00:00Good afternoon. It's a very good afternoon because at long last I can announce a ceasefire and a hostage deal has been reached between Israel and Hamas.
00:15More than 15 months of conflict began with Hezbollah's brutal massacre on October the 7th.
00:21More than 15 months of terror for the hostages their families the Israeli people.
00:27More than 15 months of suffering by the innocent people of Gaza fighting in Gaza will stop and soon the hostages will return home to their families.
00:39The elements of this deal are what I laid out in detail this past May which was embraced by countries around the world and endorsed overwhelmingly by the U.N. Security Council.
00:54The deal is structured in three phases. Phase one will last six weeks. It includes a full and complete ceasefire. Withdrawal of Israeli forces from all the populated areas of Gaza and and the release of a number of hostages held by Hamas including women and elderly and the wounded.
01:16And I'm proud to say Americans will be part of that hostage release and phase one as well. And the vice president and I cannot wait to welcome them home.
01:27In exchange Israel released hundreds of Palestinian prisoners and during phase one the Palestinians can also return to their neighborhoods in all areas of Gaza and the surge humanitarian assistance in the Gaza will begin.
01:42And the innocent people can have a greater access to these vital supplies.
01:48You know during the next six weeks Israel will negotiate the necessary arrangements to get phase two which is a permanent end of the war. Let me say it again a permanent end of the war.
02:01There are a number of details to negotiate to move from phase one to phase two. But the plan says if negotiations take longer than six weeks the ceasefire will continue as long as the negotiations continue.
02:17I've spoken to the mayor of Kuwait and the president of Egypt and we have pledged to make sure the negotiation will keep moving forward for as long as it takes.
02:29Then when phase two begins there will be an exchange for release of the remaining living hostages including male soldiers and all remaining Israeli forces will be withdrawn from Gaza and a temporary ceasefire will become permanent.
02:47And finally phase three any final remains of hostages who have been killed will be returned to their families and a major reconstruction plan for Gaza will begin.
03:00This this is a ceasefire agreement I introduced last spring. Today Hamas and Israel have agreed to that ceasefire agreement.
03:10And the whole ending the war. You know those of you who have followed the negotiations can attest the road to this deal has not been easy.
03:20I've worked in foreign policy for decades. This is one of the toughest negotiations I've ever experienced and reached this point because because of the pressure that Israel built on Hamas backed by the United States.
03:35Hamas' longtime leader Sinwar was killed. Hamas' strongest supporter Iran launched attacks on Israel.
03:43Those attacks failed after my administration organized a coalition of nations to stop them.
03:49And after I ordered the U.S. ships and planes to come to Israel's defense we also shaped Israel's strong and calibrated response destroying Iran's air defenses
04:00but avoiding an escalatory cycle of an all out war.
04:06The United States also organized a coalition of 20 countries to stand up to attacks by the Houthis including their missile attacks in Israel.
04:15Then Hezbollah another Hamas' strongest backers was significantly weakened on the battlefield and its leadership was destroyed.
04:26With our support Israel negotiated a ceasefire with them.
04:30And after that Lebanon finally elected a new president who's not who's not beholding Hezbollah and he can begin a new chapter for the Lebanese people.
04:42All told these developments in the region which the United States helped to shape changed the equation.
04:49And so now the terror network that once protected and sustained Hamas is far weaker.
04:54Iran is weaker. Iran is weaker than it's been in decades.
04:59Hezbollah is badly degraded.
05:02And after more than 15 months of war Hamas' senior leaders are dead thousands of Hamas fighters are dead and the military formations have been destroyed.
05:13With nowhere to turn Hamas finally agreed to releasing hostages.
05:19You know there was no other way for this war to end.
05:24Then with a hostage deal and I'm deeply satisfied this day has come finally come for the sake of the people Israel and the families waiting in agony
05:35and for the sake of the innocent people in Gaza who suffered unimaginable devastation because of the war.
05:42The Palestinian people have gone through hell. Too many innocent people have died. Too many communities have been destroyed.
05:51And this deal the people of Gaza can finally recover and rebuild.
05:57They can look to a future without Hamas in power.
06:00You know the Bible says blessed are the peacemakers.
06:04Many peacemakers help make this happen including an extraordinary team of American diplomats who have worked nonstop for months to get this done.
06:16Secretary Blinken led the effort.
06:18Secretary Jake Sullivan National Security Advisor Jake Sullivan Bill Byrne John Finer Brett McGurk Amos Hoxton and the vice president work relentlessly as we work to deliver this deal.
06:33I'd also note this deal was developed and negotiated under my administration
06:38but its terms will be implemented for the most part by the next administration.
06:45In these past few days we've been speaking as one team.
06:49This has been time of real turmoil in the Middle East.
06:53But as I prepare to leave office our friends are strong our enemies are weak
06:59and there's a genuine opportunities for a new future in Lebanon.
07:04There's an opportunity for a future free from the grip of Hezbollah in Syria a future free from the tyranny of Assad.
07:13And for the Palestinian people a credible credible pathway to a state of their own and for the region a future of normalization
07:21integration of Israel and all its Arab neighbors including Saudi Arabia.
07:28The G20 in Delhi in September 23 I rallied key countries behind a vision of an economic corridor from India across the Middle East to Europe.
07:38That vision can now become a reality.
07:41There are risks as well including ISIS and Iran even in a badly weakened state.
07:46But but we're handing off them to the next team a real opportunity for a better future for the Middle East.
07:54I hope they will take it. Let me close with this.

08:03who did so much to forge peace in Northern Ireland once said about diplomacy said it is a 700 days of failure and one day success.
08:14700 days of failure and one day success.
08:17Well we've had many difficult days since Hamas began its terrible war.
08:21We've encountered roadblocks and setbacks.
08:24We've not given up.
08:26And now after more than 40 400 days of struggle a day of success has arrived.
08:32God bless all the hostages and their families.
08:35May God protect the troops of all those who work for peace.
08:39Well you know this is the exact framework of the deal
09:06I proposed back in May.
09:08Exact.
09:09And we got the world to endorse it.
09:14Secondly it's America's support for Israel
09:17that helped them badly weaken Hamas and its backers
09:22and create the conditions for this deal.
09:26And thirdly I knew this deal would have to be implemented by the next team.
09:31So I told my team to coordinate closely with the incoming team
09:37to make sure we're all speaking with the same voice
09:40because that's what American presidents do.
09:52All the exact detail of how many people are being held
09:56how many bodies will be returned and less will all be forthcoming.

10:21Australia welcomes the announcement of a ceasefire
10:24and hostage agreement in Gaza after 15 months of conflict
10:28and a devastating loss of civilian life.
10:31The Australian government has consistently been part
10:34of international calls for a ceasefire and for a release of hostages.
10:40This agreement is a constructive step towards peace
10:43and stability in the region.
10:45Today must mark the beginning of a new chapter
10:48for the Israeli and Palestinian people.
10:52We hope it will allow the Palestinian people
10:54the opportunity to rebuild reform their governance
10:57which is most necessary and pursue self-determination.
11:02Australia remains unequivocal in our condemnation
11:06of Hamas's atrocities on the 7th of October
11:11and of the ideology that drives this terrorist organisation.
11:16There must be no role for Hamas in the future governance of Gaza.
11:20Any future Palestinian state must not be in a position
11:24to threaten Israel's security.
11:26We will continue to act in partnership
11:28with the international community
11:30to support the urgent humanitarian needs
11:33of the people of Gaza.
