00:00Malacanang confirmed that there are parts of the 2025 national budget that President Bongbong Marcos will veto for the interest of the public.
00:09An expert thinks that it's a good idea to return the budget to the BICAM to fix this.

00:17President Bongbong Marcos' cabinet members included the Executive Secretary, Budget, Finance, Public Works, and National Economic Development Authority.
00:31The PAKSA is the 2025 national budget.
00:35On Friday, the budget was supposed to be signed.
00:38But Executive Secretary Lucas Bersamin said that it won't continue because it needs time for a thorough review.
00:45It's not yet clear when the budget will be signed.
00:47But Bersamin confirmed that there are parts that will be vetoed.
00:51The leaders of the House and Senate have nothing against this because this is part of the process.
00:56Under Article 6, Section 27 of the 1987 Constitution, the President has the power to veto any law passed by the Congress.
01:05Under the Constitution, the President can veto particular items or just a part of the budget.
01:12As of now, the Bicameral Conference Committee passed a budget of almost Php 215 billion in addition to the budget of the TPWH
01:21compared to the amount allocated to the National Expenditure Program or the proposed budget submitted by the Executive.
01:27More than Php 17 billion was added to the Camera and more than Php 1 billion was added to the Senate.
01:33Also, more than Php 11 billion was allocated to the budget of the DepEd and the removal of the PhilHealth subsidy.
01:40The Php 26 billion budget was also allocated to the Ayuda para sa Kapos Angkita Program or ACAP
01:46which was removed from the Senate version but was returned to the Bicam.
01:49According to the law expert, Prof. Dan Gatmaitan, removing a particular item is what the President can do.
01:56He cannot transfer it to another budget that was removed from another program.
02:00For example, if the President vetoes the fund for ACAP,
02:04the fund can no longer be spent here even in other programs.
02:08The money will remain in the National Treasury.
02:11If the PhilHealth budget is vetoed and the subsidy is zero,
02:14the original allocation of Php 74 billion will not be returned.
02:18Congress has to respond.
02:20I don't know, next time or next year, they should be more careful.
02:24Or special appropriations are needed.
02:29Eventually, it looks like money is needed for certain things.
02:33There are emergency mechanics.
02:36Under the 1987 Constitution, the President's veto can still be overrided or the Congress' visa can be revoked.
02:43But this has not happened in history, according to Senate Minority Leader Coco Pimentel.
02:48Congress can insist that it still needs to be a law.
02:55It can insist by two-thirds vote of Congress per House.
03:01Voting separately, what do you call that? Override the veto.
03:05No, because a super majority, a special majority is needed.
03:12More than just a simple majority.
03:14Of course, the President's allies are in the House and in the Senate.
03:20So it should not happen.
03:22The President can also reconvene the Bicameral Conference Committee to fix the budget.
03:27What he needs to do is prevail upon Congress to withdraw their bill to the President so that they can fix it.
03:40That's the only viable solution here without making the President veto the entire budget.
03:52According to the Senate President, the Condo can be augmented or increased after the budget is passed.
03:57It's in the special provisions. The Speaker, the Senate President, the President, the Chief Justice, all the heads of agencies and constitutional agencies have that power.
