00:00It has become increasingly clear former President Duterte will continue to skip the House Quad Committee probe

00:06simply because of the tough questions coming his way.

00:09And with no allies like Senators Ronald De La Rosa and Christopher Bongo to provide cover or cushion for him.

00:16So the members of the Quad Committee panel have opted to summon his counsel in the next hearing

00:21as we hear more from our Mela Las Moras.

00:25He has promised us, this committee, through his letter

00:29that after November 1, he will be present in today's hearing.

00:34What is this? Are we fooling around here?

00:36If we are not fooling around here, then what?

00:40Is he afraid?

00:41I would like to reiterate once again that we should invite again the former president to be present in the next hearing.

00:50Several congressmen expressed disappointment on former President Rodrigo Duterte

00:55after he snubbed once again the hearing of the House Quad Committee on issues related to illegal drugs

01:01and alleged extrajudicial killings during his administration.

01:05For the lawmakers, Duterte still has many questions to answer

01:08and his testimony in the Senate leaves a lot to be desired.

01:12In the next hearing, the Quad Committee has also summoned Duterte's lawyer, Attorney Martin Delga III.

01:18Attorney Delga previously sent a letter to the joint panel outlining the reasons why his client did not attend

01:24including the former president's reported doubts about the integrity and motives of the Quad Committee.

01:30Just to be honest, Mr. Chair, I don't think the former president will ever attend the Quad Committee hearing.

01:36I'm sorry to say that.

01:38And since Attorney Delga is his lawyer, I would wanted to ask him about the content of his letter.

01:45Although Duterte did not attend, many other resource speakers appeared at the hearing

01:50including former Police Colonel Eduardo Asierto, former Customs Intelligence Officer Jimmy Guban,

01:56businesswoman Rose Nonolin, former PT FOMS Executive Director Paul Gutierrez,

02:01and former DNR Undersecretary Benny Antiporda.

02:04Asierto even delivered a serious accusation against former President Duterte.

02:09Maybe my biggest accomplishment is that I discovered, we discovered the protection that President Duterte gave

02:22to two dark personalities, Michael Yang and Alan Lee.

02:28I think that's my biggest accomplishment.

02:34That's why I was able to work with them.

02:39In his past speeches, Duterte had already criticized Asierto several times over issues related to illegal drugs.

02:47If the former president appears before the Quad Committee, this is one of the issues they aim to clarify.

02:53Before the hearing, a holy mass was offered in the House of Representatives

02:57for the victims of alleged extrajudicial killings during the previous administration.

03:02The Quad Committee leaders also filed a new proposal concerning their investigation on Pogos.

03:07This is House Bill No. 11043 or the Proposed Civil for Future Act.

03:12This is a big step because we discovered a lot of properties acquired by foreign nationals in our country

03:24that we know are against our Constitution.

03:28That's why we are clarifying this through this House Bill so that it will not be repeated.
