00:00The cost of the construction of the new Senate building increased to more than P31 billion
00:07based on the last account of the DPWH.
00:10According to a property consultant, it is possible that the cost will increase as the construction continues.
00:16Ma'am Gonzalez was able to confirm this.
00:21This January, the Senate will submit a plan for the new Senate building
00:25which was sometimes called by Senator Alan Peter Cayetano as the most expensive house in the Philippines.
00:31According to the last computation of the Department of Public Works and Highways,
00:34the cost of the building will reach P31.6 billion.
00:38If we compute the total floor area of the new Senate building, which is more than 130,000 square meters,
00:44the cost of each square meter will be more than P240,000.
00:49Based on the 2024 estimates of the construction consultancy Arcadis,
00:53the most expensive construction cost for a high-rise office of this quality is P92,000 per square meter.
01:00The most expensive fit-out or the interior designs are P91,000 per square meter
01:06including the walls, ceilings, ceilings, plumbing, and others.
01:10In addition, the construction and fit-out cost for the most expensive office is P183,000 per square meter.
01:18But the expenses for the basement parking are not included here.
01:22According to David Lee Chu, a property consultant,
01:25it depends on whether the 131,570 square meters is a usable space or a construction floor area
01:32to say if the cost here is reasonable.
01:36If that is based on the construction floor area, which means including the parking,
01:41including the garbage room, machine room, and all that,
01:47at P240,000, that sounds like a lot.
01:51That is probably the most expensive building in the Philippines, if those numbers are true.
01:56So let's say it's not, and the P241,000 per square meter is based on the usable space.
02:02What will remain is the hallways, elevator lobby, ground floor lobby, office space, plenary hall, etc.
02:11Then that might sound reasonable.
02:14Now the next question is, how high-end is high-end?
02:18Construction costs are high because it depends on the materials and facilities that will be built.
02:25Some things that will move that number.
02:29If you start to have very specialized facilities like an auditorium with soundproofing and high-tech sound systems,
02:42that number could be anywhere.
02:44It will be a big range.
02:46Lee Chu added that the design of the new Senate building, which has four towers and a diagonal look, is really expensive.
02:53The engineering cost of the structural works for a building like that design
03:00is much higher than if it was a simple straight column building.
03:05So the columns are not straight vertically, it's diagonal, and that's very expensive.
03:12So there are certain costs that are unseen, like literally unseen,
03:18because it's inherently embedded in the structure.
03:21As time goes by, construction costs will increase due to inflation, currency exchange rate,
03:28and the closure of many suppliers from China.
03:32I think value engineering is always possible, especially when they haven't completed the building.
03:39And I suppose they haven't completely purchased all the materials.
03:44That cost is dramatically changing because we are now in the most expensive part of the building,
03:51which is the finishing, where finishing material is almost 100% imported.
03:58The genset elevators, air conditioning systems imported, tile works imported, cabling.
04:05Actually, it started with the glass.
04:07The glass is almost always imported now.
04:10The longer it takes, the more expensive it will be because of the currency.
04:15In the Senate Committee on Accounts Chair's latest report, Sen. Alan Peter Cayetano,
04:19the target for the completion of the new Senate building is for 2027.
04:23For GMA Integrated News, I'm Mav Gonzales, for Tutok 24 Horas.
04:36In the past, hair was used to clean oil spills.
04:39But that was done manually.
04:41That's why some grade 11 students developed a method to make it automated.
04:46Come on, let's change the game and find out how it works.
04:53Our crowning glory.
04:57Aside from the possible benefits of wigs and hair extensions,
05:00hair can also be used to clean oil spills.
05:03In the past, it was used to clean oil spills.
05:07It's a level of reuse of hair of humans and animals
05:10that has been studied to be able to absorb fluids such as grease.
05:15No wonder why this unique hair force was found by a group of volunteers
05:20to help clean oil spills in 5 schools this July.
05:26But grade 11 students wanted to improve this
05:30from Regional Science High School 3 in Olongapo City.
05:35That's why they developed Rapon Spill,
05:39an automated oil spill cleaning system.
05:42The use of hair of humans and dogs versus oil spill.
05:47No longer manually.
05:50We decided to create Rapon Spill
05:53because we wanted to introduce a more efficient
05:56and a more ecologically friendly solution to combat oil spill.
