00:00Another priority bill was passed by President Ferdinand R. Marcos, Jr. today.
00:07This is the Magna Carta of Filipino Seafarers that can further strengthen the protection given to our marines
00:15and expand their opportunities.

00:23Today, we gather for this ceremonial signing of the Magna Carta for Filipino Seafarers,
00:30an act that transcends what we have seen today, just mere ink and paper. It's way beyond that.
00:37President Ferdinand R. Marcos, Jr. has already signed the Magna Carta for Filipino Seafarers
00:42in Malacanang this morning.
00:44This law is intended to protect the rights and well-being of domestic and overseas Filipino seafarers.
00:50It's a tribute to their sacrifices, not only a tribute to their sacrifices, but a call to weave together
00:57a future that they can be proud of.
01:00One where their voices are heard, their rights are upheld,
01:04their families feel the support of a nation that understands the weight of their duty.
01:10President R. Marcos recognized the contribution of the seafarers,
01:14not only to the economy of the Philippines, but also to the unity between the country and the world.
01:21The President said, the Filipino sailors are enduring while being loyal to their families.
01:27Also, the work is dangerous, just like what happened in the Red Sea,
01:32where a ship carrying Filipino seafarers was attacked.
01:36It is our way of telling our seafarers, we see you, we hear you, and we are here to support you.
01:43Because of the passing of this law, President Marcos thanked the legislators who supported it,
01:48as well as the stakeholders.
01:50Our different perspectives helped us produce this Magna Carta
01:54that encompasses our shared goal to make Filipino seafarers, the industry, and the country
02:00prosper both in domestic and international waters.
02:04At its core, this new law aims to uphold the fundamental rights of our overseas seafarers,
02:10their rights to fair wages, safe working conditions, and skills and competency development amongst others.
02:18At the same time, President Marcos' contribution to the proper salary and treatment of the seafarers
02:25also includes training, secure contracts, and benefits.
02:29The government also plans to establish a mechanism to ensure that the seafarers are valued.
02:35By prohibiting the imposition of recruitment, placement, visa, or other related fees,
02:41we hope to alleviate some of the financial struggles that our seafarers have to go through
02:47even before they board a vessel to set sail in international waters.
