The "Contraception Begins at Erection Act" aims to block men from spreading their seed unless they intend to make a baby -- effectively outlawing masturbation -- but Blackmon says he introduced the bill to start a conversation about all the regulations put upon women when it comes to reproductive health.

Blackmon says he figured the legislation would mostly be laughed off at worst ... but some guys clearly don't think the prospect of paying stiff fines for solo ejaculation is a laughing matter.

00:00When the idea came to me sometime last summer, when I think it was somewhere in Texas, there
00:08was a bill that was going to make it punishable for jail time for someone assisting someone
00:15get an abortion.
00:16Like, not the doctor, but like, if you drove them somewhere, you could be arrested in jail.
00:22And I was like, this is outrageous, and then it just popped in my head, well, what if we
00:26decide we want to regulate men?
00:27How would that reaction be?
00:28And I talked to my parents about it, and they were like, go for it, see what happens.
00:33And my dad joked that, hey, it might be like a first in a nation, you might get some publicity
00:38out of it.
00:40And then the cascading effect happened, and he was like, this was nowhere near what I
00:46thought was going to go on with this.
00:48And it's the same for me.
00:49Like, I knew it would ruffle some feathers.
00:53I thought, here in Mississippi, I didn't think it was going to be in Texas, California,
00:58South Dakota, Minnesota, I've gotten some emails from Canada, like, it's just everywhere.
01:05And I did not anticipate that in the slightest.
01:08There's nothing in there that says that the police are going to run up in your house.
01:11The only way you'd get in trouble is to tell them yourself.
01:14Like, that's literally the only way you would get in trouble, is if you did it, went to
01:19the police and was like, hey, I got something to confess.