06:01The discovery that hair could collect oil was a breakthrough.
06:06But it was not safe because it uses manual labor.
06:09We thought that we could automate this process.
06:15We will show you how hair absorbs oil.
06:20This is called a hair ball.
06:23It's a smaller version of a hair boom
06:26that is placed inside the Rapon Spill.
06:29Instant absorption.
06:32Aside from hair that has an absorbent property,
06:35the prototype also has a distance sensor.
06:38It actually took us around 3 designs before we got to that product.
06:43Upon our testing, we calculated that it could collect 92.54%
06:51of the total oil content that we put in the mock oil spill.
06:59This is the frame.
07:01The main chassis of the Rapon Spill is in the middle,
07:04made out of acrylic glass.
07:06All the components are inside, including the machines.
07:08In front of us is what they call a distance sensor.
07:12Because if it detects an obstacle in front of it,
07:17it will avoid it.
07:19We have two propellers here.
07:23It will detect movement.
07:25Then it is placed on a circular frame.
07:30This is what we call a hair boom.
07:33It rotates like this and absorbs the oil.
07:39A highly advanced innovation from our grade 11 students here in Olongapo City
07:44that can provide a solution to one of the biggest problems in our oceans.
07:49For GMA Integrated News, I am Martin Aviar.
07:52Changing the Game!
07:58My fellow countrymen,
07:59landslides occurred in several parts of the country
08:02because of the bad weather.
08:04Wow! It's flooding again!
08:07Wow! It's flooding again!
08:09The road was hit by heavy flooding in Esperanza, Sultan Kudarat.
08:14The road was flooded due to heavy rain.
08:18According to the residents, the flood also entered their homes.
08:21A part of Datu Abdullah Sanki Maguindanao de Lesur Highway was also affected.
08:26Some motorists were also affected.
08:28But in other places, the water level rose and the road was flooded.
08:32Landslides occurred in Viga, Catanduanes.
08:35From Hipapawid, a large part of the mountain and the length of stranded vehicles were seen.
08:42A clearing operation was immediately carried out.
08:44According to the weather forecast,
08:46it was raining in the Bicol Region and localised thunderstorms in Mindanao.
08:50This will continue this weekend,
08:53accompanied by heavy rain.
08:55Earlier this morning, the forecast said 14.4 degrees Celsius in Lachunidad, Benguet.
09:00It was also cold in Baguio, Itbet, Batanes, Tanay, Rizal and Kasinguran, Aurora.
09:06Based on the weather forecast,
09:08it will continue to rain in the Bicol Region, Mimaropa,
09:10some parts of Northern Luzon and Visayas,
09:13and almost all of Mindanao, especially in the afternoon.
09:16It will continue to rain in the Central Luzon.
09:21The rain will continue to pour, especially in the Southern Luzon,
09:24along with the Bicol Region.
09:25Be prepared for a flood or landslide in Metro Manila.
09:29There is also a chance of rain in the afternoon or evening this weekend.
09:34It is possible that China is planning
09:37its aggressive actions in the West Philippine Sea
09:41to make the Philippines give up its interests,
09:44according to an expert.
09:47His request to the government is to expand the defense cooperation of the country,
09:52pointed out by Chino Gaston.
09:55Despite the bad weather,
09:57BRP Teresa Magbanwa continues to guard
10:01the exclusive economic zone near Zambales.
10:04In less than two days,
10:06BRP Magbanwa was able to reach 70 to 80 nautical miles
10:11from the coastline of Zambales.
10:13China Coast Guard Vessel 3103 and its replacement 3304
10:16were able to cross the coastline of Zambales.
10:19We are currently sailing within the Philippines' exclusive economic zone.
10:23We are really standing up against the Chinese
10:27and local presence here inside the exclusive economic zone
10:31so that China will not legitimize
10:33that they have the total control of these waters.
10:38In the forum held by the ADR Strathbeys Institute
10:41about the Philippine-Japan Strategic Cooperation,
10:43former Philippine Navy Admiral and Security Analyst Rommel Jude Ong
10:48has an update on China's tactics in the West Philippine Sea,
10:52in addition to sharing the opinion of the people
10:54through false information,
10:56it is possible that they are deliberately
10:58tying up what China is doing.
