Civil servants under the Human Resources Ministry should be encouraged to voice their opinions, says Minister Steven Sim.

02:40Even if he makes a mistake, it's okay, he's right.

02:44Loyalty to the leader, loyalty to our country does not mean that we cannot give advice,

03:02we must dare to give different views to the leaders,
