15:59She's like, oh, gee, I thought this was me. Like, we look so similar.

16:05The thing that was special about Bianca is that she just made you feel really good talking to her.
16:12Like, honestly, genuinely one of the kindest people I've ever met.
16:19We first started to talk to each other on like an online message group.
16:23We're both really into art, so we'd always talk about that type of stuff.
16:27We'd try to work on projects together.
16:29I'm not sure we ever had the chance to look at some of her art, but they're very talented.
16:33I always thought that she would also go to art school.
16:38We were able to relate to each other in a way that, you know, I couldn't really relate to a lot of people.

17:12When she was about 12 and in the seventh grade, she started to struggle with mental health and depression.
17:20She was eventually diagnosed with borderline personality disorder.

17:43Bianca always wanted help for her mental health.

18:05She knew so much about it, and I knew she was very passionate about the subject.
18:09And she went into really intense detail, and it just made me feel really good.
18:22I like them all, but this one I feel like, you know, just really beautiful.
18:29I was working with this local program, and I was a mentor.
18:35The program was actually geared towards teens with mental illness.
18:39And I had met Bianca, I believe she was just turned 16.
18:43Obviously at the time, she didn't know that I had owned a modeling agency.
18:46So I looked at her, and I was like, we were meant to meet your model.
18:50And she went home and told Kim, and Kim texted me.
18:52She was like, wait, are you serious?
18:54It was kind of like we were meant to cross paths.
18:58Once these images were taken, I'd reached out to agencies to be like,
19:02hey, like here's this new face, you know, I'd love for you guys to meet her.
19:05We're going to try to get down there, and basically was waiting for a response from them.

19:22With the borderline personality disorder, Bianca had a very low self-esteem at times.
19:27And so I think the attention of the internet really kind of helped build up her confidence.

33:19Bianca was a frequent poster on, um, this 4chan forum called R9K,
33:23which is ostensibly this forum that is intended for posting original content,
33:29but it sort of developed a reputation as an incel forum.
33:37Clark kind of was a major participant in some incel 4chan types of communities that really hated women.
33:48So my understanding of the incel community is that they are involuntarily celibate.
33:59What he posted online, which appeared to be his motivation,
34:05very much is in line, I think, with that kind of, uh, I guess I'd say ideology.
34:13I think that he shared a lot of the incredibly violent and angry and misogynistic beliefs of that community.
34:22Bianca had what they call all these orbiters, uh, and they would talk about her on, and make up lies about her on 4chan.
34:30And that's how Bianca started going on 4chan was because, you know, she's a teenager and, oh, someone's talking about me.
34:36So she felt she needed to go defend herself.
34:38A lot of these guys can come off as really friendly and fake, and then you cross them once,
34:43and they turn on you because you're not playing the part in their little fantasy.

34:54The message was, guess you'll have to find someone else to orbit, fuckers.
34:59Brandon's violence, to me, grew out of this acceptance online and in the communities that he frequented

35:25because then Bianca's family and his own family would have to testify, and he didn't want anyone to go through that.
35:30So he pled guilty, his sentencing hearing was scheduled, and Colbert shut everything down.
35:36And it basically pushes off that sentencing for Clark.
35:40And so finally, around October of 2020, we are all going in for sentencing,
35:46and he says that he wants to withdraw his guilty plea.
35:50And then Clark, back in Oneida County Court this morning to formally withdraw his guilty plea.
35:56We had some warning this might happen.
35:58But it was still a great check.
36:00He is just an evil psychopath murderer.
36:20People were posting the picture and tagging Bianca's account.
36:23The fact that the images had stayed up for so long on Instagram, like, it was a really huge problem.
36:32And I reached out to Instagram because that's where the images were primarily spreading at that point.
36:37The sense that I got from Instagram is that they were trying to prevent the spread of these photos,
36:43but they were simply circulating too fast, which unfortunately is very common in cases like these.
36:48Once Pandora's box is opened, it's hard to sort of just put it back.
37:01My family had really protected me from seeing Bianca like that.
37:06And one night, I was just in my living room, and I got a notification from Instagram that I was tagged in a photo.
37:14And the photo was an ex-convict.
37:17To see your child with such wounds and to see what someone was capable of doing to your child,
37:28that's probably the most devastating thing you can ever see, is to have to really see that.

38:00Bianca's death photos spread just so rapidly.
38:05I mean, people all over the world were seeing this picture of her.
38:10Instagram were very aware that there was a problem.
38:19The role that the online platforms played in every aspect of Bianca's murder cannot be understated.
38:29Her murderer's account was left up for over 24 hours,
38:34and Instagram said that they had to authenticate the account and authenticate the crime.
38:41Why does that matter?
38:43Like, the person is, whoever's account it is, is disseminating murder material.
38:51You know, err on the side of caution.
38:54You know, it's been called psychological terrorism, and that's exactly what it feels like.
38:59And we really feel that we need to hold these companies accountable.
39:07I am advocating for what I have called Bianca's Law.
39:13If a social media company knows that there is harmful graphic content
39:19that is continuously being uploaded, that they have to take action to block it.
39:31It's the case study of Bianca Devens.
39:36We are seeing a phenomenon right now around online misogyny and online violence against women,
39:45where it is becoming more and more popular.
39:46These ideas don't just exist on 4chan or 8chan.
39:51These ideas exist on TikTok.
39:54When young people view this type of content en masse, high, high dosages,
40:00it actually changes the way they think and the way they behave.
40:03The case of Bianca Devens is really important because it encapsulates sort of a modern tragedy.
40:13Social media gives everybody the power and the ability to become famous.
40:18And if you can't do it on your own merits, there's another option for those people.
40:22Would he have committed the murder if it were not for social media?
40:27We don't have an answer to that.
40:30But it's a question worth asking.
40:53After nearly two years since the death of Utica teen Bianca Devens,
40:58the man charged with her murder finally appeared in Oneida County Court this morning for sentencing.
41:06I hate him.
41:08I know that there are victims and families of victims who eventually get to the point where they'll say,
41:15I forgive you. I don't think I'll ever get to that point.
41:18He took my entire life from me.
41:22I was told by law enforcement that if it wasn't Bianca, it would have been another victim.
41:30He was going to do this at some point.
41:48If they ever release this man, then it's going to weigh heavily on their conscience.
41:55Because they're not giving justice to Bianca.
41:58They're not giving peace to our family.
42:01And they're putting this community at risk.
42:08I'm still waiting for Bianca to come home, honestly.
42:10At Christmastime or at her birthday, different holidays, it's like, oh, I have to buy gifts for Bianca.
42:16And then you remember.
42:18And that's really hard.
42:25My dad will often send pictures that come up in his Google memories.
42:30And I just broke down.
42:34Okay, no.
42:36Okay, no.
42:42Just the enormity of the loss.
42:47And it's like, she's really not here. She's really not coming back.
42:51That's hard to accept.
42:53I'm not the only one going through this.
42:55There's so many people that are being affected.
42:58I know for my parents, it's like not only losing their granddaughter,
43:02but then they have to watch me go through this pain.
43:07And they have to watch Olivia go through this pain.
43:10There's nothing they can do.
43:12I can't fix anything for Olivia.
43:14And my parents can't fix anything for me.
43:17And it's just, it's really hard to watch other people.
43:22I never, I don't cry.
43:24But apparently I do now.
43:33It's peaceful up here.
43:36Everything here mostly was left by friends of Bianca.
43:42I find it comforting that other people come here, too.
43:45It's always nice to see that people still visit her and leave her things.
43:51Just to know that, you know, she's remembered.
