00:00In other news, BINUONG KINTAKOM of the Camera made their first hearing today.

00:06Different illegal activities that increase the price of goods that causes starvation are being discussed.

00:14This is Joshua Garcia's report.

00:18In the first instance, the five committees of the Camera met for the hearing on the issue of smuggling and price manipulation in the country.

00:24In the KINTAKOM hearing, the committees discussed the issue of waste in means, trade and industry, agriculture and food, social services and food security,

00:32and the issues of increasing the price of goods that cause starvation in the country as part of the deliberation of House Resolution 254

00:39and also in accordance with the opinion of House Speaker Martin Romualdez.

00:42Based on the inquiry and aid of legislation, the problem of food has been solved and its security is secure in the country.

00:48We want to uncover the gaps that we need to plug to achieve this goal, and if needed, the personalities that should be made accountable for making this goal difficult to achieve.

01:03In the presentation of the committee, one of the forgotten issues is the logistics and warehousing of agricultural products.

01:08Where did Celceda ask this from the Department of Agriculture?

01:11It has been previously identified in so many hearings, Mr. Chair.

01:16And we agree that one of the reasons for these high prices is the price of logistics.

01:21The department is also embarking on the development of agricultural ports to also facilitate the transport of agricultural goods.

01:32In Celceda's study, it is possible to use 30 pesos per kilo of rice if expenses are reduced, such as transport, post-harvest losses, and others.

01:41In terms of food security, the DA's programs and projects, such as its four-year plan for a prosperous new Philippines,

01:50where the post-harvest systems and infrastructures are focused,

01:53a better logistics system for input and production output,

01:56streamlining of transportation, distribution for a sustainable and cost-effective agricultural system, and others,

02:02as well as helping small farmers and fishermen to sell their products and reduce middlemen and marketing layers.

02:09Just like what is currently being done by the President's program.

02:12The Senator of Pagdining, Mr. Quintaco, also gave the relevant laws on smuggling and price manipulation,

02:18such as the R82022 or the Anti-Agricultural Economic Sabotage Act,

02:23R810845, Anti-Agricultural Smuggling Act, of the available cases.

02:28As well as other laws, such as R810863 and 7581, which include the main purchases such as rice, oil, meat, vegetables, and others.

02:37In Pagdining, Rep. Erwin Tulfo emphasized that aside from government agencies,

02:42other sectors, such as farmers and private sector, should be included in Pagdining,

02:47to address the problem of high price of goods, which is the current issue of the committees.

02:53There is a big disparity. Farmgate is very cheap. When it comes to Metro Manila, it is very expensive.

03:00Is the problem in transportation? They will say it's transportation. No, we only have a few.

03:06It's also in retail. They will say it's retail. No, when it comes to us, it's already expensive.

03:10So somebody is making money here Mr. Chair. This is what we need to hear, these people.

03:17Meanwhile, the Department of Science and Technology discussed the study of those involved in nutrition,

03:24rice prices, suspected smugglers in the Department of Agriculture, and others for the next Pagdining.
