00:20Usec, overall, what are the areas affected by Baguio-Christine that still do not have electricity supply?
00:28The bad news is that Luzon and Visayas are affected.
00:33But the good news is that we are only here in the three cooperatives of the electric cooperatives.
00:42They are still separated. One is in Batangas, one is in Camarinesur, and the other is in Pangasinan,
00:50which is the area that still does not have electricity.
00:53But all the rest of the 74 electric cooperatives that were affected, 45 of them are partially powered,
01:07whereas 25 of them are fully powered.
01:12After the transmission, where the three electric cooperatives are the most affected,
01:22this is where we concentrate our distribution utilities.
01:26Like Meralco, they have customers, around 600,000, who were initially affected.
01:36And now, they are around 400,000, who are being targeted by today and by tomorrow,
01:44hoping that the weather will be good, like now, there is a sunrise.
01:50The 24x7 work of our linemen will continue.
01:56Usec, what is the reason for the lack of electricity?

02:05The number one reason is the flooding.
02:09Where the customers request from the distribution utilities to kill the electricity first.
02:17So, for example, in Pinalabak and Bilaor, which are two towns surrounding Naga City,
02:27they were the ones who requested to kill the electricity first
02:32so that the damage can be reduced.
02:36Because electrocution can compound our problem.
02:40That is what we are avoiding.
02:42So, the good thing is the energy sector was immediately able to provide
02:48and to tell the customers that we can supply you with electricity.
02:52Because in our generation sector, only one plant had a problem.
02:59So, the plant in Calaca is negligible.
03:03But here in transmission, our system operators in NGCP said
03:12that most of the areas we can already supply electricity,
03:16except for the three electric cooperatives.
03:18So, we focused on the low-hanging fruits,
03:21how we can reach the hospital, how we can reach the vital facilities,
03:28the ATM, so that the commercial areas can move,
03:32the additional restoration activities can move,
03:35how we can reach the water facilities,
03:38so that the availability of potable water in the area can increase.
03:42That is what our linemen are focusing on.
03:45So, if the weather is good, our linemen can speed up the return of electricity,
03:55we will just have a hard time reaching areas where the water is still high.
04:03So, the problem there is not only access, but also safety.
04:10Because of access, we cannot reach the areas because it is flooded.
04:14And for safety, we need to make sure that when we turn on the electricity,
04:20we have enough security that it will not add to the problem.
04:26What other local government units are focusing on is the fuel supply,
04:34where it is connected to access issues.
04:39So, the Department of Energy will have a meeting with our oil players
04:46to identify where specifically there is a problem
04:50in not being able to reach their product in the designated area that needs it.
04:57And the Office of Civil Defense,
05:00so that we can enhance or have a dialogue about delivery.
05:06If we need delivery by boat, or delivery by truck, or delivery by air.
05:14Jose, what is the latest update on the arrangement of transmission lines in Luzon and Visayas because of the storm?
05:22So, for transmission lines, we have four 69KV lines that are not available.
05:33That is what we need to focus on.
05:35There are only four that are affected by the Pangasinan Electric Co-operative 1,
05:43Central Pangasinan Electric Co-operative, Batelec 2, and Kasoreco 3.
05:53So, there are only four lines.
05:55Because one 230KV line is damaged, it has another route or alternate route
06:03that can deliver electricity to the customer.
06:09Like going to Naga, it has an alternate route even if there is a problem.
06:12That is a big highway of 230KV.
06:15But the 69KVs are affected by four electric co-operatives, not three, but four.
06:22So, Sentelco, Pangasinan Electric Co-operative 1, Batelec 2, and Kasoreco 3.
06:28Jose, what are the areas that still do not have electricity or energy or transmission?
06:36So, the area that is affected by Pangasinan Electric Co-operative 1 and Central Pangasinan Electric Co-operative
06:47is the province of Pangasinan.
06:49So, it is in the area of Dagupan and its surroundings.
06:54Then, here in Batelec 2, we have a problem there in Batelec 2.
07:00That is the area of Tanawan, Lipa.
07:03That area is in Batelec 2, next to the Miralco franchise area.
07:11Then, Kasoreco 3 is the area of Iriga City.
07:17It is in the southern part of Naga City.
07:20That area is lower.
07:23So, its surroundings like Nabua, Bato, Bula, Baao, Iriga, Iriga City, are still submerged in water.
07:39That is why we have a problem there.
07:42So, how long will it take for the repairs to be completed?
07:47And how can we avoid the destruction of transmission lines and power grids?

08:02where we are adding the teams of linemen to repair the electricity going to the areas.

08:57When it comes to distribution, like Meralco, like Kasoreko 4,
09:02Kasoreko 4 has been accepted,
09:04all the towns in Kasoreko 4 have received electricity except for the laterals
09:10or the houses that are in the corner, not along the main road or main line of electricity.
09:18So, most will be reached today.
09:20That is the strategy.
09:22Those are the stages of generation, transmission, and distribution.
09:26So, what we are saying is that in the transmission,
09:30the four electric cooperatives will be targeted so that the hospital can receive electricity,
09:37the vital facilities like the bank so that the ATM can run,
09:43the command centers, and the water facilities so that the potable water can be addressed.
09:49So, that is what we are working on.
09:51That is the priority.
09:52And when the electricity has reached the distribution, like Meralco,
09:56there will be 24x7 people to reach the customers who should receive electricity
10:03aside from the vital facilities.
10:05So, there will be a 24x7 work.
10:08So, they will respond to the flood when it is safe and they will receive electricity.
10:15So, that is our strategy.
10:17And that is different from the delivery of fuel or petroleum products
10:23like gasoline, diesel, and kerosene.
10:25Because we are looking at how the truck or boat can cross
10:31or whether it needs an airplane in a place that needs fuel.
10:37Because our boats run on diesel and gasoline.
10:41We need to transport them there.
10:43That is what we are strategizing right now.

10:48A message and a reminder to our fellow countrymen from the Department of Energy.
10:56So, we are submitting pictures of how our alignment is progressing
11:03so that the electricity can be returned immediately.
11:05It's not to only showcase that we are doing something,

11:14and we are doing our best to deliver the services immediately.

11:39We need more alignments.
11:40Even the Bicolano alignments are volunteering.

12:02so that we can repair them immediately.
