00:00The poll body's rather lax and open substitution process of candidates have them in the crosshairs

00:05of the Supreme Court, which ruled their permission for a former Kamala Commissioner to run as

00:10partless substitute in 2022, which crossed the line into wrongful and detransgressive

00:15realm. Now the poll body is revisiting those guidelines and may do some makeover work,

00:21as our Luisa Erispe reports.

00:25The Commission on Elections sees the possibility of releasing a revised

00:28or new set of guidelines for party list groups. This is after the Supreme Court decided that

00:34Komalek committed grave abuse of discretion in allowing the substitution of former Commissioner

00:39Ruena Gonzon for the P3PWD party list in the 2022 elections. According to the Komalek,

00:46this decision clarifies some of the blurred areas of their issued guidelines.

00:58To start with the crafting of the guidelines, Komalek will form a group to review possible

01:07revisions or provisions to the guidelines. Komalek sees the possibility of looking into

01:12the rules of substitution as well as their process of hearing appeals.

01:29Meanwhile, aside from revisiting its guidelines, the Komalek is also starting

01:35to wrap up its investigation on the questionable issuances of several birth certificates for the

01:41mass transfer of voter registrants. The poll body has assigned its law department to possibly file

01:47a case against the barangay captain of Barangay Carmen in the 1st District of Cagayan de Oro.

01:52On the decision and recommendation released by the ANBANC, the barangay captain may possibly

01:57face disqualification cases as well as administrative cases from the DILG. This

02:02captain is currently an aspirant for the House of Representatives. The Komalek will also request

02:07the Congress to craft a law that prohibits the poll body from accepting barangay certificates
