00:20Good afternoon, Usec Marge. Good afternoon to you too, Ms. Lina.
00:23Good afternoon to everyone who is watching this program.
00:27Assistant Secretary Irene, what are the places that were affected by the storm Julián?
00:34And what assistance are you providing for these places?
00:39Were the food packs that were pre-positioned distributed to you?
00:48Well, Usec Marge, according to our monitoring,
00:52the two regions were the most affected, particularly Calaya and Batanes.
00:59In fact, the DSWD was able to pre-position family food packs.
01:05In the provincial government of Batanes, we have more than 5,800 family food packs.
01:11In Ivana, we also have 1,000 family food packs.
01:14In Uyugan, we also have 1,000.
01:16If we count the 5,000 family food packs that were pre-positioned in that area,
01:21in Sabtang, we also have more than 1,500 family food packs.
01:26Once the weather improves, Usec Marge, we will send these food packs to the affected areas.
01:35Also in Calaya, we are waiting for a go signal to send this assistance.
01:44The coordination of the DSWD is ongoing with the Office of Civil Defense
01:49so that we can access the assets of the Armed Forces of the Philippines, air and naval assets.
01:57For now, we can send assistance, particularly in Calaya.
02:03Meanwhile, in other areas in Region 2, we were able to send initial assistance,
02:11particularly in Santa Ana, Santa Praxedes, Pamplona, Apari, and also in Santa Rita, Cagayan.
02:20In addition to that, of course, the DSWD was able to release family food packs in Ilocos Norte.
02:27We understand that most of the local government units have already extended assistance to their residents.
02:35We also received requests from the LG youth for augmentation support.
02:41The good thing is that when we have goods pre-positioned,
02:46our countrymen will be able to access it quickly, particularly our partner LG youth,
02:52and we will be able to send it to the affected areas, again, particularly in Cagayan province.
02:59How many families are currently affected by the typhoon Julián?
03:05And are there still families that need to be evacuated?
03:10According to our 6 a.m. drawing, we were able to estimate that there are more than 29,000 families
03:18or more than 99,000 people affected in Regions 1, 2, and Cordillera Administrative Region.
03:29Actually, there are 311 barangays that were reported to be affected.
03:34Based on our data from our field offices,
03:39we learned that there are 58 evacuation centers that are open as of 6 a.m.
03:46There are 405 families or an equivalent of 1,204 individuals
03:52that are currently staying in the evacuation centers.
03:58Asik Eirino, regarding the supply,
04:01are the food packs that are being supplied to your field offices
04:05particularly in the Cordillera Administrative Region and Cagayan?
04:11That's right, Yusek Marge.
04:13In Region Car, we have more than 64,000 family food packs pre-positioned in strategic areas.
04:21In Region 1, we also have more than 117,000 family food packs pre-positioned.
04:27I need to say that in Region 2 and in Region 1, we have more than 73,000 food packs pre-positioned.
04:36And as we speak, our National Resource Operations Center here in our community
04:42is already arranging for augmentation in the areas that I mentioned.
04:48Because we understand that even though this is pre-positioned,
04:52of course, we need to distribute this to the affected areas
04:55and we need to sustain the delivery of this aid.
04:59That's why we have already prepared our dispatch plan in these areas.
05:05How does DSWD ensure the timely delivery of relief items to the affected areas of this typhoon?
05:15Well, Ms. Nina, as the DSWD always says,
05:20we use a whole-of-government approach
05:24to make sure that the aid that is needed
05:27can be delivered immediately to the affected communities.
05:31That's why the DSWD, as the Vice Chair of the Response Cluster of MDREAMC,
05:36is coordinating with other government agencies of the Response Cluster
05:42and at the same time with the Logistics Cluster of MDREAMC.
05:46That's why I mentioned earlier that we are coordinating with the Office of the Civil Defense
05:52so that we can access the air and naval assets of the Armed Forces of the Philippines
05:57so that we can send aid to the affected areas,
06:03particularly those in the island provinces,
06:06again, in particular Batanes and Calayan.
06:11So aside from that, of course, our coordination with the Logistics Cluster
06:16is what we did for the pre-positioning of family food packs.
06:21I could recall it perfectly that two weeks ago,
06:24we sent food packs to Batanes.
06:27And because of that, we were able to send aid to the affected communities in that province.
06:37So this whole-of-government project of the DSWD is really part of our good strategy
06:43because with that, we are able to strengthen our supply chains
06:48and we are able to deploy food packs through, first, the supply chain one,
06:55which is government-driven,
06:57where we were able to strengthen our coordination with the local government units
07:02and we were able to use their warehouses so that we can pre-position our food packs.
07:09Okay. According to the forecast,
07:11it is possible that this storm will intensify in the coming days.
07:16What are the preparations that the DSWD has made in case it intensifies?
07:21And are there flood-prone and landslide areas that you are watching out for?
07:28Yes, USECMARCH, our regional directors, particularly in Region 1, Region 2, and CARC,
07:34are continuously communicating with their local counterparts,
07:38our partners, the local government units,
07:41and local DREAMC so that we can make sure that the local government units are ready to respond or respond to the needs of the affected communities.
08:00Especially that the floods are continuous and we are making sure that the government is ready to respond
08:10if there is a continuous flood and landslides.
08:17So we are making sure that all of the assets are ready so that we can help our fellow countrymen.
08:24Apart from that, I also mentioned the continuous pre-positioning of family food packs and non-food items in these regions.
08:33As I mentioned earlier, we are also arranging our dispatch plan so that we can bring the replenishments in these areas that we have pre-positioned.
08:44Even though we have pre-positioned, we are already receiving requests from the local government units.
08:51To sustain our relief efforts, we will be sending additional food packs to the three regions that I mentioned earlier.
08:59Okay. For the affected individuals of the Hulian Flood, is it also possible to distribute assistance to individuals in crisis situations?
09:09Is the DSWD or AICS a program?
09:13Yes, Ma'am Nina, that's one of the interventions that the DSWD can provide.
09:20Based on the coordination that our regional offices are doing, the rapid damage assessment and needs analysis has also been mentioned.
09:31Based on that, we will know the additional assistance or interventions that we can provide.
09:39The assistance to individuals in crisis situations, especially if there are injured or saddened, but I hope nothing will happen,
09:48that there is a solution based on the effects of the Hulian Flood.
09:53Again, with the coordination of the DSWD as part of the response cluster with other government agencies,
09:59we also discussed the shelter assistance for those affected whose houses have been totally or partially damaged.
10:11The DSWD's role is to resolve that.
