00:00Preparation of the community and technology in times of disaster.
00:05The center of discussion on the 4th and last day of the Asia-Pacific Ministerial Conference on Disaster Risk Reduction.

00:20Angelique, 22 town hall discussions will be held on the 4th day of the disaster convention that is taking place here in PICC.
00:29Now is the last day and later in the afternoon, it is expected that this conference will be officially closed.
00:35But in the discussions repeated by UNDRR,
00:39that the Philippines is playing a big role when it comes to disaster risk reduction in the Asia-Pacific region.
00:50I would really say that Philippines is a guiding light.
00:54This has been an extremely gratifying experience and such an honor to be able to host such a broad range as well as a deep range of knowledge.
01:05United Nations Office of Disaster Risk Reduction is happy because a large part of the Philippines
01:10at the end of the Asia-Pacific Ministerial Conference on Disaster Risk Reduction.
01:15We were called by UNDRR as a guiding light in the planning and implementation of the Sendai Framework in the Asia-Pacific region.
01:22Five important directions were formed in this 4-day disaster conference,
01:26including disaster financing, participation of the LGU, cooperation of private sectors,
01:31inclusivity of marginalized sectors, balancing of the disaster risk reduction and climate change adaptation.
01:38This happened because of the good opening on the first day of the conference.
01:42I have to say that all of this was very nicely prefaced by the Honorable President's address on day one.
01:51That really set the stage and that really encouraged us to raise the ambition
01:58and think about disaster risk reduction in newer, bolder ways.
02:03This kind of help is a big thing because the access of the Philippines to disaster response is expanding because of the help of other countries.
02:10There is no doubt that we can benefit from greater knowledge exchange, greater technical assistance.
02:17There is a need for us to also refine and develop our skills in terms of preparing projects so that they, in fact, are impactful.
02:28At the same time, they will receive the kind of strategic support we have from international partners.
02:33Today, we will focus on four topics of discussions.
02:36But this will be focused on the preparedness of the community and technology.
02:40Each topic will have its own discussion.
02:43The delegates started at 9 a.m. and will finish at 5 p.m.
02:48to prepare for the official opening of the four-day convention of 3,000 delegates from different countries and sectors of society.
02:57It is expected that DNR Secretary Maria Antonia Yulo-Luisaga and UNDRR Head Kamal Kishore will finish the entire program.
03:07Angelique, this is the first regional platform made by UNDRR and made here in our country, in the Philippines.
03:16That's why this happened after the adoption of the political declaration of the Sunday Framework Midterm Review.
03:23That's why we can say that this kind of help is very fortunate to be made here in our country.

03:47This is one of the many challenges not only of the Philippines but also of the member states of the Asia-Pacific
03:55on how to finance disaster risk reduction.
03:58What we have discussed here, Angelique, is that before and after the disaster,
04:04every country should have an action plan.
04:08And financing that is a challenge that many of us can solve.
04:15For example, the Asian Development Bank has a loan or grant that is given to the countries.
04:22The same goes for the institutions like the big businesses that are collaborating with our country
04:31to have funding for the necessary items and activities that we need to fund.
04:38Aside from the funds that the government has allocated for these things.
