00:22Bilateral cooperation, the Minister of Foreign Affairs Nasser Bourita and his Zambian counterpart
00:27Moulambo Hembe co-chaired the first session of the mixed cooperation commission between
00:32the Kingdom of Morocco and the Republic of Zambia, the details in a few moments.
00:37France now knows its brand new Prime Minister Emmanuel Macron named François Bayrou in
00:43Matignon, he will be in charge of forming a new government after Michel Barnier.
00:48In Syria, they were thousands to send this Friday the streets at the call of the head
00:55of the coalition army who took power in Damascus to celebrate the victory of the revolution
01:00after the fall of the regime of Bashar al-Assad.
01:02We meet again right now for the development.
01:09Welcome ladies and gentlemen, without further ado, let's go to the south of the kingdom,
01:13more precisely to Laayoune, where the head of Moroccan diplomacy Nasser Bourita received
01:17this Friday his Zambian counterpart Moulambo Hembe, bearer of a written message from the
01:23Zambian President Hakeinde Ishelema to His Majesty the King Mohammed VI.
01:31Still in Laayoune, Nasser Bourita and his Zambian counterpart Moulambo Hembe also co-chaired
01:38the first session of the mixed cooperation commission between the Kingdom of Morocco
01:43and the Republic of Zambia, this first commission is called to give a new impetus to further
01:50consolidate the links between the two countries.
01:53In this regard, the two ministers signed this agreement of cooperation on various areas
01:58of cooperation before reaffirming their will to continue to work together for a dense
02:05and multidimensional partnership that is part of the shared vision of His Majesty the King
02:11Mohammed VI and His Excellency President Hakeinde Ishelema.
02:16During a press conference with his Zambian counterpart, Nasser Bourita, Minister of
02:21Foreign Affairs, said that thanks to the strong impetus and direct involvement of His Majesty
02:27the King Mohammed VI, the Sara case has undergone significant developments in 2024.
02:33Here is an excerpt from his statement.
02:35The year 2024 will be an important year in terms of the issue of the Zambian-Moroccan
02:44relationship.
02:46Thanks to the strong impetus, the direct involvement and daily monitoring of His Majesty the King
02:52Mohammed VI, the Sara case has undergone significant developments in 2024.
02:58Among the most remarkable developments in the question of territorial integrity during
03:04the year in progress, there is the support provided by France, a permanent member of
03:10the UN Security Council, to the sovereignty of Morocco on its Sahara.
03:14In the letter addressed by French President Emmanuel Macron to His Majesty the King Mohammed
03:20VI last July, a support that was confirmed during the last state visit by Mr. Macron
03:26in Rabat at the end of October.
03:28And so we have two permanent members of the UN Security Council who support the sovereignty
03:37of Morocco on its southern provinces.
03:51The Moroccan Minister of Foreign Affairs also affirmed during this press conference
03:57that the number of member countries of the European Union who have expressed their support
04:01for autonomy is rising to more than 20 countries.
04:06This year also continued the international support for the initiative of the self-government.
04:12The year 2024 was also marked by the growing international support for the autonomy plan
04:18presented by Morocco.
04:20Know that at least four European states have joined the countries supporting this initiative
04:26as the basis for the settlement of this conflict, namely Slovenia in June, Finland in July,
04:33Denmark in September and Estonia in October.
04:37Thus, the number of member countries of the European Union who have expressed their support
04:41for the autonomy plan is rising to more than 20 countries, while more than 113 countries
04:47at the international level have supported this plan.
04:51In another area, the head of Moroccan diplomacy also reminded that more and more countries
04:57are withdrawing the recognition of the FANTOCH entity of the Polisario.
05:01We listen to him again.
05:09The year 2024 was also marked by a series of suspensions of the recognition of the pseudo-RASD,
05:15the latest being that of Ecuador in October.
05:20and of Panama in November, which confirms that the separatist thesis continues to spread.
05:26Know that about fifty countries have withdrawn their recognition of the FANTOCH entity
05:30over the last two decades.
05:34Today, only 28 countries still recognize the pseudo-RASD.
05:44The head of Moroccan diplomacy reminded that the resolution of the Security Council
05:49does not only preserve the rights of Morocco, but it brings out the essential elements.
06:03The resolution of the Security Council adopted this year was a strong signal,
06:07although the composition of the Council includes directly concerned parties.
06:13In this context, the resolution does not only preserve the rights of Morocco,
06:17but it brings out two essential elements,
06:21namely the positive dynamics around the Sahara issue
06:25thanks to the strong impetus of His Majesty the King,
06:29and the confirmation by the Security Council that anyone who opts for arms
06:33and chooses to call for a ceasefire does not have a place at the negotiating table.
