00:00The PNP-CIDG cannot deny the possibility that former President Rodrigo Duterte may face
00:07murder charges for the cases of extrajudicial killings during his administration.
00:13According to CIDG Acting Chief Police Brigadier General Nicolás Torre III, if the evidence
00:18points to him, he will face charges, especially since the all-out war versus illegal drugs
00:24was his centerpiece platform of governance, and the thousands of unexplained deaths that
00:29resulted from it.
00:30If we see a link of anyone, including the former president, then so be it.
00:31We'll include them in the charges, if the evidence warrants.
00:39Justice Secretary Jesus Crispino Remulia shares the same sentiment.
00:43He even mentioned that the justice will bring no mercy to anyone found to be involved.
00:48As long as we don't get charged, what's important, if there's someone who's guilty in society,
00:53it's payment.
00:54That's all.
00:55It's crime and punishment.
00:57These pronouncements of the two officials come after their case conference on the reopening
01:01of the investigation on the death of General and former PCSO General Manager Wesley Barayuga.
01:08This is one of the cold cases believed to fall under EJK.
01:12During their meeting, which was held also with the National Bureau of Investigation,
01:16an agreement was struck that the PNP-CIDG and the NBI will perform a joint investigation
01:22on the case instead of a parallel probe.
01:25This will not be a parallel investigation anymore between the PNP and the NBI, but a
01:29joint investigation where the NBI and the PNP will all collaborate.
01:33So the main interface with the NBI is our CIDG.
01:38The CIDG said they may use the transcript in the congressional hearings for the investigation,
01:43particularly the statements of former PCSO General Manager Ruyina Garma and also the
01:48confession of Santi Mendoza.
01:50Garma is believed to be one of the suspects in Barayuga's case, while Mendoza testified
01:56against her.
01:57But the DOJ and the CIDG won't stop from the three priority cases mentioned in the Congress.
02:02The investigation aims to cover all other alleged EJK cases, and they ought to reach
02:07out to the families of the victims sooner or later.
02:10If there are people who are willing to testify and give us evidence, so we can revive the
02:15cases, because there is no silence until there is justice.
02:19The families of the victims should seek justice, and this is the start of the wheels of justice
02:27grinding for them.
02:28On the other hand, Duterte's former presidential spokesperson Salvador Panelo said the problem
02:34of the case the CIDG is looking into is the lack of evidence against the former chief
02:39executive.
02:40Panelo even rebutted Torre, stressing that if he really has the evidence, he should have
02:44filed the case long ago, even during the previous administration, when he was part
02:49of the War on Drugs campaign.
02:51Meanwhile, if CIDG is still planning to charge Duterte, they have already filed a complaint
02:56against the legal counsel of KOJC leader Apollo Quibuloy.
03:00They have filed a sedition complaint against Attorney Israeli Tutorion, SMNI anchors Lorraine
03:06Badoy, Jeffrey Sellis, and eight others.
03:09As you can see, the government is serving a warrant of arrest against five fugitives,
03:16and they're preventing us from doing so.
03:19The complaint is timely with the decision of Pasig Regional Trial Court denying the
03:23hospital arrest request of Quibuloy, which was commended by Senator Risa Hontiveros.
03:29Hontiveros even said she hopes the court will grant her request to let Quibuloy attend the
03:34Senate hearing next week.
