11:28covering 32 provinces and prefectures in the 12 regions of the Kingdom.
11:33What are the objectives outlined in the implementation of these projects?
11:41First of all, we must recall the dynamics of this commission,
11:45which met for the 6th time in a period of 18 months.
11:49The first meeting took place in May 2023,
11:52and since then there have been a series of meetings and each time very interesting projects
11:56that have been put on the table of this commission.
12:00These are generally projects that frame with the strategy,
12:04the dynamics of our country.
12:06In terms of economic diversification,
12:09you know that today we can talk about three sectors
12:14where I would say positioning of everything that is business as investment.
12:18Of course, there is investment in everything that is the traditional sector of Morocco.
12:23Of course, agriculture, textile, agri-food, etc.
12:27And then there is the second sector, which are the new jobs in the world of Morocco.
12:32And of course, we are referring to the automotive industry,
12:35the aeronautics industry, as well as the electric and electronic industry.
12:40And then there is the third sector, which is growing.
12:43These are investments that are linked to a medium- and long-term strategy.
12:48You know that Morocco today is integrated in everything that is sustainable development,
12:52in everything that is water disposal, in everything that is energy,
12:55especially hydrogen, in everything that is electrification and mobility.
13:00So I would say that this is also a sector that is growing.
13:04Of course, the goal is to create more wealth, but also to create employment,
13:09because indeed the question of employment and the problem of employment is raised.

13:39Indeed, we can note both aspects.
13:41First of all, of course, the positive dynamics in terms of investment amounts.
13:45Sometimes we see that the amount is growing from one Commission to another.
13:48Today we are talking about 134 billion dirhams.
13:52This is a very, very, very important budget,
13:55in which there is of course a part of public investment and a part of private investment.
14:00And then, of course, there is job creation.
14:03So we're talking about 28,000 jobs.
14:06I would say that it is necessary to take the quantitative dimension,
14:11but also and above all the qualitative dimension.
14:14Because from now on, in fact, the employment that is created in Morocco around this sector
14:19is a quality employment.
14:21It is a job that requires high skills,
14:26but also that is based on new technologies.
14:30And this is very important,
14:32because it brings out an increase in added value.
14:35It increases and brings out, of course, the involvement of Morocco in more advanced sectors.
14:41Today, more and more, Morocco invests in high-tech sectors
14:46and has great added value.
14:48And of course, for that, it needs human capital.
14:51And so these 28,000 jobs are essentially highly qualified jobs.
14:57Among these projects, 52 have been adopted for nearly 113 billion dirhams,
15:05allowing the creation of nearly 18,000 direct and indirect jobs.
15:10How do you assess these projects?
15:16So these projects, in fact, the first assessment, which in my opinion is very important
15:21and which has actually been revealed,
15:24is the fact that it affects the 12 regions of Morocco,
15:27with more than 32 prefectures and circumscriptions.
15:33This is very important because one of the objectives,
15:37I would say, of the new development model and of the orientations,
15:41especially in fact royal,
15:43is to go towards more social imbalances
15:46and more reduction of territorial imbalances.
15:50And so it has been very revealing
15:53that these investments will affect the 12 regions
15:56because today Morocco aspires to give more momentum,
16:01especially to remote regions,
16:03to regions that have so far, I would say,
16:06less benefit from investment.
16:08This is a very important area.
16:10The second area is the fact that it affects practically,
16:15I would say, most of the sectors of activity
16:18on which Morocco works,
16:20with an increasing trend in sectors such as desalination,
16:26such as renewable energies,
16:28as well as agriculture.
16:30It remains an important sector.
16:32There is, of course, real estate.
16:34There is also tourism.
16:36You know that Morocco aspires to reach the number of 17 million visitors.
16:40So it must be said that these are investments that support the dynamics
16:45and that support the major strategic orientations in our country.
16:49The Commission has also approved projects
16:53of an amount of 45 billion dirhams of private investment.
16:58Can we deduce, accountant,
17:00now on the dynamics of private investment in the kingdom?
17:06There too, it is one of the major orientations,
17:09called by His Majesty.
17:11It is a trend, the reversal of this private-public equation
17:16to go towards more private.
17:18But in a period of transition,
17:20of course, we still need the public.
17:23It should be remembered that until 2030,
17:25Morocco will invest a lot in the field of infrastructure,
17:29in the field of mobility,
17:31and this necessarily goes through public investment.
17:35But in the process, we are preparing a transition
17:38so that the private sector takes over
17:41after this effort of public investment,
17:44so that it takes over and becomes the first source of investment.
17:48But here we are in a period of transition.
17:50The fact that there is this amount of 47 billion dirhams of private investment
17:56indicates that the dynamics are there.
17:59It will certainly increase in the future,
18:02but I would say that we feel that the private sector
18:06is more and more involved in this momentum of investment.
18:13Mr. Komat, four projects generating nearly 10,000 direct and indirect jobs
18:19have been adopted as part of the strategic projects
18:23for 21 billion dirhams.

