00:00Which agencies and programs were added and financed when the 2025 National Budget passed through the Bicameral Committee of the Senate and the House of Representatives?

00:09The Congress, which is counted by the House and the Senate, suddenly jumped the budget of Php 18.8 billion.

00:16Their fund is now Php 50 billion.

00:19How did it used to be when it was only included in the plenary is Php 31.3 billion.

00:24Php 17 billion was added to the House of Representatives, and Php 1 billion to the Senate.

00:29The question is, why did the Congress suddenly jump the budget?

00:33We are still waiting for a statement from the Senate and the House of Representatives.

00:36In a statement, Congressman Zaldico, the Chairman of the House Committee on Appropriations, said

00:40that the changes made by the Bicam in the 2025 Budget are a long-term solution.

00:46But first, Senator Coco Pimentel's question is, why did the Bicameral Committee jump the additional funds

00:53and not in the plenary that is being followed by the public?

00:56Why didn't we release it in the plenary and discuss it?

01:01Why did the Bicam have to do this, Mr. President,

01:06when the budget of a chamber almost doubled?

01:13If the DPWH added to the Bicam almost Php 289 billion,

01:19the DepEd added Php 12 billion.

01:23That is why DepEd Secretary Sonny Angara was dismayed.

01:26We are a bit saddened because we want our education to be modern,

01:32and our teachers and students should be able to use new technologies, like computers.

01:39Yes, it is important to focus on infrastructure,

01:42but it is also important for the government to focus on the people, particularly on education.

01:48It is very important to focus on infrastructure,

01:53that is why the increase of the funds was so big in the various important agencies under it.

02:01This is the first time that the agency's fund exceeded Php 1 trillion for a year.

02:08The dean of the Ateneo School of Government, Philip Arnold Duanio,

02:12said that the DPWH's fund should be monitored carefully

02:15as to how it will be spent, especially since the issue of corruption is not new to the agency.

02:20It really needs to be monitored,

02:22because we know that there are projects that the DPWH is implementing,

02:26such as flood control projects.

02:28These are projects that are vulnerable to issues of graft.

02:34It should be noted that the agencies that have the largest amount of funds in the Bicam

02:38are the agencies that are directly involved and directly help people,

02:42such as the DSWD, which reduced Php 96 billion,

02:46PhilHealth, DOH, CHED, National Irrigation Administration, and Department of Agriculture.

02:53In the DSWD, most of the budget was removed from the office of the DSWD Secretary,

02:58while others were removed from the National Commission of Indigenous Peoples.

03:02In the DOH, Php 26 billion was removed from the office of the Secretary.

03:06We are still waiting for the reaction of the so-called departments.

03:10The DND, or Department of National Defense, added a fund of almost Php 7 billion,

03:15the largest in the Army or Land Forces.

03:18There is also an addition to the Navy or Marine Corps.
