forcing the evacuation of around 100 people.
16:49The London Fire Brigade responded to the incidents, sending around 125 firefighters and 20 fire
16:54engines to the scene in Chiltern Street, Marylebone.
16:58Fire crews from Houston, Soho, Paddington, West Hampstead, Kingston and Chelsea were
17:02also called.
17:03The fire was located ductwork running from the ground floor to the roof of the four-story
17:09building which houses a restaurant on the ground floor.
17:12Firefighters remained at the scene to extinguish hot spots.
17:15The cause of the fire is currently under investigation.
17:18Unfortunately, no injuries have been reported.
17:24In Italy, Rome's Galleria Borghese is offering an unusual Valentine's Day experience, taking
17:40visitors on a journey of love through an art inspired by the goddess Venus.
17:45The event, named the Goddess of Love, A Thousand Faces of Venus, features the statue of Pauline
17:50Borghese by Antonio Canova, representing Napoleon Bonaparte's younger sister in the
17:55guise of a victorious Venus, and the so-called Cabinet of the Venuses, a room where most
18:01of the paintings represent Venus and stories related to her myth.
18:04For a few days until February 16th, visitors will be able to immerse themselves in the
18:09experience.
18:10The Galleria Borghese houses one of the most important art collections in the world.
18:14It includes ancient Greek and Roman sculptures, bas-reliefs, and mosaics, as well as paintings
18:21and sculptures from the 15th to the 19th century.
18:30On the occasion of the days dedicated to the feast of St. Valentine's Day, the Galleria
18:35Borghese has organized these insights on Venus, the goddess of love and beauty.
18:44Starting from the two rooms where she is the protagonist, like here, the room dedicated
18:49to Venus Victrix, Latin for Venus Victorious, where we see Antonio Canova's sculpture of
18:56Pauline Bonaparte Borghese in the guise of not just any other Venus, but of a victorious
19:02Venus.
19:03Yes, so the guide was telling us about how the statue was meant to embody venerant romantic
19:16love, but there was also another side to the story, the real side, which is that Paulina
19:24was actually in Rome to get married to someone she did not love for very political reasons.
19:31So I think that contrast of the story with the reality of it is very interesting.