06:37And so, without a strict respect for the ceasefire,
06:41there will be no dialogue, negotiation or political process.
06:46This is done with serious and credible parties
06:50that respect international law and agreements.
06:54Thus, the Security Council explicitly emphasizes
06:58that everything that threatens the ceasefire and security
07:02is affected by the political process itself.
07:06The United States delivers a good grade to Morocco
07:10in the fight against terrorism and violent extremism.
07:15This report highlights the long cooperation
07:19between the United States and Morocco
07:23in the fight against terrorism.
07:27Morocco continues to implement a global strategy
07:31that combines measures of vigilant security,
07:35regional and international cooperation
07:39and action against radical terrorism.
07:44The State Department report specifies
07:48that this strategy, which prioritizes economic and human development
07:52while fighting against radicalization,
07:56has reduced terrorist risks in 2023.
08:00The Moroccan law enforcement have arrested 5 former individuals,
08:0440 of whom were isolated actors and 16 were linked to terrorist cells.
08:08Successes have been made possible thanks to the collection of information
08:13The report also highlights the involvement of Moroccan forces
08:17in programs sponsored by the United States
08:21to improve technical and investigative capabilities,
08:25notably in financial investigations, analysis of cybersecurity
08:29and air security information.
08:33The document also mentions that the Kingdom was withdrawn
08:37from the crisis list of Gafi in February 2023
08:41in the fight against non-conformity.
08:45Regarding the Kingdom's commitment to regional and international cooperation
08:49against terrorism, the report of American diplomacy indicates
08:53that Morocco is an active member of the international coalition against Daesh
08:57co-chaired by the Africa Focus Group and participates in the World Forum
09:01on the fight against terrorism.
09:05Finally, in its fight against violent extremism,
09:09the United States has also been involved in the fight against terrorism
09:13and religious extremism. Since 2017,
09:17about 300 detainees have participated in the Moussalaha deradicalization program
09:21conducted in cooperation with various ministerial authorities.
09:25In Rabat, the works of the Atlantic Dialogue International Conference continue.
09:29The event organized by the Policy Center for the New South
09:33is in its 13th edition. This year,
09:37it will be held in Rabat.
09:41Africa is honored on the campus of the UM6P in Rabat.
09:45More than 2,000 experts from more than 100 countries
09:49meet to discuss solutions to the common challenges of South America and Africa.
09:53This 13th edition of the Atlantic Dialogue is special
09:57due to its multidisciplinarity, but the most important theme
10:01remains the Royal Initiative for the Atlantic.
10:05An audacious, ambitious initiative
10:09that places the human element at the center of the strategy.
10:13This initiative has been supported by all African countries
10:17because, above all, it addresses Africa
10:21through the different stages of this initiative,
10:25i.e. the initiative for the Sahel,
10:29the scientific initiatives,
10:33the structural projects.
10:37The Atlantic Initiative, launched by His Majesty,
10:41is of paramount importance because it is part of
10:45a vision of development of the African continent,
10:49a vision of contribution to security in our region,
10:53to peace in our region, and to the development
10:57of a number of sectors for the benefit of the population.
11:01Since the beginning of His Majesty's reign,
11:05he has called for an active cooperation,
11:09a winning cooperation with African countries
11:13in the different sectors.
11:15At the opening, a panel addressed the South-South dimension,
11:19in particular the relations between Africa and Latin America.
11:23The speaker focused on the crucial importance of paying special attention
11:27to these objective relations, promoting strengthened cooperation,
11:31taking into account the complementarities and potentialities to be exploited
11:35for the well-being of the populations on both shores of this wide Atlantic.
11:41I think in all aspects of economic and cultural development,
11:45there are opportunities in all aspects of economic and cultural development.
11:49The countries of South America have made a lot of progress
11:53in developing industries and cultural services.
11:57For African countries, close relations between Africa and South America
12:01offer great opportunities.
12:07This three-day conference addresses themes such as the dynamics
12:11influencing the Atlantic region, the challenges of international cooperation
12:15from the point of view of the New South, as well as the impact
12:19of political and economic tensions on global geopolitics.
12:23During the Atlantic Dialogue, Omar Hilal said that the South,
12:27in all its plurality, constitutes a call for dialogue,
12:31for diversity, for more inclusiveness and for the respect
12:35of state sovereignty.
12:37Here are the permanent representatives of Morocco
12:39in the United Nations.
12:41We are able to create a South that is solidary.
12:45We are practically 135 countries in the South.
12:49It is a powerful voice, but for it to be impactful,
12:55it must be united, it must be solidary.
