00:20With this roadmap, we give a clear mandate of ensuring that the money entrusted to us by the people

00:26serves a purpose that truly matters, that will make a difference.

00:31President Ferdinand R. Barcos, Jr. is proud of the commitment of his administration to a transparent and transformative leadership.

00:39He said that when he led the ceremonial endorsement of the Public Financial Management Reforms Roadmap 2024-2028 in Malacanang.

00:49The chief executive said that the ceremony is more than just an endorsement of the policy, but it is the government's support for the change.

00:58This includes ensuring proper use and transparency in public funds.

01:04President R. Barcos is determined to help in providing government services such as disaster relief and response actions, public health care, social services, and others.

01:17In this new PFM, we are committed to synchronize planning and budgeting at our local, regional, and national levels,

01:25as well as streamlining our institutional frameworks to reduce the time spent on bureaucratic processes.

01:31Last year, President R. Barcos passed Executive Order No. 29, which establishes the Public Financial Management Information Systems.

01:40This includes the support for technological innovation and digitalization.

01:46Because true progress is about moving beyond what we have always done and questioning how much we can be,

01:52true progress is about how we find ways to flourish in this ever-changing world.

01:58The Public Financial Management Reforms is formed by the Budget Department, the Audit Commission, the Bureau of Treasury, NEDA, and others.

02:07With the strong support of our partners, especially with ADB,

02:10I am confident that the PFM Reforms Roadmap, anchored on the Philippine Development Plan 2023-2028,

02:19will lead the nation to a higher growth trajectory and ultimately to reducing poverty and achieving genuine prosperity.

02:28Consider yourselves as the forerunners of this new era, this Bagong Pilipinas that we are building.
