00:00The Office of the Solicitor General or OSG asked the Supreme Court or SC to dismiss the petition
00:06challenging the return of unused government subsidy from the Philippine Health Insurance
00:11Corporation or PhilHealth to the National Treasury. The OSG said the General Appropriations Act 2024
00:19and Department of Finance or DOF Circular 003-2023 were constitutional and did not violate
00:26Filipinos' right to health. Moreover, Sgt. Menardo Guevara told the High Tribunal
00:33that PhilHealth's income was sufficient to cover both benefit claims and operating expenses
00:38and the EIDL funds were beyond what was necessary for its maintenance and operations,
00:44including the payment for any outstanding claims for fiscal year 2023.