18:36It should be remembered that one of the contributions,
18:39in particular of the new investment chart,
18:41is that it has linked the support of the State for investment
18:45to a number of criteria.
18:47Of course, we have mentioned the reduction of territorial imbalances.
18:51Investment in more remote regions
18:54will benefit from even greater advantages.
18:58The fact that investment creates jobs
19:02is an encouraging element that will be encouraged by the State.
19:06The fact that women are, I would say,
19:09a place in this act of investment in terms of jobs
19:12is one more point.
19:14That is to say that there are a number of criteria
19:17that will go up to 30% of investment as support from the State
19:21depending on the degree of commitment in these different criteria.
19:25Then, of course, there is another very important area,
19:27which is the strategic aspect of investment.
19:30These are investments that are part of the country's strategic priorities,
19:35which are, of course, sustainable development,
19:38which are, in fact, today, everything that is hydrogen,
19:41everything that is mobility,
19:44everything that is, I would say, agriculture, but innovative,
19:48and then also sectors,
19:51especially everything that is innovative financial systems, etc.
19:54That is to say that Morocco today,
19:57in terms of its strategies, which are medium-term and long-term,
20:01when we mention the medium-term, it is 2030-2035,
20:05the new development model,
20:07and when we mention the long-term, it is 2050.
20:10So, we have a set of strategic objectives
20:13and all the investments that are part of these strategic objectives,
20:18we qualify them as strategic,
20:20and they have a special attention from the State
20:24in terms of encouragement,
20:26in terms of preparing a favorable framework,
20:29in terms of facilitation, procedures, etc.
20:32And so, to say that there is an integrated vision,
20:34a global vision to balance it in terms of the employment of young people,
20:38the employment of women, the reduction of territorial imbalances,
20:41and then the framing of projects with the strategic orientations of the country.

22:12des investisseurs étrangers, mais également des investisseurs nationaux.
22:15Et là, également, il faut rappeler que le Maroc, aujourd'hui,
22:18de plus en plus est attractif sur ces secteurs qui sont liés
22:23à des priorités universelles, parce que le Maroc s'intègre
22:26de plus en plus d'une dynamique universelle.
22:30Très bien. Globalement, quelle appréciation faites-vous
22:36de tous ces projets pour l'avenir du Royaume
22:40et quelles seront les perspectives ?
22:45Alors, l'appréciation ne peut être que positive,
22:48parce qu'il s'agit, on parle de deux volets très, très importants,
22:52qui sont l'investissement, c'est-à-dire la création des richesses,
22:55l'amélioration du produit national brut.
22:57Il faut rappeler que le Maroc a comme objectif de doubler
23:01le revenu intérieur, plutôt individuel, à l'horizon 2035.
23:06Tout cela passe forcément par de l'investissement.
23:09La deuxième chose, c'est l'emploi.
23:12Et d'ailleurs, nous sommes à la veille de la proposition
23:15par le gouvernement d'une stratégie à moyen et à long terme
23:20pour, justement, créer une dynamique en termes de création d'emplois.
23:24On part d'une stratégie sur cinq ans et d'une stratégie sur dix ans
23:28qui sera dévoilée les prochains jours, les prochaines semaines.
23:32Et l'atteinte des objectifs stratégiques en termes d'emploi
23:36ne pourrait, ne saurait être réalisée
23:38que s'ils sont accompagnés par une dynamique d'investissement.
23:41Donc ça, c'est très important.
23:43La deuxième chose, c'est qu'en fait, aujourd'hui,
23:47nous avons un objectif d'atteindre un taux de croissance de 6 %.
23:52Ces dernières années, c'était entre 3 et 4 %,
23:55mais l'objectif, c'est de passer à 6 %.
23:57On ne peut pas atteindre ce taux de croissance
23:59si on n'y a pas un élan d'investissement.
24:03Et puis, également, et ça, c'est très important,
24:06c'est de bénéficier toute la population de cet effort-là.
24:10Et là, bien sûr, il y a l'État social, le projet royal,
24:13mais qui a besoin d'être alimenté et financé par une dynamique économique,
24:17parce qu'il faut rappeler qu'il s'agit de 51 milliards de dirhams chaque année
24:22qu'il va falloir financer,
24:23mais pour cela, il faut de l'investissement et de la dynamique économique.
24:26Et puis, également, un développement, je dirais, inclusif et équilibré
24:31entre les différentes régions.
24:33Et cela, bien sûr, suppose une orientation de l'investissement vers des régions
24:37qui, aujourd'hui, en bénéficient moins.
24:39Et donc, tout cela, s'il est bien construit,
24:43tel qu'aujourd'hui, on a tendance à le faire,
24:45dans le cadre d'une commission qui suit de près,
24:48qui se réunit régulièrement,
24:49ça devrait déboucher sur des résultats,