11:01We are still trying to get a statement from the Chinese Embassy
11:04about these allegations.
11:06If they are able to escalate tension to the point
11:10that the target country is willing to give up its national interest
11:17just to avoid further escalation.
11:20In that area, I'm worried about the West Philippine Sea
11:23because sometimes we are focused on the escalation,
11:26we are not looking at the big picture,
11:28which is we are incrementally losing.
11:30One of the so-called solutions to China's clinging
11:34is the expansion of defense cooperation not only in Japan
11:38but also in South Korea, Taiwan, and Australia.
11:42On Sunday, President Bongbong Marcos
11:46U.S. President Joseph Biden
11:48and Japanese Prime Minister Ishiba Shigeru
11:52will discuss the developments in the region
11:56and the cooperation of the three countries
11:58following the historic Trilateral Summit in April last year.
12:02Next week, Japanese Foreign Minister Iwaya Takeshi
12:08will visit the country to discuss the political, defense, security,
12:12economic, and development cooperation of the two countries.
12:15This is while the concurrence of the Japanese Parliament
12:18is still waiting for the Philippine-Japan Reciprocal Access Agreement
12:23that will strengthen the defense cooperation of the two countries.
12:27For GMA Integrated News,
12:29Shino Gaston for 24 Hours.
12:33The Office of the Ombudsman recommended
12:35to file a complaint against the Anti-Graft and Corrupt Practices Act
12:40to the former PSDB-MOYC Lloyd Christopher Lau
12:44and several high-ranking officials of the Pharmaceutical Corporation.
12:48This includes the wrongful purchase of medical supplies
12:54such as PPE and surgical masks
12:58worth Php 4.4 billion until May 2020.
13:03The Ombudsman also recommended
13:05to file a complaint against the 13 members of the PSDBF
13:09In addition, they also filed a complaint of falsification
13:14under the revised Penal Code
13:16due to the misappropriation of documents
13:19for the purchase of medical supplies.
13:22GMA Integrated News is trying to get a copy of the Law and Pharmalee.
13:32At the beginning of the year,
13:34Miguel Tan Felix and Bruce Roland
13:38appeared on TV because of their viral Bonggoan video.
13:41How was the mood on the set of Mga Batang Riles?
13:44Let's talk to Larson Tiago.
13:54I've been waiting for two nights for your favorite food.
13:56It's on me, ma'am. Go ahead.
13:58But it was the same.
14:01And the Mga Batang Riles Boys
14:04who were the new series in GMA Prime
14:07didn't care at all.
14:11But the people in the role
14:13of Miguel Tan Felix and Bruce Roland
14:16became talk of the town online
14:19because of this viral video
14:21where Bruce looks like Miguel.
14:25At one point,
14:26it looks like the two of them are about to get sick.
14:30But it's just acting.
14:32The cast asked their media core
14:35to show how serious they are
14:38in the action-packed series.
14:41Off-cam,
14:42what's happening on their set is far away.
14:46We're on set
14:48and we're all in sync.
14:51I'm so happy because
14:53I'm going to the set
14:55and even though we're going through a lot in life,
14:58they're the ones who make us happy.
15:00Their Mga Batang Riles Brothers
15:04are the real deal,
15:05Kokoy De Santos, Rahil Birya, and Antonio Vinzon.
15:09From day one until now,
15:11our process has changed.
15:13And these are my bros, my brothers.
15:16He's like Riles.
15:18He's so strong.
15:20It's like there's a new station next.
15:23It's like a family to me.
15:24They're like family to me.
15:26They're my friends.
15:27They're my co-workers.
15:28So our friendship really elevates.
15:31The Riles Brothers admitted
15:33that the scenes are tiring,
15:35but they really enjoy it.
15:38But it's fulfilling to do it
15:41even though we're all sweating
15:44after the scene.
15:46But we know that the outcome will be good
15:49after all that tiredness.
15:51I really enjoy it
15:52because the Riles Brothers admitted
15:54that there's a lot going on.
15:57There's a lot of drama.
15:59There's a lot of dancing.
16:01They feel that the hard work and tiredness
16:05is worth it
16:06because of the great support
16:07that the series receives
16:09since it was released last Monday.
16:12We're very grateful to everyone
