00:00Voting is underway today in the Manitoba riding of Elmwood Transcona.
00:05It's considered a stronghold for New Democrats, but a conservative challenger is attempting to change that.
00:11Our Karen Pauls is outside a polling station in Winnipeg and she joins us now live.
00:15So, Karen, tell us more about how the race is shaping up in that riding.
00:20Andrew, you said strongholds.
00:22This has been an NDP riding for most of the last four decades.
00:28They've won 10 of the last 11 federal elections.
00:32Definitely a stronghold here and definitely one that their candidate, Leela Dance, hopes to win.
00:38She is a very popular local non-profit and business owner.
00:42She has the support of many of the unions in the area.
00:45And this is a big union area with a railway here.
00:49She has Manitoba's popular Premier Wab Canoe on her side, putting out robocalls over the weekend.
00:55She should be a shoe-in.
00:57But if you drive around the riding, which is split into two sort of geographical areas,
01:02you see a lot of blue signs as well.
01:05And it's the Conservatives.
01:07They've actually nominated a union member, an electrician, as their candidate, Colin Reynolds.
01:14And he's directly been tying the NDP to the unpopular governing Liberals.
01:19Beside a lot of his blue signs, you see a sign of Jagmeet Singh and Justin Trudeau shaking hands.
01:26So they're trying to make that connection, even though that relationship broke up last week with the supply agreement.
01:36He's really hoping to attract the blue-collar, working-class vote.
01:40Take a listen to what this Conservative strategist had to say last week.
01:45I'm seeing it across the country, how Mr. Polyaev has zeroed in on workers.
01:51They're members of unions.
01:53It's not about talking to union bosses or fighting corporate greed.
01:57It's about talking to workers and what their needs are.
01:59And that's the big distinction right now with today's Conservatives and today's NDP.
02:03The NDP are really ingrained in union-style talk instead of worker talk.
02:09And it's a different language.
02:11And I think it's working very well for Mr. Polyaev.
02:15Now, unlike the Montreal race, the Liberals really are not a factor here.
02:20They came in third in the last election, a distant third.
02:23And they're probably more unpopular now than they were then.
02:26The Greens, People's Party and the Canadian Future Party, a brand-new federal party, all have candidates here.
02:32And they're all watching to see how things will go in the next number of hours.
02:37Yeah, certainly these are interesting by-elections with national implications.
02:42What's at stake in this contest?
02:45You know, here the NDP really need to show that Jagmeet Singh has some momentum
02:50after tearing up that agreement, that governing agreement with the Liberals last week.
02:55If he can't hold a seat like this one, it will sort of call into question his future as a leader.
03:01And meanwhile, like you say, the Conservatives are hoping to flip this blue.
03:05They're appealing to a populist, a more populist vote across the country.
03:09And they're hoping to build on that momentum.
03:11Here's what one political scientist had to say.
03:14If the Tories win this seat, it will be a feather in their cap.
03:18There'll be some symbolic significance to that in terms of their wider appeal to workers.
03:23For the NDP to hold onto this seat, given that the party is low in the polls, that would be good for them.
03:31It would be, it would head off any criticisms of the leader and the strategies that he's taken over the last few years.
03:40Now, we're seeing the polls fairly busy already today.
03:44More than 10,000 people voted in the advance polls, about 14%.
03:48So, it's clear people here have a message to send to Ottawa.
03:52What that message will be, we'll have to wait until later tonight.
03:55And it could come down to the wire. Andrew.

04:02And voters are also heading to the polls in the Montreal riding of LaSalle Emard-Verdun.
04:07The riding has a sizable English-speaking minority and was last represented by former Justice Minister David Lamedie.
04:13The Liberals will try to hold off NDP and Bloc Quebecois challengers who are looking to take another long-time Liberal seat.
04:21And we will have special coverage tonight of both by-elections with Power & Politics host David Cochrane
04:27and CBC's Chief Political Correspondent Rosemary Barton.
04:30It all begins at 9 p.m. Eastern, 8 Central, half an hour before the polls close.
