00:28Under Executive Order No. 81 signed by Executive Secretary Lucas Bersamin on December 30,
00:34President Ferdinand R. Marcos Jr. will serve as chairperson of the council.
00:38Senate President, House Speaker, and Senate President Pro Tempore are also included in the council.
00:42Three Deputy Speakers will also be included among the members.
00:45They will be led by House Speaker Martin Romualdez,
00:48Majority and Minority Floor Leader of the House and Senate.
00:51Chairperson of several important committees of the Senate and House,
00:54Executive Secretary, National Security Advisor,
00:57Members of the Foreign Affairs Department,
00:59Justice Department, National Defense, Interior and Local Government, and Labor and Employment.
01:04Chief Presidential Legal Counsel,
01:06Members of the Presidential Communications Office,
01:09Head of the Presidential Legislative License Office,
01:11and several government officials and private individuals who may be the President,
01:16Director General of the National Intelligence Coordinating Agency,
01:20Chief of Staff of the Armed Forces of the Philippines,
01:22and Director of the National Bureau of Investigation,
01:24should attend the NSC meetings,
01:27where they will need to provide advice and assistance in the deliberation.
01:31The Governor of the Central Bank of the Philippines was also invited to attend the NSC meetings.
01:36There will also be changes to the composition of the NSC Executive Committee,
01:41where it is formed by the President as chairperson,
01:44Executive Secretary, Senate President,
01:47House Speaker,
01:49National Security Advisor,
01:51Members of the Foreign Affairs Department,

01:54National Defense,
01:55Interior and Local Government,
01:57and other members and advisors appointed by the President.
02:00In a statement, Executive Secretary Lucas Bersamin said,
02:03that as of now, there is no agreement on the responsibilities of being a member of the NSC, the second president.
02:10However, the President still has the power to add more members or advisors of the NSC
02:15under the so-called Executive Order.
02:17According to National Security Advisor Eduardo Año,
02:20several former presidents have also ordered to change the composition of the NSC
02:24to address the needs of the President and the changing times.
02:29The purpose of the reorganization is to prevent the escape of risks related to national security
02:35so that the President's actions and decisions on this are based on the correct advice and appropriate information
02:42and it is also based on the needs for timely and coordinated action
02:47to address the current and rising risks of national security.
