Three companies have been appointed by the Transport Ministry to implement Phase One of Motor Vehicle Inspection Service (PPKM) centres, says Anthony Loke.

The Transport Minister said that the location of these new centres are in Klang and Rawang, Selangor; Gua Musang, Kelantan; Mersing, Johor; Temerloh, Pahang; and Kuching and Serian, Sarawak.

00:00The Ministry of Transport would like to inform that the Government has decided to appoint
00:07three new companies to carry out the maintenance of motor vehicle inspections,
00:12apart from PUSPACOM.
00:15This appointment was made in accordance with the decision of the Ministerial Council on 17 March 2023,
00:23which has agreed to open the maintenance of motor vehicle inspections
00:28which is required under the Road Transport Act 1987 to other qualified companies.
00:36As previously announced,
00:39the Ministry of Transport and Road Transport have developed and established the requirements,
00:45regulations and procedures for the selection of qualified companies.
00:51The application for the maintenance of motor vehicle inspections
00:56has been opened on 1 July 2024 until 31 October 2024.
01:04During this period,
01:06JPJ has received 12 applications from interested companies
01:11to be the providers of maintenance of motor vehicle inspections.
01:16For the first phase, after a thorough investigation process,
01:21the Ministry of Transport and Road Transport has agreed to appoint
01:26three companies to carry out the maintenance of PUSPACOM in the first phase as follows.
01:32The first is Puawasan Bintang Senedan Bahat,
01:36where this company will open this inspection centre in three locations,
01:45namely Kelang Selangor Port, Gua Musang, Kelantan and Mesing, Johor.
01:51The second company is Petroleum Senedan Bahat,
01:55located in Lawang, Serangor and Temelur, Pahang.
01:59The third company is Beriman Goh Senedan Bahat,
02:03located in Kuching and Serian, Sarawak.
02:06The company that received the PPKM application today
02:10will be given a 24-month period to complete the infrastructure requirements,
02:15including the construction of premises,
02:17processing of equipment, inspection,
02:19as well as obtaining approval from the relevant authorities.
02:23Throughout this development period,
02:25the Ministry of Transport and Road Transport will carry out continuous monitoring
02:29to ensure that the companies appointed
02:31comply with all the conditions and operating standards that have been established.
02:36The operating license will only be given after the company has fully completed
02:41the requirements, regulations and equipment and is ready to start operations.
02:46I have emphasized that although we give the companies a 24-month period
02:52to open their centres,
02:54but if they can build their centres
02:58and provide all facilities in a shorter period of time,
03:05then we are ready to give them their license earlier.
03:08So, the 24-month period is the maximum.
03:11If they cannot provide the infrastructure within 24 months,
03:15then the license will be withdrawn.
03:17So, they only have 24 months to show their seriousness
03:22and provide all facilities earlier.
03:26For the second phase,
03:27for the expansion of services,
03:29the Ministry of Transport and Road Transport will reopen applications
03:32for the Motor Vehicle Services Centre.
03:35For the second phase,
03:37starting from 1st March 2025 until 31st June 2025,
03:42companies that failed in the first phase
03:44as well as any other companies interested
03:46will be invited to open applications for the second phase.
03:52Will the Ministry of Transport and Road Transport
03:54have a plan to ensure that the standards
03:56and level of service are the same for all companies?
04:00Of course, we have a service agreement
04:03on the quality that needs to be maintained.
04:06And we will monitor from time to time
04:09if they need to be audited by JPJ
04:11in terms of their level of service.
04:14So, as I said,
04:16we have changed from the concession mode
04:19to the licensing mode.
04:21So, for this license,
04:23the first step is to renew
04:26and they have to pay a fee for each year
04:29for each branch.
04:31If these companies do not meet the standard,
04:34will their license be revoked in between the contract?
04:37Of course.
04:38So, as I said,
04:39the good thing about this is that it's not a concession anymore.
04:42Because the concession was once for 15 years.
04:46The previous concession was for 15 years.
04:48So, if they do not perform their duties
04:51or do not achieve quality,
04:53the concession is still there.
04:55Whereas this one is a license.
04:57So, this license is for a year.
04:59Maybe we renew it in three years.
05:02Once in three years.
05:04They renew it every three years.
05:07But it can be revoked
05:10if the quality of the service is not good.
05:14So, of course, they are taking risks as well.
05:17So, if they want to renew a branch,
05:19it may cost millions of ringgit
05:21to buy equipment,
05:23to buy machines, etc.
05:25So, the company that renews this,
05:27they also have to make sure
05:29that the quality of the service reaches the level that we want.
05:32If not, if they lose their license,
05:34then their investment will be lost.
05:37So, it is a risk that they have to take as well.
05:40What is the status of Pakom?
05:43Maybe before this, there have been a lot of delays.
05:46What is the status of Pakom after this?
05:48Pakom is still operating.
05:50We have given Pakom the first right of refusal.
05:53Meaning, all the branches that they have,
05:57they can continue.
05:59So, we license them all.
06:01Every branch.
06:03So, every branch can continue to operate.
06:06So, Pakom is not closed.
06:10It will continue to operate.
06:12The only difference is,
06:14we want to introduce new operators.
06:16So that in this service,
06:18there are choices and competition.