12:58Especially on major issues, there is no intention to interfere
13:04in the issues of sovereignty or internal issues of states,
13:08but the South is capable, when it is solidary,
13:12to achieve unimaginable results.
13:15It is capable of the impossible.
13:18Will there always be a need for the North?
13:21In any case, there will be a need for the North for the transfer
13:25of technology, because the South cannot sell everything to the South.
13:33There will be a need for the North for education, training
13:38and cooperation at the level of the United Nations.
13:43The South cannot live in authority, otherwise it will be weak.
13:47But multilateralism is the answer to North-South cooperation
13:53and above all, to work together.
13:56The North is also capable, in the development of the South,
14:00as Morocco does, as part of trilateral cooperation,
14:04to bring a lot of things.
14:07The North needs the South as the South needs the North.
14:13It is the beginning of a new ministerial leaflet in France.
14:16Emmanuel Macron appointed François Bayrou in Matignon.
14:19Received today for nearly two hours by the clock at the Elysée.
14:23The boss of the Modem has bread on the table,
14:26charged with forming a new government after Michel Barnier.
14:29His mission is to find an agreement to survive longer
14:33than his predecessor and to adopt a budget in a fractured political landscape.
14:42How to explain this choice made on François Bayrou?
14:45Is the boss of the Modem really the man of the situation?
14:49Chiemba Di, former Tunisian minister, gives us his analysis.
14:55It must be said that after 14 days of negotiations,
14:58we still did not know the Prime Minister of France.
15:03So there were several names that were advanced.
15:06There were several meetings that took place.
15:09But until today, until the last minute,
15:13we were not sure of the name that Macron was going to announce in French of his Prime Minister.
15:19Was it a surprise or not? Yes or no?
15:23Macron, I think he hesitated a lot to name François Bayrou.
15:28Because first of all, it is true that he is a centrist,
15:31but he is known for being a close ally and faithful to Macron.
15:39So it's a little bit of Macronism that continues to reign.
15:43And it's going to be a problem in the future,
15:50because it's not the goal of the maneuver with this change of government.
15:54It is not yet to name someone who is clearly close to the current president,
16:03who is very weak and who has never been so unpopular.
16:08Who is behind François Bayrou's staff, the Modem boss?
16:12Back on the rise of the new pensioner of Matignon with Raja Ingo.
16:18Emmanuel Macron's ally
16:22Emmanuel Macron's ally, the centrist François Bayrou,
16:25is entrusted with the post of Prime Minister at the age of 73,
16:28in a France in a political and economic impasse.
16:31The president of the democratic movement Modem
16:33will have to use all his political experience and his talents as a conciliator
16:37to compose with a fragmented National Assembly.
16:40After three failures at the presidential elections of 2002, 2007 and 2012,
16:44the mayor of Pau has signed an alliance with Emmanuel Macron for the 2017 presidential election.
16:49After this alliance, François Bayrou becomes a trusted advisor to the head of state,
16:53but also a critical observer of his governance and his reforms.
16:57Named the 17th Minister of Justice,
16:59François Bayrou had left the government on June 21
17:02due to the opening of a preliminary investigation
17:05on the case of the alleged fictitious jobs
17:07of the parliamentary assistants of the Modem in the European Parliament.
17:10He was finally relaxed.
17:12In September 2020, he was appointed commissioner of the plan,
17:15while assuring ministerial positions for his allies of the Modem.
17:18Then in 2022, Emmanuel Macron chose him as Secretary General
17:21of the National Council of the Reformation.
17:23In February 2024, he delayed the governmental resumption
17:27after the resignation of Elisabeth Borne
17:29by refusing a ministerial portfolio within the team of Gabriel Attal.
17:33François Bayrou explains having refused the Ministry of the Armed Forces,
17:36expressing his preference for national education,
17:38of which he was a minister from 1993 to 1997.
17:42He will say of the presidential election of 2027
17:44that the challenge is to manage to reconcile
17:46the France that fights at the bottom with the France that decides at the top.
17:49His courteous relations with Marine Le Pen
17:51could help the expected pacification.
17:53He would have given in 2022 his sponsorship to Marine Le Pen
17:56for the presidential election in order to save democracy.
18:01Morocco and Kazakhstan strengthen their bilateral cooperation.
18:05During a meeting yesterday at the headquarters of the Moroccan Ministry of Justice,
18:09three agreements were signed between the two countries,
18:12in particular in the legal field.
18:14Alain Benani for the details.
18:18Three crucial agreements in the criminal field were signed this Thursday
18:22during a ceremony presided over by the Moroccan Minister of Justice,
18:25Abdelatef Oubi, and the Kazakh Prosecutor General,
18:28Berik Asilov, in the presence of high officials from the two countries.
