00:00Expect some changes in the map of the Philippines following the President's signing of the two laws.
00:08The three sea lanes and the territory of the Philippines are based on the 2016 Arbitral Award awarded to Darlene Khan.
00:23President Ferdinand Marcos Jr. signed the Maritime Zones Law and the Archipelagic Sea Lanes Law.
00:29The Maritime Zones Law establishes the territory of the Philippines following the 2016 Arbitral Award
00:35including the part of the sea that is included in the country and any of our Exclusive Economic Zone.
00:41It also formalizes the use of the name West Philippine Sea in the part of the South China Sea that is included in the Philippines.
00:49With these pieces of legislation, we align our domestic laws with international law,
00:54specifically the UN Convention on the Law of the Seas or UNCLOS.
00:58To improve our capacity for governance and reinforce our maritime policies for economic development and for national security.
01:07We are staunchly committed to nurturing, cultivating, and protecting our maritime domain.
01:14The Archipelagic Sea Lanes Law is official that establishes the three sea lanes of the Philippines.
01:19There are two routes that go to Ganluran.
01:22One is from north to south.
01:24Only those routes can be used by all ships and airplanes of other countries.
01:29The designated Archipelagic Sea Lanes and Air Routes aim to facilitate safe passage for foreign ships and aircraft
01:36without compromising our national security nor diminishing our capacity for good environmental stewardship.
01:44Because of the new law, it is expected that the new look of the map of the Philippines will be released in the coming days.
01:51Aside from the use of the name West Philippine Sea,
01:54the country will formally change its name to Benham Rise and it will become Philippine Rise or Talampas ng Pilipinas.
02:00We already have the maps prepared.
02:04We are just waiting for the implementing rules and regulations
02:09in order for us to modify or revise the maps that we have prepared accordingly until its final publication.
02:19When approved by the International Maritime Organization of the Three Sea Lanes,
02:23it will be implemented by our government.
02:25Anyone who violates the new laws may be punished,
02:30such as poachers or illegal fishermen in our territory
02:33and foreign ships and airplanes that cross the designated sea lanes.
02:38But it is expected that China will not recognize it.
02:41The National Maritime Council has admitted that additional funds are needed
02:45for the Philippines to fully monitor and detect these two laws.
02:50We need more assets, we need more bottoms, we need more technical capabilities to fully monitor, detect,
02:59and I don't want to say neutralize, but rather address any violations of our laws.
