Lawmaker protests bill imposing death penalty for corruption

La Union Rep. Paolo Ortega on Jan. 22, 2025 comments on a bill filed by Zamboanga Rep. Khymer Adan Olaso, which would impose the death penalty by firing squad for those found guilty by the Sandiganbayan of corruption, plunder, graft, and malversation. Ortega said he was not in favor of the bill because it would instill fear and fail to resolve the issue of corruption in the country.

00:00Also as a member of the Quad, we know that it is very important to uphold human rights, not only for the injustices that we know, but all people have the right to live.

00:59As a strong anti-death penalty, last year, the Philippine delegation to the UN General Assembly voted yes to the moratorium on death penalty. How do we bridge the policy and position differences of the national government on this bill?
01:19Well, there are many ways to address it. As I said, we studied it, there are statistics, different representatives have positions, not only the House of Representatives, but other departments, the Senate, our President of course.
01:37But for me personally, my stand is definitely no to death penalty.
01:45For me.
01:46But do you think this will be a strong deterrent against corruption?
01:52Well, corruption is cultural. For me, it's socio-cultural. So it will instill fear, but it will not ensure that there is no corruption.
02:06Corruption is before Christ, I think. It's one of the oldest. It comes from culture.
02:17There's also a need for a culture of anti-corruption so that you can beat corruption. Because its source is in the heart of the mind.
02:33Maybe it's good to top it from the grassroots. That's why we have courses on values education. It's deep. It's not a one-trick pony, it's not a one-shot policy. It has to be on the grassroots level.
02:56In fairness, it's not only corrupt officials. Government officials are also single out. In any company or organization, I'm sure there's some way, shape, or form of corruption.
03:13It's across the board. It's cultural. It's all demographics. At some point, you'll have a temptation. You'll have to ask yourself. It's a matter of how you address it.