18:33Today we signed three important agreements for our two countries,
18:37agreements related to the criminal field.
18:40I am convinced that the Kingdom of Morocco will remain our reliable partner.
18:45I am sure that these agreements will make a great contribution
18:49to strengthen cooperation between the two countries.
18:52This is our first visit here in Morocco
18:55and I would like to congratulate the Moroccan Minister of Justice
19:00for the great work he has done to achieve these agreements.
19:09The first agreement is related to the judicial approach in criminal matters
19:13and aims to improve coordination in the fields of investigation,
19:17research and evidence collection.
19:19The second agreement concerns the transfer of convicts,
19:22thus allowing prisoners to purge their crimes in their country of origin.
19:26The third agreement concerns the extradition of criminals
19:29and aims to fight against transnational criminality
19:32and reduce the risk of impunity.
19:39We are very proud of this meeting on the criminal field.
19:42Other agreements will be signed in Kazakhstan and will concern the civil field,
19:46and this will be another action in order to deepen cooperation between the two countries.
19:51Kazakhstan is a friendly country of Morocco
19:53and it adheres to the positions of the Kingdom and supports them all.
20:01These agreements intervene at a time
20:03when the challenges related to organized crime and terrorism are increasing,
20:07thus reflecting the commitment of the Kingdom of Morocco
20:10and the Republic of Kazakhstan to strengthen their collaboration in the face of these phenomena.
20:14The agreements also aim to establish sustainable mechanisms
20:17for the exchange of information and expertise,
20:20thus contributing to the strengthening of security
20:23and stability at the regional and international level.
20:30Thousands of Syrians invaded the streets on Friday
20:33at the call of the head of the armed coalition
20:36who took power in Damascus to celebrate the victory of the revolution
20:40after the fall of Bashar al-Assad's regime.
20:43As a reminder, after an 11-day offensive,
20:46a coalition of rebel groups dominated by HTS
20:49seized Damascus on December 8,
20:52but finally a half-century of power of the Assad family.
20:59During this time, while the situation in Syria
21:02is at the heart of a meeting today of the G7 countries,
21:06Antony Blinken, who is on a regional tour focused on Syria,
21:10repeated in Iraq and Turkey that the United States would work
21:14to prevent any resurgence of the Daesh group
21:17after the overthrow of Bashar al-Assad's power.
21:20In Jordan, the head of American diplomacy
21:23has pleaded for an inclusive transition
21:26to a responsible and representative government.
21:29The European Union wants to enter into contact
21:32soon with the Syrian authorities at an operational level,
21:35according to a senior European official.
21:40The news leads us to Gaza.
21:42The Palestinian enclave is still piloted by the Israeli army.
21:46At least 58 people have been killed in the last 24 hours.
21:50Among them, 12 agents in charge of securing aid trucks
21:54which were on their way to UNRWA warehouses,
21:57the Palestinian Refugee Aid Agency.
22:04$500 million is the amount of new American military aid to Ukraine.
22:09The Biden administration is multiplying support gestures in Kiev
22:13before the arrival of Donald Trump in January.
22:16More details with Raja Ingo.
22:22The United States has sent another large shipment
22:25of equipment and weapons to Ukraine.
22:27This material includes ammunition for rocket launchers,
22:31drones, military vehicles,
22:33protection equipment against chemical,
22:36radiological and nuclear attacks.
22:39Today, the President has approved a new package
22:42for Ukraine's security,
22:44which will provide them with additional air defense equipment,
22:47artillery, drones and armored vehicles.
22:49This is the 72nd shipment sent by the United States.
22:52Since early December,
22:54the United States has announced three new shipments of equipment
22:57estimated at more than $2 billion.
22:59Meanwhile, Russia is multiplying its strikes on Ukraine.
23:02This Friday, Moscow fired 93 ballistic and cruise missiles on Kiev.
23:12Vladimir Putin is trying to erase Ukraine from the map.
23:15He is trying to fundamentally change the security architecture
23:18that has kept Europe safe for decades.
23:21What is happening in Ukraine could also happen here
23:24and whatever the outcome of this war,
23:26we will not be safe in the future
23:28unless we are prepared to face the danger.
23:35For nearly three years,
23:36Russia has been bombing its neighbors with missiles and drones.
23:39Ukrainian thermal power plants have been seriously damaged
23:42by massive strikes.
23:43Russia regularly bombs its infrastructure,
23:46causing power cuts throughout the country
23:48in the middle of the winter season.
23:51And that's it for today.
