00:00Four out of every ten Filipino college students
00:03stopped their studies at school.
00:06That's what came out of the study of the 2nd Congressional Commission on Education.
00:10The commission called on higher education schools.
00:14Witness, Niko Wahe.
00:19Gabby was a pre-med student from 2016 to 2017,
00:24but she stopped.
00:25She shifted to ABN Communication and moved schools in 2017.
00:30But when it came to 2019,
00:32when she was already in her 4th year and only had one semester to complete,
00:36she completely stopped her studies at school.
00:39I couldn't support my studies anymore.
00:43I wasn't a priority.
00:45Some wanted to help Gabby with her studies.
00:49Someone offered to pay for her tuition.
00:51The expenses for group projects,
00:55and for my daily food expenses,
01:00I couldn't afford it.
01:02When I was in college,
01:04I had to pay P100 for my daily food expenses.
01:07Even for massages, that's all I had.
01:10I only had P30 left.
01:14I struggled with my food expenses.
01:19Being a working student is an option.
01:22But...
01:23Maybe my body couldn't take it.
01:25But I have friends and workmates who are actually
01:28doing their studies and work simultaneously.
01:33I can see their physical state and mentality.
01:41They are very strong.
01:43If I was in their situation,
01:45I wouldn't be able to do it.
01:46My mentality is not that strong.
01:50Julia stopped her studies in college in 2012.
01:54She admitted that her parents couldn't afford
01:56to pay for her tuition
01:58in the Information Technology course.
02:00I could feel it,
02:01although they didn't tell me technically.
02:05My parents tried to force me,
02:07even though I knew they were struggling.
02:09They were in debt.
02:10They were in debt.
02:12Her reason for stopping her studies was added by Mabuntis.
02:16Those like Gabby and Julian,
02:19who are among the top college dropouts in the Philippines,
02:23according to the report of the 2nd Congressional Commission
02:26on Education of EDCOM 2,
02:28four out of every 10 Filipino college students
02:31stopped their studies in college.
02:33They need to work.
02:35That's the main reason we saw.
02:38Another reason is the lack of engagement.
02:41They are not engaged in studies.
02:44There are still many financial reasons
02:47that they don't have enough money
02:49to continue their studies.
02:51On the other hand,
02:52the Free Higher Education Law
02:54or Universal Access to Quality Tertiary Education
02:57provides free tuition
02:59to state universities and local universities.
03:02But we know that the cost of tuition in college
03:05is the allowance.
03:07Allowance, transportation, food, lodging, projects.
03:11There are many expenses that they need to look for resources.
03:16First on the list of college dropouts
03:19is Bangsamoro Autonomous Region in Muslim Mindanao or BARM,
03:22which has a 93.4 percent dropout rate.
03:25Poverty rates are still worse or severe in BARM.
03:30But the other two reasons I see is peace and order
03:33is still an issue in some areas of BARM.
03:36We cannot ignore that reason.
03:39There are more private schools
03:41than state universities in BARM.
03:43That's why there is less benefit of free tuition there.
03:46Those who live in poor areas,
03:48they don't have easy access to higher education
03:52if there is no SUC in the area.
03:54Because the LGU cannot build an LUC.
03:57Edcom has a call to higher education schools.
04:01Let's think about how we can be more open
04:04to developments like this.
04:06Maybe part-time students,
04:09night classes, Saturday classes,
04:12especially now that we've tried distance education,
04:16we can do better if we try to be inclusive
04:19in our higher education system
04:21and be welcoming to students like this.
