00:00Escoda Shoal was not abandoned.
00:03That was the decision of the Philippine Coast Guard
00:06following the departure of BRP Teresa Magbanwa
00:09who was called by China to retreat.
00:12Chino Gaston was arrested.
00:16BRP Teresa Magbanwa returned yesterday
00:19after almost 5 months stay in Escoda Shoal
00:23to monitor any possible reclamation of China.
00:26The departure of Teresa Magbanwa
00:29was called by the China Coast Guard to withdraw.
00:32The China Coast Guard said in their statement
00:35that it was illegal for the ship to remain in Escoda Shoal.
00:39And in the remaining of the ship,
00:41they violated China's control measures
00:44against the repeated refueling of the supply.
00:48But the Philippine Coast Guard decided
00:50that the departure of the ship
00:52should not be seen as giving up, abandonment, and defeat.
00:55No, it's not a defeat.
00:57It's not also the Coast Guard abandoning our post in Escoda Shoal.
01:02We are just repositioning our own vessels.
01:05Escoda Shoal is very critical and strategic for us
01:09to sustain our resupply operations for BRP Sierra Madre.
01:13It is, once again, I would like to highlight,
01:16we have not lost anything.
01:18We can still patrol and maintain our presence in Escoda Shoal.
01:21According to the PCG, the ship had to leave
01:24because of the bad weather.
01:26The crew who were sick were hospitalized.
01:29And the ship was repaired
01:31after several times of violation and obstruction
01:34by the China Coast Guard.
01:36They only ate for almost 3 weeks,
01:40they even had to gather water
01:43in the air conditioning units
01:45that are being produced.
01:48And then they're just going to boil it.
01:50According to the National Maritime Council,
01:52the situation in Bajo de Masinloc in 2012
01:55will not be the same
01:57if the Philippine ship left
01:59while the Chinese ship remained there.
02:01And since then, the Chinese ship has not left
02:04and it is still fighting against the Filipino fishermen
02:07who are being let inside.
02:09At the end of the bilateral consultation mechanism last week,
02:12China in the Philippines said
02:14to remove the ships in Escoda Shoal.
02:17But according to the NMC,
02:19there was no agreement between BRP Teresa Magbanwa
02:22and the DFA
02:24that Escoda Shoal is in the EEZ of the Philippines.
02:27No, it's not a withdrawal.
02:29To make it clear, we did not withdraw.
02:32And this was not the agreement during the last BCM.
02:37Because our countrymen thought
02:40that we gave up.
02:43We insisted during the meeting in Beijing
02:48that our DFA stated that
02:51our presence will be maintained in the shoal.
02:55This is also the belief of Prof. J. Matumbakal.
02:58We shouldn't see it as a loss.
03:00It's not like we surrendered.
03:03It's simply that the vessel reached its limit.
03:05So that's how it is. We should look at it.
03:07It's involuntary.
03:09If it were not for that, we would still be in the West.
03:11The Armed Forces of the Philippines
03:13assured that even if BRP Teresa Magbanwa left,
03:16there would still be people guarding the Escoda Shoal.
03:19We have constant monitoring.
03:21We use different sensors in different ways.
03:24There are ships, airplanes,
03:26and others that I cannot mention.
03:28Rest assured, our features will remain.
